3. REQUIREMENTS:

3.1 Upon delivery of each boat and trailer listed in 1.3, to the contractor’s facility, the contractor shall accomplish a complete visual inspection of each vessel, trailer, installed machinery, equipment, hull and structures for discrepancies, damage and/or missing items, within the first 10 days of the start of the availability and in accordance with 2.2 through 2.24. Record results

3.1.1 Submit one legible copy, in a hard copy or approved

transferrable media, of a report listing the results of the requirements of 3.1 to the SUPERVISOR within 3 days of inspection completion.

3.1.1.1 The report shall describe in detail each discrepancy, damage, and/or missing items, including exact location.

3.1.2 The trailer shall not to be used as a “boat stand” during the accomplishment of painting or repairs, for each vessel listed in 1.3.

3.2 The Contractor shall take pictures and video tape, with time/date stamp, of the vessel and trailer listed in 1.3, including, installed equipment, and hull to document vessel existing condition.

3.2.1 Submit one legible copy, in approved transferrable media, of a report listing the results of 3.2, to the SUPERVISOR within 3 days of each vessel delivery. The report shall include a DVD Disc of the vessel condition.

(V)(G) "BILGE CLEANLINESS INSPECTION”"

3.3 The contractor shall, clean, degrease and inspect the bilge, for each vessel listed in 1.3, within the first 10 days of the start of the availability using 2.2 through 2.24 for guidance. Thoroughly pressure wash the bilges, bilge overhead, and the underside of deck hatches with purple power aluminum brightener and fresh water. Bilges shall be free of oil, grease, contaminants, and debris. Accomplish an inspection of the bilges, bilge overhead, and the underside of the deck hatches upon completion of pressure wash cleaning. Inspection shall identify any

structural damages which were not visible prior to delivery and bilge cleaning. Record inspection results.

3.3.1 Maintain bilge cleanliness of each vessel throughout the availability.

3.3.2 Submit one legible copy, in approved transferrable media, of a report listing results of the requirements of 3.3 to the SUPERVISOR within 3 days of inspection and cleaning completion.

3.3.2.1 Report shall detail exact location and type of damage on each vessel.

3.4 All new threaded fasteners shall be corrosion resistant steel (CRES), ASTM A276, Type 316, unless otherwise specified. All nuts shall be self-locking type, unless otherwise specified. One CRES washer shall be used under each bolt head and under each nut. Bolt/stud length shall not exceed less than 1-1/2 threads or more than 5 threads beyond the nut with full thread engagement, for each vessel listed in 1.3.

3.4.1 Apply anti-seize compound, Loctite 34026 marine grade anti-seize or equal to all stainless steel threaded fasteners, for the vessel listed in 1.3.

3.5 All equipment mounted to aluminum shall have corrosion protection tape (3M Scotchrap #51) installed between the mating surfaces unless otherwise noted, for each vessel listed in 1.3.

3.6 Retain all removed items for disposition instructions by SUPERVISOR, for each vessel listed in 1.3. At the discretion of SUPERVISOR, box all removed items for turnover upon boat/trailer turnover.

(I) "NONDESTRUCTIVE TESTING"

3.7 Accomplish dye penetrate (PT) to cracks in welds and/or plate, using the report submitted in 3.1.1 and 3.3.2 as guidance, unless specified otherwise, prior to repairs to determine extreme ends of crack(s), for each vessel listed in 1.3, in accordance with 2.4.

3.7.1 Submit one legible copy, in a hard copy or approved

transferrable media, of a report listing type, extent and locations of defects found in 3.7 to the SUPERVISOR.

3.8 Accomplish the requirements of 009-12 of 2.1, including Table 3, Column C, lines One through 7 for weld repairs of each vessel listed in 1.3, in accordance with 2.4. All compartments shall be certified gas free and safe for hot work prior to and during the repairs.

3.8.1 Accomplish clad weld repair on a total of twenty (20) linear feet of hull plating to include, but not limited to, the hull, deck, console, fuel tank, hardtop, strakes, engine bracket and transom as directed by the SUPERVISOR.

3.8.2 Accomplish weld repair for a total of ten (10) linear feet of hull pitting and/or cracked hull plating, structure and welds to include, but not limited to, the hull, deck, console, fuel tank, hardtop, strakes, engine bracket, bilges and transom as directed by the SUPERVISOR.

3.8.3 Accomplish plug weld for two hundred (200) unused 3/8-inch

diameter holes throughout the vessel as directed by the SUPERVISOR.

Grind each weld flush to match surrounding area.

3.8.4 Accomplish welding for six (6) square-feet of 1/4-inch

aluminum 5086 doubler plating and/or insert plating on hull, deck, console, fuel tank, hardtop, engine bracket and transom as directed by the SUPERVISOR.

3.8.5 Accomplish weld repair for a total of two (2) linear feet of pitting on top of fuel tank as directed by the SUPERVISOR.

3.8.6 Accomplish weld repair for a total of two (2) linear feet of pitting on hull bottom throughout aft bilge as directed by the

SUPERVISOR.

3.8.7 Accomplish clad weld and grind flush two (2) linear feet of numerous gouges throughout hull bottom as directed by the SUPERVISOR.

3.8.8 Accomplish weld repair and grind flush for a total of two (2) linear feet of pitting on hull bottom throughout forward bilge for each vessel listed in 1.3, as directed by the SUPERVISOR.

3.8.9 Provide materials and services to remove, procure, and install new Bow Door Assembly, Port/Starboard Collar Shields, Bow Door Dive Ladder, Bow Door Ladder Pin Kit and all associated parts such as latches, hinges, pins, hardware (Silver Ships part number SSC-11M- BDA) in accordance with Reference 2.25. Contractor shall ensure assembly is delivered with UHMW protective panels installed, Bow Door bolt access hatches, and forward retention post in accordance with Reference 2.25. Contractor shall install and weld port and starboard forward, mid and aft section collar shields in accordance with Reference 2.25. Contractor shall weld three (3) bow door hinges to match existing bow hinges to the boat in accordance with References 2.17, 2.25, and manufacturer’s instructions. Prior to ordering the bow door assembly and collar shields, the contractor shall verify the heights of the existing collar shields and provide to Silver Ships to ensure proper fitment. Prior to installing, the contractor will verify frames’ welds inside of Port/Starboard Collar Shields. Prior to installing, the contractor will verify Bow Door Bolt Access Hatches fitment on the Bow Door Assembly. Complete all for each vessel listed in 1.3.

3.8.10 Provide materials and services to remove, fabricate and install new stern dive ladder forward 3/8” mounting plate. Ensure plate is aligned to the engine guard for the recovery locking pin;

template from existing conditions as directed by the SUPERVISOR.

3.8.11 Provide materials and services to plug weld and grind flush existing 1/8” holes and cable penetration on forward center console vacated by removed Evinrude GPS antenna.

3.8.12 Remove port side damaged forward handrail stanchion, fabricate and install new handrail stanchion for vessel listed in 1.3.1; template from existing conditions.

3.8.13 Accomplish weld repair of cracked weld at starboard side hull longitudinal to transverse frame outboard of forward hatch opening for vessel listed in 1.3.1.

3.8.14 Accomplish weld repair of incomplete weld at port side 3rd

longitudinal to transverse frame outboard of anchor stowage hatch opening for vessel listed in 1.3.2.

3.8.15 Accomplish weld repair of engine guard vertical piping for vessel listed in 1.3.2.

3.8.16 Remove damaged port side forward deck drain scupper on the side hull plating. Template, fabricate and install new 3 1/2-inch x 6-inch, schedule 10 aluminum 5086 pipe for vessel listed in 1.3.2.

3.8.17 Accomplish clad weld repair and grind flush one linear foot at the upper and lower engine guard piping, for each vessel listed in 1.3.

3.8.18 Accomplish modification of existing engine guard allowing it to accept larger engines as directed by the SUPERVISOR.

3.8.18.1 Cut the port and starboard upper and lower horizontal piping between the two (2) vertical frame supports and extend engine guard 9-inches aft.

3.8.18.2 Fabricate and weld new 9-inches of aluminum 6061 pipe that is the same size of that being extended and weld new appropriately sized internal pipe sleeve into the piping in order to align the pipes.

3.8.18.3 Grind flush to match existing surroundings.

3.8.18.4 Test fit engines and engine guard to verify the engine guard does not require to be widened.

3.8.18.5 Ensure proper clearances for larger engines operation (port, starboard, up and down).

3.8.19 Remove existing 3/8-inch aluminum rod on port side of console face and grind flush to match existing surroundings.

3.8.20 Accomplish plug weld and grind flush (8 EA) existing 1/8-inch holes vacated by label plates located on console.

3.8.21 Accomplish weld repair and install new three (3) aluminum 5086 insert plates, 4-inch diameter x 3/16 inch for estimating purposes, into starboard console face and grind flush to match existing surroundings in order to blank holes vacated by one wiper controller and two (2) inboard engine gauges using 2.4, 2.9 and 2.24 for guidance.

3.8.22 Accomplish weld repair and install new aluminum 5086 insert plate, 15-inch x 10-inch x 3/16-inch thick, into console in order to accept new equipment and grind flush to match existing surroundings.

New equipment shall be located on the console face and in accordance with 2.9 and 2.24.

3.8.23 Accomplish weld of fuel tank sounding rod and cap key to the new fuel tank cap using the same size and type of that removed and in accordance with 2.20.

3.8.24 Accomplish welding for new aluminum swage tube, size C, into the transom for the underwater lights cable. Cut swage tube and smooth edges to have 2 inches exposed into the engine bracket.

3.8.25 Remove, grind flush and weld two (2) port and two (2)

starboard new aluminum insert plates into the transom from removed hydraulic lines and grind flush to match existing surrounding area.

Contractor shall use one-inch diameter x 1/4-inch thick aluminum 5086 plate for estimating purposes.

3.8.26 Fabricate and install new port and starboard doubler plates on the underside of the outboard engine bracket for the new underwater lights (OceanLED part number 012305B) in accordance with

2.21. Doubler plate shall be designed to fit larger OceanLED part number 012309. 12-inch x 12-inch x 3/8-inch thick aluminum 5086 plate shall be used for estimating purposes.

(V)(G) "PRESSURE TEST"

3.8.27 After completion of all repairs, swage tube installation, cable installation, underwater light installation, engine installation, and hatch replacements on the engine bracket, pressure test the enclosed engine bracket to 3 PSI, holding pressure for 10 minutes and adequate time to check for leaks. Pressure shall not exceed 3 PSI. Pressure drop shall not exceed 0 PSI. Apply a soapy solution that is non-corrosive and non-toxic solution to inspect for leakage. Inspect all seams and attachments for leakage.

3.8.27.1 Submit one legible copy, in hard copy or approved

transferrable media, of a report listing results of the requirements of 3.8.27 to the SUPERVISOR.

(V)(G) "VISUAL INSPECTION"

3.9 Prior to painting, accomplish cleaning of the entire topside of the boat with Sharkhide aluminum cleaner to include but not limited to the gunwales, cleats, main deck, console, hardtop, light mast, canopy frame, transom, tow posts, bow door, bow housing, hatches, transom boxes, hand rails, and outboard protection bar for each vessel listed in 1.3 and in accordance with manufacturer’s instructions. Sharkhide aluminum cleaner is best applied to dry aluminum with an adjustable tip sprayer and applied from bottom up throughout boat. Boat shall have an off-white finish when completed.

3.10 Shroud the entire DRYBERTH areas to contain debris and airborne contaminants generated by surface preparation and painting for each vessel listed in 1.3.

3.11 Record the existing periphery lines, exact locations, painted stenciling, colors and dimensions of painted coatings, and non-skid deck covering on each exterior surface of the vessel from keel to the top of the console, for each vessel listed in 1.3.

3.11.1 Submit one legible copy, in a hard copy or approved

transferrable media, of a report listing results of the requirements of 3.11 to the SUPERVISOR, within 10 days of the start of the availability.

(V)(G) "SURFACE PREPARATION"

3.12 Accomplish the surface preparation of the underwater hull, in accordance with SSPC SP 10/NACE No. 2, Near White Metal Blast using garnet or aluminum oxide or crushed glass or walnut shells for each vessel listed in 1.3. The underwater hull shall not be considered critical.

(V)(G) "PRELIMINARY HULL / STRUCTURAL INSPECTION PRIOR TO PAINTING"

3.13 Accomplish visual inspection of areas prepared in 3.9 and 3.12 for structural integrity, deterioration, pitting, cracks, areas of damage or distortion and surface blemishes for each vessel listed in 1.3.

3.13.1 Inspect the entire boat upon completion of surface

preparation to verify proper surface preparation and identify any structural damages which were not visible prior to delivery and surface preparation. Contractor shall provide reports detailing location and types of damage via Condition Report.

3.13.2 Inspect the block spots upon completion of surface

3.13.3 Submit one legible copy, in a hard copy or approved

transferrable media, a report listing type, extent and locations of defects found in 3.13 to the SUPERVISOR.

3.14 Accomplish preparation, priming, and painting preservation of the underwater hull and install one (1) coat of SeaGuard 5000 HS, buff color, at 5-7 mils DFT (Sherwin Williams part number N11H350), one (1) coat of SeaGuard 5000 HS, gray color, at 5-7 mils DFT (Sherwin Williams part number N11A350), one (1) coat of SEAVOYAGE Copper-Free antifouling paint, red color, at 3-6 mils DFT (Sherwin Williams part number N51R301) and one

(1) coat of SEAVOYAGE Copper-Free antifouling paint, black color, at 3-6 mils DFT (Sherwin Williams part number N51B301) for each vessel listed in 1.3, in accordance with manufacturer’s instructions.

3.15 Reapply markings and colors recorded in 3.11 for each vessel listed in 1.3.

(V)(G) "COATING INSPECTION FOR EACH COAT (CONSISTS OF COATING THICKNESS,

HOLIDAYS, AND CLEANLINESS)"

3.16 Accomplish WFT / DFT measurements of each coat applied. A gauge shall be used to verify the application of proper paint thickness for each coat, for each vessel listed in 1.3 and in accordance with the manufacturer's instructions identified in 3.14.

3.16.1 Submit one legible copy, in hard copy or approved

transferrable media, of a report listing results of the requirements of 3.16 to the SUPERVISOR.

(V)(G) "FINAL INSPECTION"

3.17 Accomplish a final preservation inspection. Ensure paint

application contains a matte finish with no signs of holidays, runs, sags, chips, swirls, and or orange-peel texture present for each vessel listed in 1.3.

3.17.1 Submit one legible copy, in hard copy or approved

transferrable media, of a report listing results of the requirements of 3.17 to the SUPERVISOR.

3.18 Remove existing non-skid in its entirety and install new non-skid and 3M edge sealer for each vessel listed in 1.3, in accordance with 2.17 and manufacturer’s instructions.

3.19 Remove existing SKYDEX in its entirety and install new SKYDEX (SKYDEX part number B23144) for each vessel listed in 1.3, in accordance with and manufacturer’s instructions.

3.20 Remove the existing and install new sponson and scupper trunks (Wing part number ERX1777AJ414) and associated new hardware for the vessel listed in 1.3.1, in accordance with manufacturer’s instructions.

When ordering the sponson, the contractor shall notify Wing that the new bow section modification is being installed during the overhaul of the craft and the sponson will required to be longer to ensure proper fitment.

3.20.1 Remove existing sponson forward and aft retaining hardware and install new hardware using the same size and type of that removed. Drill and tap any sheared bolts.

3.20.2 Install new 7/32” black rope for securing the port and starboard scupper trunks to the cleats on the transom.

3.20.3 Double CRES316 stainless steel hose clamps shall be installed at scupper to fitting connection.

3.21 Remove the existing and install new sponson and scupper trunks (Wing part number ERX8655FL414) and associated new hardware for the vessel listed in 1.3.2, in accordance with manufacturer’s instructions.

When ordering the sponson, the contractor shall notify Wing that the new bow section modification is being installed during the overhaul of the craft and the sponson will required to be longer to ensure proper fitment..

3.21.1 Remove existing sponson forward and aft retaining hardware and install new hardware using the same size and type of that removed. Drill and tap any sheared bolts.

3.21.2 Install new 7/32” black rope for securing the port and starboard scupper trunks to the cleats on the transom.

3.21.3 Double CRES316 stainless steel hose clamps shall be installed at scupper to fitting connection.

3.22 Accomplish the requirements of 009-32 of 2.1 for new and disturbed surfaces.

4.1 Work in conjunction with 11MSC1409 and 11MSC1410 work items 236-11- 001, 321-11-001, and 581-11-001.
