QUESTION: Contractor was notified by Manufacturer's Representative that these WIs had already been awarded via IDIQ. Please confirm if this information is correct and if so. Will the IDIQ REP be attending Dock & Sea Trials for the GOV'T.

ANSWER: This is Incorrect. October 2021 starts a new Fiscal year, so FY22 IDIQ Class-wide SOR (Bridge) could not have been done. MSC will still need the contractor to hire the Sperry Rep to perform all of these Work items for the Byrd’s MTA.

QUESTION: Paragraphs referenced are missing quantities. Please provide updated specification with quantities to be priced.

ANSWER: Paragrph 7.3.5 and 7.3.6 have been filled out. Please see rev1 of the WI.

TITLE: CLEAN AND PAINT CARGO ELEVATOR BULKHEADS

QUESTION: Please provide estimated percentage of corroded areas to be used for pricing purposed.

ANSWER: Assume 10% of the total surface area are corroded areas.

PARAGRAPH / SECTION NO: 3.1 & 3.2, 7.1

TITLE: INTERIOR SPACES PRESERVATION

QUESTION: Please clarify quantities to be prepped and painted. Paragraph 3.1.1. Are the estimated quantities in paragraphs a, b, c & d of 108sqft for each deck level in each stair tower for just the deck area for each level? Paragraph 3.2, Specified as 3,000sqft of spot repair. Paragraph 7.1 also has an estimated 3,000sqft of spot repair, but also requires a top coat to entire area. What is the estimated total surface area to be top coated, for pricing purposes.

ANSWER: Paragraph 3.1.1. Are the estimated quantities in paragraphs a, b, c & d of 108sqft for each deck level in each stair tower for just the deck area for each level? Yes, 108 sqft is for only the Deck. Paragraph 3.2, Specified as 3,000sqft of spot repair. Paragraph 7.1 also has an estimated 3,000sqft of spot repair, but also requires a top coat to entire area. What is the estimated total surface area to be top coated, for pricing purposes. As Specified in paragraph 3.1.1. the deck area is separate from the area of mechanically scale (as Described in paragraph 3.2 and 7.2).. In 3.1.1, The deck area may not need mechanically scaling…they just need the top coat of Gray (108sqft at each deck). But areas of mechanically scaling, locations can be anywhere in the area, like on Ladder Rungs and handrails, and/or part of the deck. The 3000sqft of scaling should be included along with the 3 coats of paint. Where ever there is Mechanical scaling, 3 coats of paint should be applied. So for estimating purposes, there is 3000sqft of scaling and 3 coats of paint.

PARAGRAPH / SECTION NO: 3.2.1 & 4.0

TITLE: EXTERIOR HULL VENT SCREENS MATERIAL REPLACEMENT

QUESTION: Materials are listed in Paragraph 3.2.1 as Contractor furnished. These materials have a very long lead time and normally provided as GFM. They are also listed on the J-4 as Government provided materials. Please confirm they will be provided by the Government.

ANSWER: They will be Government Furnished Material. Revision to the WI will be issued to correct from CFM to GFM.

SPECIFICATION ITEM NO.: 103

PARAGRAPH / SECTION NO: 1.1, 3.1.2, 7.4, 7.5,

TITLE: PRESERVATION OF FAN ROOMS

QUESTION:

1.1 This item describes the preparation and painting machinery space fan rooms.

3.1.2 Quantity:

1-50-1, 2-66-1 and 2-66-8= Approximately 900 Square Meters

7.4 Mechanically clean to bare metal all accessible deck, bulkhead, and overhead surfaces.

7.5 Mechanically clean to bare metal all accessible pipe, pipe hangers and other painted metal surfaces.

NOTE:

WI 103 does not mention the removal of any insulation or lagging.

Accessible appears to mean open, reachable, clear, approachable. Basically, no interference.

7.10 Renew lagging where old lagging was removed. Paint all new and disturbed surfaces to match surrounding surfaces.

Question: Can the GOV'T provide photos and locations of the areas where the old lagging was removed? Contractor understands the GOV'T lists the three Fan Rooms as Approximately 900 Square Meters. Is this 900 Square Meters only reflect the approximate size of the three Fan Rooms and not designate the paint preservation area? Is it the GOV'Ts intent to paint over the existing insulation & lagging? Is there insulation to be removed? Please clarify the GOV'T objective for this WI to avoid any misunderstanding of the scope of work.

ANSWER: Can the GOV'T provide photos and locations of the areas where the old lagging was removed? Please see zip file for pictures.

Assume 200Sq foot of lagging to be replaced in 2 locations (2-66-1 and 2-66-2). Assume Zero Sqft in location 1-151-1. Any additional lagging squarefootage would be captured in a Condition Found Report (CFR).

Is this 900 Square Meters only reflect the approximate size of the three Fan Rooms and not designate the paint preservation area? No, it reflects the total preparation and painting of all of the locations, which is the overall size of all of the spaces.

Is it the GOV'Ts intent to paint over the existing insulation & lagging? No.

Is there insulation to be removed? Yes. In paragraph 7.10, it mentions “Renew lagging where old lagging was removed.”

Please clarify the GOV'T objective for this WI to avoid any misunderstanding of the scope of work. The objective is to preserve the whole space, all three locations.

PARAGRAPH / SECTION NO: enclosure 2.2.1

TITLE: CLEAN AND GAS FREE TANKS, VOIDS & SPACES

QUESTION: Please review the enclosure 2.2.1 tank clean and Gas Free requirements. Requirements are excessive for this 29 day MTA. Also, the Safe for Hot work tanks and spaces should be reviewed for accuracy as it is noted that tank 5-71-1 tank that requires hot work for WI 0505, is not listed for such.

ANSWER: Please see Rev 1 of WI 021. Enclosure 2.2.1 have been revised

PARAGRAPH / SECTION NO: 2.0 & 3.0

TITLE: CARGO FLAMMABLE LIQUID STORAGE DOOR REPAIR

QUESTION: Location and type of door could not be determined from provided information. Please provide details of door type, size and location. Photos of actual door showing repairs needed would be preferred.

ANSWER: WI 127 will be deleted from the Work Package.

PARAGRAPH / SECTION NO: 3.0

TITLE: JACOB’S LADDER PADEYES

QUESTION: Location and type of padeyes could not be determined from description in Paragraph 3.0. Mounts for Jacob ladders are not padeyes, they are a pipe structure in the Port / Starboard Distributed Passage. Is the intent to renew the pipe structures? If so, why would we need scaffold? Are there other padeyes somewhere associated with the Jacob’s Ladders? Please provide photos or other more detailed description.

ANSWER: Please see attached new rev of the WI. This will include pictures of the Padeyes . New rev will also remove the original Enclosure (This was the wrong inclosure). Only added scaffolding, just in case the Side Port Door was in the open position.

SPECIFICATION ITEM NO.: 1005

PARAGRAPH / SECTION NO: 2.1

TITLE: HAULING WINCH CLUTCH COOLING FAN MOTOR REFURBISHMENT, FAN HOUSING AND SHROUD PRESERVATION

QUESTION: Please provide NAVSEA Technical Manual S813-AD-MMA-010.

ANSWER: The see attached Tech Manual and picture of the Hauling Blower Motor Casing. I have excerpts of the Tech manual that is relevant to the WI. Please see attached named “NS_HAULING_WN Clutch Blower Motor”. Also added, Drawings 5210325 and 5210395 for the work item. Also the location needs to be only Station 2,6, and 8. I will revise the WI to change the quantity. (From 5 Stations to 3 Stations)

PARAGRAPH / SECTION NO: 2.0, 7.3.4

TITLE: ANTI-SLACK DEVICE (ASD) PRESERVATION, BLOWER MOTOR OVERHAUL, PRESSURE ROLLER REPLACEMENT AND SHROUD REFURBISHMENT

QUESTION: Paragraph 7.3.4 requires contractor to replace the pressure rollers. Provided references do not have information or part numbers to ID this material.

Generally this are likely long lead. Please provide documentation showing part numbers for required materials to be renewed or provide the long lead materials as GFM.

ANSWER: The ASD Rollers are already on board and in the shop ready for issue and use. Part number CYR-5-S, NSN 3110-00-453-6190. This will be GFM.

PARAGRAPH / SECTION NO: 2.0, 7.3.5

TITLE: HAULING WINCH SPRING (TENSION) TOWER AND OUTHAUL ANTI-SLACK DEVICE (ASD) PRESERVATION, PRESSURE ROLLER REPLACEMENT AND BLOWER REFURBISHMENT

QUESTION: Paragraph 7.3.5 requires contractor to replace the pressure rollers. Provided references do not have information or part numbers to ID this material.

Generally this are likely long lead. Please provide documentation showing part numbers for required materials to be renewed or provide the long lead materials as GFM.

ANSWER: The Outhaul ASD Rollers are carried on board the ship. The part number is CRY-2 ½-S, NSN 3110-01-612-2361. Changing the quantity of location. Removing Stations 1,2,5,6. A new Rev will be issued.

QUESTION: Paragraph 7.3.6 requires contractor to overhaul the electric motor but electric motor data has not been supplied. Please supply tech manual or motor data.

NOTE: This BOM does not address "Provide the metal to replace the band brake backing" referenced in paragraph 5.3.

5.3Shipyard will provide the metal to replace the band brake backing for cost estimating used 2,500 dollars just for the metal. The Contractor shall provide the exact quantities and additional material such as miscellaneous fasteners, pins, pipefittings, elbows, pipe hangers, weld material, cable hangers, cable tags, busywork, etc., in order to install a fully functional system which meets the requirements of this specification.
7.2.1Allow for a combined 25 square feet total of metal repair to be done on cooling fan motor housings and shrouds.

ANSWER: Paragraph 5.3 is an error in the WI. The paragraph will be deleted in Rev.2. For paragraph 7.2.1….The 25 square feet of material is the allowable requirement if any wasted metal needs to be replaced on the casing or the cover.
