3.1Location/Quantity
3.1.1Areas of the vessel undergoing work or transited by the contractor: Use Reference 2.1.1 as guidance for planning and estimating locations where work identified in this work package will require contractor access or transit.
3.1.2When the crew is living aboard, those areas will remain the responsibility of the ship’s force, no production or cleaning work will be accomplished in habitability or messing spaces.

5.3The definitions of many terms used in this work item are found in Work Item 001.
5.4Fogging or large-scale spraying operations are not authorized onboard any MSC ship.
6.0QUALITY ASSURANCE REQUIREMENTS: None
7.0STATEMENT OF WORK REQUIRED
7.1Using the guidance provided in Reference 2.1.3, OSHA Guidance on the Control and Prevention of COVID-19 and the requirements outlined in this specification, provide mitigation measures and cleaning services in support of the control and prevention of the spread of COVID-19 onboard the vessel during the period of performance.
7.2Minimize Travel Through the Ship
7.2.1Coordinate with the OMT REP to develop a transit path which will be followed by ship’s force, contractor personnel, and subcontractors.
a.Transit path shall include the following characteristics to the maximum extent practical: one-way traffic lanes, maximization of external pathways, and reduction of the total travel length to the workspace.
b.Signs shall be posted showing directions. Signs shall be of adequate quantity so at least one sigh can be seen from anywhere along the transit route.
c.Laminated signs shall be posted on bulkheads and decks throughout the ship reminding of CDC and MSC guidelines for reducing the spread of the virus. These include social distancing practices, PPE requirements (face mask), and regular washing or sanitizing of hands.
7.2.2Coordinate with the OMT REP and ship’s force to secure spaces where there is no on-going work. If there is a door to enter the space it shall be locked and a placard shall be placed on the door stating the space is off limits, with the date the space is secured. If the space is open without a doorway then cordon off the area using physical barriers, such as chain, tape, etc., and an appropriate notice. The space may be briefly opened only during fire and flooding watch standing activities (detex rounds), if it is opened and accessed for other reasons it must be re-cleaned.
7.3Personal Protective Equipment and Personnel Screening for entry to the facility and vessel
7.3.1All personnel (contractor employees, subcontractors, and any other persons accessing the vessel) shall don PPE in accordance with the MSC QMS Instruction Reference 2.1.4.
7.3.2For maintenance at a Contractor’s facility, develop and implement a medical screening process for all visitors, vendors, contractors and shipyard employees passing into the facility. Screening process shall at a minimum incorporate daily temperature reading, answering questionnaire such as Reference 2.1.2, and a method of validating that each person has completed and passed the temperature reading and questionnaire (e.g., daily sticker). In addition to the contractor’s screening, the Master or designated MSC personnel will screen all personnel accessing the ship with Reference 2.1.2 questionnaire and the contractor shall plan accordingly for this daily screening. Handwashing Stations:
7.4Handwashing stations are to be provided at the quarterdeck and at each deck level. If ships potable water is secured portable hand wash stations are to be provided.
7.4.1Where handwashing stations are not feasible due to location hand sanitizer consisting of at least 60% ethanol or 70% isopropanol shall be provided.
7.4.2Ensure common access shipboard and portable toilet facilities are stocked with soap, FDA approved hand sanitizer, disposable disinfecting wipes and paper products. Common access shipboard and portable toilet facilities shall be cleaned and restocked at a minimum of twice daily or once per shift.
7.4.3Provide hand sanitizer and disposable disinfecting wipes approved by the FDA and/or EPA at all manned watch stations, to include but not limited to the bridge, engine room control room, and the gangway. These supplies shall be checked twice daily or once per shift and re-stocked as required. This is in addition to the hand sanitation stations identified in work items 010 and 011.
7.5Designated Eating Areas
7.5.1Eating onboard the vessel is prohibited.
7.6Designated Smoking Areas
7.6.1Designated smoking areas are to be provided by the shipyard. Physical distancing is to be enforced.

5.2The contractor and all subcontractors, regardless of tier are advised to review other work items under this contract, including but not limited to Work items XXX and XXX to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 001.
5.3This item is to be coordinated with ships force. No more than one compressor can be tagged out/locked out at one time. Once all testing is complete on one compressor, the next compressor can be tagged out. All compressors have similar hose lay out. One machine can be used as a reference for all three machines.
6.0QUALITY ASSURANCE REQUIREMENTS: None additional
7.0STATEMENT OF WORK REQUIRED
7.1Provide and operate equipment and supply all services and assistance to accomplish the thorough examination, renewal, testing and certification of the HPAC compressor nonmetallic, flexible hoses using USCG, ABS and the Manufacturer’s requirements as guidance.
7.2With assistance from the Chief Engineer tag out the high pressure compressed air systems ensuring they are depressurized. Clean and gas free to ensure the area is safe for hot work. A competent Marine Chemist shall certify that the area and space are safe for hot work daily.
7.3Provide temporary caps or plugs on open connections to adequately protect the system and ship from contamination, leaks and fire hazards during the accomplishment of this work item. Coordinate removals and reinstallations with the Chief Engineer to ensure the vessel is always aware of HPAC compressor status until the hose work is completed.
7.3.1Accomplish a survey of high-pressure hoses and submit a condition report that includes a completed Enclosure 2.2.1 to the OMT REP.
7.3.2Replacement: replace high pressure air system hoses listed in Enclosure 2.2.1 using ABS and the manufacturer’s design, installation, maintenance instructions and service bulletins as guidance. The replacement shall include/verify:
a.Hose is compatible with the system fluid.
b.The maximum system design pressure does not exceed the rated hose working pressure
c.Nonmetallic flexible hose must have factory-assembled end fittings requiring no further adjustment or field attachable fittings. Hose end fittings must comply with SAE J1475. If special equipment is required, such as crimping machines, it must be of the type and design specified by the manufacturer.
d.Based estimate on providing and installing new hose end fittings.
7.3.3System Test: Conduct testing of each new high pressure compressed air hose assembly using 46 CFR §56.97-5 as guidance. The testing includes/verifies:
a.A shop hydrostatic test of all nonmetallic flexible hose assemblies to a test pressure equivalent to twice the rated pressure stamped thereon.
b.Ensure the test gauge has been calibrated within the last 12 months.
c.The test medium is to be non-flammable gas.
d.The hose test layout shall be straight, without kinks or twists.
e.Test pressure shall be held for a minimum of 10 minutes.
f.Hose shall not burst, leak or show signs of fitting separation.
g.Upon successful completion of hydrostatic testing, attach a noncorrodible metal stamped identification tag to each hose assembly using Enclosure 2.2.2 as guidance. Tags manufactured locally shall contain the following information as a minimum: Ship Name, Hose Type/Size, System Pressure and Installation Date.
h.Upon completion of pressure tests, dry the hose assembly and cap or plug the end fittings to prevent damage and to keep out dirt. Use of self-sticking tape alone is not authorized for foreign material exclusion.
i.Upon installation, secure the hose assemblies from vibration with soft nonferrous metal straps
j.An operational test of installed hose assemblies confirming no leakage.
7.4Testing is to be coordinated with the OMT REP and ABS to allow for observation if deemed necessary.
7.5Care is to be used to protect the hoses and coupling threads from damage during the accomplishment of this work item.
7.6Reports
7.6.1When inspection, service and testing reveal any deficiency a condition report is to be submitted to the OMT REP with recommended repairs and parts required. Submit one (1) electronic copy in Portable Document Format (PDF).
7.6.2Submit a report that includes “as released” condition of the high-pressure compressor hoses. Submit one (1) electronic copy in Portable Document Format (PDF).
7.6.3All reports and checklists are to be completed and signed by the person who carried out the inspection and maintenance work and countersigned by the Company’s representative.

7.0STATEMENT OF WORK REQUIRED:
7.1Accomplish a Pre-repair Operational test of the No. 2 & 3 Cargo Refrigeration Plant, Plant Compressors, document all running information including electrical data and component settings. Verify and record operational condition of existing Monitoring System and submit “As-found” Condition Report.
7.2Tag-out System, Isolate electrically and mechanically.
7.3Completely pump down system and temporarily store Refrigerant in Contractor provided reclaim bottles. Provide Government condition report with weight of refrigerant removed and additional quantity if any needed to recharge the system. Refrigerant type within System is 134A.
7.4Completely disassemble two (2) Cargo Refrigeration Compressors identified in paragraph 3.0,
7.4.1Removal of Compressor top heads and discharge manifold,
7.4.2Removal of compressor shaft seal,
7.4.3Removal of Compressor Suction and Discharge Valve Assemblies
7.4.4Removal of Compressor Sleeves and Power Units (un-loaders),
7.4.5Removal of Compressor Oil Pump,
7.4.6Removal of all Capacity Control piping and Clean and make certain that Ports are Clear of Dirt and Debris.
7.4.7Removal of all Six (6) Piston and Connections rods and Replace, Pistons, Piston Rings, Wrist Pin, Connecting Rod Bearing and Connecting Rod. Removal of Crankshaft and Measure and Check Journals for Wear
7.4.8Remove Pump end bearing.

7.5Remove End Bell from Oil Cooler. Clean Cooler using Ref 2,1 as guidance.
7.5.1After completion of cleaning and acceptance by MSCREP, Conduct UT of tube bundles utilizing Eddy current style UT. Submit condition report to MSCREP IRT tube condition and thickness.
7.6Measure and Record as found running Clearances, and submit “As-found” Report. Lay out all parts for inspection by the MSFSCREP.
7.7Clean all Oil passages upon Completion of inspections.
7.8Clean Compressor Sumps removing all oil and contamination. At completion of work close up sumps with new gaskets. MSFSCREP /ABS/ CHENG to inspect sumps prior to final closing.
7.9Refurbish the Compressor Cylinder Relief valves; Machine, Grind and Lap in the Valve Seat and Disc. Reassemble and reset the relief setting to design pressure. Prove tight on a test stand in the presence of the MSCREP. Affix a label to each valve with the set pressure, setting facility, and date.
7.10Clean and refurbish all parts being reinstalled. Reassemble Compressors with new parts per OEM requirements, at a minimum contractor shall install new all Rings, Shaft Seals, Bushings, Connecting Rods, Connecting Rod Bearings, Piston Rings, Wrist Pins, Connecting Rod Seals, Filters, springs, Screens, Gaskets, Pins, Clips, Keys, Cylinder Sleeves, Bearings, Bushings, Seals, Oil Pump, Un-loader Elements, “O” Rings, diaphragms, spacers, fasteners, washers, packing, shims, and Valve Assemblies. Six GFM Pistons and two crankshafts are being provided as GFM should existing components be unusable.

Note: All replaced parts are to be placed in a separate box and retained in one location for MSCREP inspection.

7.11Renew Liquid Line Filter Drier Cartridges (Elements), Dehydrator Cartridges, Oil Separator Screens and Suction Line Filter Elements. Provide four (4) spares of each type Cartridge Element or Screen to MSCREP.
7.12Pressure test to 150 Psi with Dry Nitrogen utilizing Ref 2.1 as guidance. Pressure test SHALL be for four (4) hours with no pressure loss.
7.13Evacuate Compressor to less than 800 micron with a thirty minute vacuum test. Vacuum shall not exceed 1200 microns.
7.14Fill the Compressor Crankcase with Manufacturer Recommended Oil to the required level.

7.15 Reconnect Compressor and Motor ends electrically and mechanically. Clear all Tags.

7.16Align the Compressors and Motors in the Presence of MSCREP. Contractor shall reinstall flexible coupling and realign to within 0.003 inches.
7.17Inspection/Test:
7.17.1Accomplish a leak check of the Entire Cargo Refrigeration Plant / System Using Dry Nitrogen Gas and trace Refrigerant using Reference 2.1 and 2.2 for guidance. Prove new and disturbed joints tight to the MSCREP. Provide MSCREP with a Condition Report which identifies leaks and required repairs in the Cargo Refrigeration System.
7.17.2Evacuate and Dehydrate entire system and recharge with removed refrigerant using 2.1 and 2.2 as guidance.
7.18Operational Test.
7.18.1Line up and test repaired Compressors for Four (4) hours, each unit shall be lined up to freeze and chill boxes and tested and left on line until boxes are at Normal Operating Temperatures. Verify rotation and correct system operation. Adjust oil pressure, discharge pressure, flow control valves, temperature switches, cutout switches and un-loaders using Reference 2.1 as guidance. Idle unit will be swapped over and allowed to carry the load for a substantial period of time.
7.18.2Accomplish operational testing of the Cargo Refrigeration Plant including the operational test of all Compressors in the presence of MSCREP. During testing, adjust and test controls, including but not limited to High Pressure, Low Pressure Refrigerant Control Switch, Oil Pressure Differential Control Switch, and Seawater Failure Control Switches.
7.18.3Record the following each hour: motor voltage, motor run amperes, motor bearing temperature, and oil pressure. Submit as-found condition report.
7.18.4Install new insulation and lagging in places where removed or disturbed. Renew all fasteners with CRES 316 Stainless Steel or Monel.
7.18.5Paint all new and disturbed surfaces to match surrounding surfaces using applicable Marine coating system (International Marine Paint System or equal).
7.19Preparations of Drawings: None.
7.20Manufacturer’s Representative:
7.20.1Provide the Services of an Authorized OEM Technical Representative to accomplish all compressor end repairs and testing.
8.0GENERAL REQUIREMENTS:
8.1Work requirements in this work item shall be finalized and/or completed as Required for meeting scheduled milestones as outlined in Item 001, Paragraph 8.0
8.2Contractor shall remove and reinstall all interference’s necessary to accomplish this specification item.
8.3All parts used shall be York OEM parts and not after market parts.

1.0 ABSTRACT:

1.1 This item describes the Inspection of the Port and STBD Anchor Windlass Assembly, and painting of the exterior windlass assemblies.

6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional

7.0 STATEMENT OF WORK REQUIRED:

7.1 With the assistance of Ship’s crew tag out the Port and STBD Anchor windlass

7.2 Provide all labor, tools, materials, rigging, and services to accomplish video inspection of the Port and STBD anchor windlass.

7.3 Drain oil from gear box. Retain one quart per each windlass, in a clean container for labratory assesment

7.4Remove Inspection covers located at the top. Cover is a 4’x4” plate. Remove two (2) hex head port located at the FWD outdrive connection
7.5Provide the services of a boroscoping company. Boroscope should be a 4mm flex, with a six (6) foot length.
7.5.1Boroscope shall have video recording capability.
7.6Record via boroscopethe interior gear assembly, interior hosing, and the gear output assembly.
7.7Submit two copies of video recording on DVD.
7.8Reinstall all covers and port with new gaskets and o-rings.
7.9Fill each gear box with 94 gallons of Shell OMALA 220 oil.

7.10 ***CHECKPOINT*** In the presence of ABS, OEM, Chief Engineer and MSCREP, Perform operation test of both Port and STBD Anchor Windlasses prior to reloading the Anchor Chains. Test to be to the satisfaction of the ABS Surveyor and Chief Engineer.

7.11 Prio to loading Anchor chains:

7.11.1 Blast and paint the exterior components of the Anchor Windlass assembly.

NOTE:

IN THE EVENT THAT THE CONTRACTOR ELECTS TO PERFORM THIS WORK ITEM USING ULTRA HIGH PRESSURE WATER JETTING IN LIEU OF ABRASIVE BLASTING, WATER JETTING SHALL BE PERFORMED IN ACCORDANCE WITH SSPC-SP-WJ2, SURFACE PREPARATION AND CLEANING OF STEEL AND OTHER HARD MATERIALS BY HIGH AND ULTRAHIGH PRESSURE WATER JETTING PRIOR TO RECOATING. BLASTED AREAS SHALL BE PREPARED TO A WJ-2, SC-2 CONDITION. NO MORE THAN LIGHT FLASH RUST SHALL BE ALLOWED ON THE STEEL AT THE TIME OF COATING APPLICATION. 7.11.2Grit and/or other abrasives used for blasting are to be shielded from rain by suitable shelters.
7.11.3For all areas listed in Section 3.0: wherever any heavily scaled and rusted surfaces exist AND any areas that are inaccessible by UHP process, contractor shall mechanically scale and clean these surfaces using pneumatic tooling PRIOR TO abrasive blasting.
7.11.4Prior to the start of abrasive blasting the blast media shall be tested to ensure that it is not contaminated with chlorides, as determined by field or laboratory analysis using reliable, reproducible test equipment. Submit a report listing the results of the testing.

In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7.
5.2The contractor and all subcontractors regardless of tier are advised to review ALL other work items under this contract to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 001.
5.3Contractor is advised to coordinate this WI with WI 0901 for docking clearance to remove Rudder Stock.

6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional

7.0 STATEMENT OF WORK REQUIRED:

7.1Provide rigging and handling equipment shown on Reference 2.1, to allow for handling and removal and re-installation of rudders, rudderstocks, rudder stock components, steering gear components and associated stern frames.
7.2Provide all staging and gas free services necessary to allow for inspection of welds and performance of work under this item.
7.2.1The contractor shall provide all lifting equipment and tools not provided as GFM.
7.3The hull pad eyes shall be tested for the working load required for removal of equipment using Reference 2.1.
7.3.1USNS Supply has pad eyes remaining from previous availabilities. None shall be considered acceptable for service prior to inspection and weight testing. Pad eyes that require replacement or repair shall be subject to a contract change order.
7.4Temporarily remove all access plates (including welded plates over rudder lifting points), fairwater plates, and covers as required to remove the rudder and unship the rudder stock.
7.5Remove the grease, clean rudder trunk, rudderstock and areas covered by access plates and covers.

NOTE:

MATCH MARK ALL COMPONENTS PRIOR TO DISASSEMBLY AND REMOVAL

7.6Temporarily remove interferences and cut temporarily access holes for the hoisting cable.
7.6.1The port rudder will require a helicopter flight deck cut above the 1-711-4-A Medical Store Room. A second cut in the storeroom deck will be required to access After Steering and the port rudderstock.
7.6.2The starboard rudder will require a helicopter flight deck cut above the 1-707-1-Q Fan Room. A second cut in the fan room deck will be required to access After Steering and the starboard rudderstock.
7.7Temporarily remove both rudders from rudderstock using special removal tools and procedure specified in Reference 2.1.
7.7.1Fabricate a new rudder pin after removal of the rudder.
7.8Temporarily remove all grease tubing to upper and lower bearings including vent piping, all removed grease tubing shall be flushed clean or replaced prior to reinstallation.
7.9Perform an alignment to establish relationship between rudder(s) stock position and hull prior to removal; this will be used to benchmark rudder stock during reinstallation
7.10Provide onsite Sperry Marine (Nav Systems, David Hall) technical representative to disconnect, inspect, reinstall, align, and groom steering gear control and monitoring system.

7.10.1 Temporarily remove and tag out rudder angle indicators and helm indicators.

7.10.2 Temporarily remove mechanical linkage from tillers to rudder angle indicator synchro control, P/S.

7.10.3 Upon reassembly of rudder system perform control system alignment, Verify all indicators match actual rudder position for port and starboard rudders, through full range of motion, 35 degrees port to 35 degrees starboard, within one degree.

7.11Provide onsite Global Hydraulics technical representative for oversight of steering gear disassembly, inspection, reassembly, maintenance and testing.
7.11.1Temporarily disassemble steering gear components to facilitate removal of the rudderstocks using references in 2.0
7.11.2(CHECKPOINT) Inspect cylinder bushings, cross head block and stop block bushing for wear. Submit an “as found” condition report to MSCREP, ABS, and CHENG.
7.11.3Install new CFM Steering RAM Packing upon acceptable inspection of RAM Bushings.
7.11.4Inspect/stone rhapson slides for smooth surface finishes.

NOTE:

Upper bearing and seals shall be retained for reuse; contractor shall use requisite care to insure items are not damaged

7.12Provide onsite FAG Bearing technical representative for oversight of upper bearing disassembly, inspection, reassembly, maintenance and testing
7.12.1Temporarily remove rudder stock upper spherical bearing. Perform inspections as directed by OEM representative and Submit an “as found” condition report to ABS and MSFSCREP.
7.13Provide onsite Wartsila technical representative for oversight of rudder stock seal disassembly, inspection, reassembly, maintenance and testing. Wartsila is already provided by Work Item 921.
7.13.1Temporarily remove all rudder stock bearing seals using references in 2.0.
7.13.2Temporarily remove lower bearing outboard seal assembly including, but not limited to retaining rings, cap screws, seals neoprene body shall be removed without cutting the neoprene, lock wire, seal assemblies, sand excluders, split retaining rings, and seals
7.13.3Temporarily remove upper bearing upper seal assembly including, but not limited to, upper bearing upper seal assembly, upper bearing retainer housing, bolts, lock nuts, lock rings, lock wire, cap screws, seals, and “O” rings using References in 2.0
7.13.4Temporarily remove upper bearing lower seal assembly, including, but not limited to, seal assembly, cap screws and lock wire using References in 2.0 for guidance
7.14Temporarily remove lower bearing upper packing assembly using references in 2.0 for guidance.
7.15(CHECKPOINT) Inspect the rudder to rudder stock sleeve clearance; measure the clearances between the rudder stock sleeves and bearings at each bearing location at points of the bearing periphery, 45 degrees apart at both the top and bottom of the bearing. Submit an "as found" condition report of the bearing clearances to MSFSCREP.

7.16 Temporarily remove rudderstock to shop using references in 2.0 for guidance.

7.16.1 Clean and inspect all hardware.

7.16.2 Inspect rudder stock, lower bearing, outboard seals, and associated components using References in 2.0 and various OEM representatives. Submit an "as found" condition report to MSFSCREP for each.

7.16.3 Inspect tiller bearing carrier and bearing surface. Submit an “as found” condition report to MSFSCREP.

7.16.4Set up and perform run out inspection of rudder stock at key locations; lower bearing sleeve, rudder stock journal for upper bearing, lower rudder stock taper surface and taper pin slot, tiller journal surface, tiller key way. In addition to normal run-outs, take diametrical measurements of the rudder stock at each machined bearing surface as directed by the MSCREP. Submit an “as found” condition report to MSSCREP. Upon approval Machine sleeve to obtain a smooth true surface. Polish / Stone remaining machined areas of the shaft as required to remove surface corrosion and high spots. For bidding purposes, assume 120 hours of machining and polishing.
7.16.5Temporarily remove Lower Bearing Carrier for installation of Thordon Bearing via Freeze interference fit.
7.16.6Inspect and take inner and outer clearance measurements of the lower bearing carrier. Submit findings via condition report and provide to Thordon Bearing Representative.
7.17(CHECKPOINT) Perform an alignment check of shipboard rudder shaft bearing bores, to verify that the lower bearing sleeve and bearing housing is aligned to the upper bearing bore. Submit an “as found” condition report to MSFSCREP.

7.18 Provide onsite Thordon Bearing (VSP Technologies) technical representative for oversight of rudder lower bearing, inspection, removal, machining and reinstallation.

7.19Install GFM SXL Rough Molded Tube 39.375 x 36.506 x 38.313 Thordon Bearings
7.19.1Bearing(s) installation shall be performed according to manufacturer installation procedure based on rudderstock measurements and bearing carrier clearances. See Ref.2.3 for details.
7.19.2Reinstall Bearing carrier with new Thordon Bearings.
7.19.3(CHECKPOINT) Pump grease into the lower bearing via existing grease points. Verify that the grease flows to the bearing and no obstructions exist within the piping system.
7.20Reinstall the rudder stock using references in 2.0 as guidance; take care to protect all machined surface with rubber, canvas or other suitable material, leave areas covered until removal is required by assembly sequences.
7.21Reinstall upper Bearing.
7.22(CHECKPOINT) In the presence of the MSCREP/CHENG record clearance between rudder stock and lower bearing using feeler gauges at locations 45 degrees apart around the diameter at top and bottom of lower bearing.
7.23Reinstall rudder stock seals:
7.23.1Install upper bearing upper seal assembly, verify bearings and seal clearances.
7.23.2Install upper bearing lower seal assembly, verify bearing and seal clearances.
7.23.3Install GFM lower bearing outboard (lower) seal assembly.
7.24Procure and install lower bearing upper packing and assemble using references in 2.0.
7.25Reinstall the lubrication piping system for the rudder bearings. Fill system with grease. Verify that the grease flows to both bearings and no obstructions exist within the piping system. Submit an “as found” condition report specifying the amount of grease used.
7.25.1Thordon Bearing systems are normally a grease free system. Grease is only used in times of emergency. The Thordon Representative will determine the level of effort for Para 7.25. It will be up to his discretion to recommend omission of the step. Submit a condition report of final recommendation. Only the government can officially direct the omission of this work.
7.26Reinstall rudder using Reference 2.1 for guidance.
7.27Reinstall rudder hub seal assembly, including but not limited to, capscrews, seal support rings, and rudder hub seal assembly with new “O” rings and gaskets using References in 2.0. The Contractor is responsible for providing new “O” rings and gaskets and fasteners.
7.28Reinstall steering gear components.
7.29Reinstall all access plates and covers including temporary accesses and interferences created by access cuts in the Main Deck and the 01 Level for the hoisting cable.
7.29.1Restore all removed lagging and helicopter deck non skid. Contractor shall coordinate Flight deck repair with WI 0156
7.30Retest the rudder and stern frame for tightness with an air pressure of 2 psi. While under these tests, there is to be no drop in pressure over a 10 minute period. Install suitable fittings to perform the air tightness tests.
7.31After final examination, furnish sealed containers of a rust preservative compound and fill the rudders and stern frames to flush out the internals. Drain off the compound and reinstall the vent and drain plugs in the presence of the MSCREP. All liquids removed from rudders and stern frames are to be collected and disposed in accordance with Local, State, and Federal Regulations.
7.32Perform operational test of steering system prior to undocking, during dock trails and during sea trials in the presence of ABS and MSFSCREP. Operation testing shall be to the satisfaction of the steering OEM, MSFSCREP and ABS. Provide an “as released” condition report to MSFSCREP.
7.33Painting:
7.33.1Paint all new and effected surfaces of submerged hull with two coats of anti-corrosive (PPG Amercoat 240 or Equal) and two coats of anti-foulant (PPG ABC-3 or Equal)
7.33.2Paint all other new and effected surfaces to match surroundings.
7.33.3Restore helo deck non skid.
7.34Preparation of Drawings: None

ALL LABOR AND MATERIAL COSTS ASSOCIATED WITH THIS LEVEL OF EFFORT, WHERE REQUIRED OR FOUND NECESSARY, SHALL BE INCLUDED IN THE BID PRICE OF THIS WORK ITEM.
5.5.If Contractor uses a grit blast method to accomplish work item requirements, then ALL LABOR AND MATERIAL COSTS associated with the level of effort required in monitoring, containment, handling, clean up, processing, temporary storage, recycling, transportation, and disposal, of the spent blast grit generated; SHALL BE INCLUDED IN THE BID PRICE OF THIS WORK ITEM.
6.0QUALITY ASSURANCE REQUIREMENTS: None.
7.0STATEMENT OF WORK REQUIRED:
7.1.Accomplish the requirements of Reference 2.3. In addition to the requirements of Reference 2.3, accomplish the requirements specified below:
7.2.Apply Prep 88 Cleaner in accordance with the manufacturer’s instructions and HP freshwater wash (2500 to 3000 PSIG) the ship's Freeboard (paragraph 3.1) immediately upon drydocking of vessel to remove all salt-water contamination to remove defective coatings and fouling, oil and grease prior to blasting. 88 Cleaner shall not be allowed to dry on the hull. Wash down and dispose of solvents used. Monitor, contain, collect, process, filter, clean up, recycle, and dispose of all wash water, rinse water, and degreaser rinse fluids, generated by this work item. Dispose as found necessary or required, in accordance with any/all current local, county, state, or Federal Regulations. Accomplish cleaner application again just prior to application of final paint coat.
7.2.1.Upon completion of all water washing chloride testing shall be performed on random areas including the tank bottom and undersides of structural members. If contamination is found, additional tests shall be made as necessary to determine the extent of contamination and to prove the success of remediation. The maximum allowable contamination concentrations shall be less than 10 ug/cm2 of chloride contaminants as determined by field or laboratory analysis using reliable and reproducible test equipment.
7.3.Temporarily remove hull and flight deck perimeter lighting, remove flight deck line up lights.
7.3.1.Accomplish operational test prior to removal and provide report for as-found condition.
7.4.Temporarily remove ALL split pipe drains, deck scuppers, hull scupper, and scupper lips that are attached to the hull. Match mark and tag to original locations. Protect studs from paint overspray. Reinstall all removals upon completion of painting. Chase all threads and renew all hardware and fasteners.
7.4.1.Submit Condition as found condition report for hull scupper mounting rings and hardware that are not manufactured from CRES. Condition report shall provide all information necessary for generating an RFP to change NON–CRES Flanges to CRES.
7.4.2.Submit a condition report for split pipe mounting tabs, studs and mounting pads that are not CRES. Condition report shall provide all information necessary for generating an RFP to change NON–CRES Flanges to CRES.
7.4.3.Replace eight (8), 4 IPS fight deck runoff drain pipe hangers, with CRES pipe hangers using new chaffing material and new CRES hardware. Runoff pipes shall be blasted and painted prior to installation of new hanger. New hangers shall be grit blasted to obtain a 2-4 mil profile and then painter per hull requirements. Installation of hanger shall not damage new coating system
7.5.Temporarily install chutes, plugs, internal blanking, etc to prevent discharges from ship touching surfaces to be coated.
7.6.All overboard lines are to be hard blanked at the ship's internal mechanical joint and all interior surfaces of all overboard lines are to be blasted and coated as specified for the ship's hull.
7.7.PRIOR TO BLASTING: Record (using digital pictures), document, and measure the exact arrangements, placements, orientations, and patterns of EACH UNREP station markings where painted on the bulwarks. Submit this information to MSCREP. Contractor shall retain this info for later reinstallation.
7.8.Prior to blasting, the contractor shall remove and store all interferences that may impact the quality or increase the difficulty of accomplishing the requirements of this work item. Following the completion of all work, the contractor shall reinstall the removed interferences.

NOTE:

IN THE EVENT THAT THE CONTRACTOR ELECTS TO PERFORM THIS WORK ITEM USING ULTRA HIGH PRESSURE WATER JETTING IN LIEU OF ABRASIVE BLASTING, WATER JETTING SHALL BE PERFORMED IN ACCORDANCE WITH SSPC-SP-WJ2, SURFACE PREPARATION AND CLEANING OF STEEL AND OTHER HARD MATERIALS BY HIGH AND ULTRAHIGH PRESSURE WATER JETTING PRIOR TO RECOATING. BLASTED AREAS SHALL BE PREPARED TO A WJ-2, SC-2 CONDITION. NO MORE THAN LIGHT FLASH RUST SHALL BE ALLOWED ON THE STEEL AT THE TIME OF COATING APPLICATION.
