JUSTIFICATION FOR BRAND NAME MANDATORY (Simplified Acquisitions <$250K)

The service or material listed on N3904018RC80409 is brand name mandatory and competition is precluded for reasons indicated below. There are no substitutes available for this material or service.

Complete Audio Visual System including VTC System to support meetings, conferences and training in Bldg 22/1, Portsmouth Naval Shipyard. Estimated cost: $198,758.06. Required delivery within six months of contract award.

The systems in the Maine and NH Conference Rooms in Bldg 22/ 1 must be identical to the existing system in the Thresher Room in B22/3. These rooms are utilized by the entire Shipyard which could result in a different user every hour, all with varying experience with AV systems.

The equipment in all of the conference rooms in these Code 1100 areas must match the current Thresher room system in form, fit and function to limit the administrative burden of training each user on each system in the building, thereby eliminating frustrations and ensuring ease of use for all users. This will also result in an efficient streamlined connection process maximizing PNSY' s ability to participate in interactive meetings corporate or otherwise. This effort is not only for an IT upgrade it is for shipyard wide standardization of the systems. Again, the potential users span the entire shipyard, ease of use and uniformity are paramount. The currently functioning system is made up of components from Cisco, Creston, BiAmp, Sharp. The components of the new systems must be of these same name brands/make and model to ensure the identical form, fit and function. The dealer must be a rep for each of these name brands to meet this need and ensure the quality of all equipment involved in each of the systems.

The Thresher room was outfitted in 2013 under contract N3904013RC30452 by Headlight Audio Visual Inc. (CAGE 1GH97). The company was then hired by the government, on 04/23/2018 to design the identical systems into both the Maine and New Hampshire Conference rooms this effort cost the government $1,500.00. This System Design was completed on 51I012018 by David Keely. A sole source buy would ensure the use of the plans which were already contracted and approved by the technical experts, it would also guarantee the quality and uniformity this effort looks to accomplish for the government.
