J&A Number:19-009 Code:410.4 P.R. Number: TBD

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF) Contracts Division Code 400.

2. Description of the Action Being Approved

This is a Justification and Approval (J&A) for Other Than Full and Open Competition to contract on a Brand Name basis for two Teradyne Spectrum s9100 Automated Test Systems (Teradyne Spectrum ATS). The two Teradyne Spectrum ATSs will replace four existing, aging Automated Test Systems (ATSs) for C950 Module Screening and Repair Activity (MSRA) and work in conjunction with an existing Teradyne ATS that utilizes Teradyne software.

3. Description of Supplies/Services

The equipment covered under this J&A includes two Teradyne Spectrum s9100 Automated Test Systems (Teradyne Spectrum ATSs), including any and all hardware or software included therein. The Teradyne Spectrum ATSs will be manufactured/developed in the U.S. and shipped to PHNSY & IMF. The Independent Government Cost Estimate (IGCE) for the 2 Teradyne Spectrum ATSs is .

In addition to the two Teradyne Spectrum ATSs, this acquisition also seeks to spare parts, delivery set-up associated with the Teradyne Spectrum ATSs.

The Teradyne Spectrum ATSs and spare parts are critical in supporting both I-Level and Depot Level repair mission, and will allow for the testing and repair of additional ship/ submarine systems and increased MSRA capability. The Teradyne Spectrum ATS assigned to United States Pacific Fleet

(USPACFLT).

Delivery of the Teradyne Spectrum ATS is estimated at months after contract award. The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C.2304(c)(1) and FAR 6.302-1; Application for Brand Name Descriptions.

5. Rationale Justifying Use of Cited Statutory Authority

MSRA test components are heavily used on test of these units is a critical capability for maintaining readiness levels.

The current Automated Test Systems (ATSs) are

Rep bility with sustainable, long-term solution is critical, given the anticipated ramp-up in both ships and submarines.

In order to replace the existing ATSs with minimal additional support cost and maximum operational flexibility and capacity requires a common MSRA test platform capable of running ATS Test Program Sets (TPS) as well all existing TPSs currently hosted on the existing Automated Test Systems. Additionally, Pearl Harbor currently utilizes Teradyne ATS. The Teradyne Spectrum ATSs would be able to run all TPSs, including all existing TPSs, without adding an additional (and unique) Automated Test System and will be compatible with existing Teradyne ATS.

Running all TPSs on the same testing platform allows the Navy to maximize operational flexibility and capacity for testing all modules repaired at the MSRAs. Additionally, it utilizes investments already made in training support, logistics and TPSs.

Pearl Harbor must maintain interoperability with existing agency Automated Test Systems and software because this is the most efficient use of common and existing shared resources throughout the NAVSEA corporation. Additionally, this interoperability will reduce development cost incurred in the sharing and development of new and existing TPS, fixtures and software. Finally, the Teradyne Spectrum ATS is capable of meeting the government’s requirements for

. The Teradyne Spectrum

ATS is the only brand that can meet these requirements.

The proposed Automated Test System configurations leverage Teradyne proprietary operating software, programming software, maintenance procedures, core system spares and support infrastructure already in place and operational for the Teradyne Spectrum ATSs at MSRAs. Additionally, the following NAVSEA locations currently utilize the Teradyne Spectrum S9100 Automated Test Systems:

Teradyne Spectrum ATSs must also be compatible and interchangeable with existing infrastructure and equipment already in place to leverage investments previously made by the Navy in TPSs, training, logistics infrastructure and long-term support capability.

Should PHNSY utilize any other brand besides Teradyne Spectrum ATS, additional effort would be required to ensure compatibility with the Automated Test Systems and TPSs as described below.

The estimated total cost to the government is The substantial cost and efforts necessary to ensure compatibility and interoperability would make utilizing another brand overly burdensome to the Government.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable A Sources Sought Notice was posted on 18 October 2018 and closed on 1 November 2018 . Only one response was received from Based off of the draft Statement of Work requirements dated 12 October 2018, stated they could meet the requirements of the Teradyne Spectrum

A otice was posted on 28 January 2019 indicating the Government’s intent to issue a Sole Source solicitation to Teradyne, Inc. The otice closed on 13 February 2019.

. on 05 February 2019.

The Government sent additional questions regarding their capabilities to on 07 May

19. Responses were received from on 08 May 19 and from on 09 May 19. After reviewing both responses, and based on the reasoning above, the Government has determined that in order to meet its minimum requirements, a brand-name description will be used in its solicitation for the Teradyne Spectrum ATS.
