3.2. Item Description/Manufacturer’s Data:
3.2.1. New England Trawler Electric Capstan Model X1565 T Serial Nos. 24118-24120 Two speed 1800 RPM high speed and 900 RPM in low speed.
Capstan is rated to pull 30,000 lhs. at 20 feet per minute in low speed and 15, 000 lbs at 40 feet per minute in high speed. The electric motor is rated for 1/2 hour at full load.

3.2.4. Quantities are considered estimates. The contractor shall provide the exact quantities and additional material such as miscellaneous fittings, elbows, caps, valves, pipe hangers, weld material, cable hangers, cable tags, bus-work, etc., which are not included in the Bill of Materials, in order to install a fully functional system which meets the requirements of this specification.

5. NOTES
5.1. The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1-7, 22, 23, 28, and 29.
5.2. The contractor and all subcontractors, regardless of tier are advised to review other work items under this contract to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 0001.
5.3. The mooring capstan listed in 3.1.2 is a shore base spare unit Currently in “F” Condition and located at the MSC W-143 Warehouse on Naval Base Norfolk. The government will ship the material to the Contractor’s Repair Facility. Once the repairs are complete the Government will arrange for shipment of the material from the Contractor’s Facility back to the MSC W-143 Warehouse.
6. QUALITY ASSURANCE REQUIREMENTS
6.1. In addition to the contractor’s duties under 29CFR1910.147 or similar local safety regulation, the contractor shall comply with all requirements of equipment lock-out/tag-out (LOTO) program as established by MSC SMS procedure 2.1-004-ALL Lock-out/Tag-out. The Chief Engineer shall administer the program. Prior to the start of work, the contractor shall contact the REP and / or the Chief Engineer to coordinate the implementation of the LOTO program for the entire performance period of this item. The prime contractor shall be responsible for compliance by both prime and subcontractor personnel.
7. STATEMENT OF WORK
7.1. Arrangements/Outfitting:
7.1.1. Provide all material and special equipment IAW Ref 2.1.1 and 2.1.2. Make all removals and restorations. Remove and replace all interferences, rig and unrig, stage and unstage, make all disassemblies and subsequent reassemblies, provide and operate equipment, and supply all services and assistance to accomplish the following work. (Material, unless specifically stated as Government Furnished Material (GFM) shall be supplied by the contractor).
7.1.2. Contact the MSCREP (Terry Johnson, (757) 373-1794, terry.l.johnson1@navy.mil) to make arrangements for shipment of the materials from the W-143 Warehouse to the contractors facility. Provide the following information:
RMA # (if required) Delivery Address Point of Contact Phone # for Point of Contact Hours of operation for the Receiving Facility.
7.1.3. Fabricate and install a label on each side and top of each shipping container with the following information:

7.1.4. Notify the MSCREP (Terry Johnson, (757) 373-1794, terry.l.johnson1@navy.mil) when all items are ready for return shipment. Provide the following information Pickup Address Point of Contact Phone # for Point of Contact Hours of Operation for Pickup Facility Weight of each Item to be Shipped Cube of each Item to be Shipped“
7.1.5 The repair facility shall be indoors and protected from weather and industrial dust.
7.2. Structural:
7.2.1 Replace with new gear case cover and new fasteners per reference 2.1.2 item 21.
7.3. Mechanical/Fluids:
| 7.3.1 | Prior to disassembly verify gear mesh. Provide as found condition report to the MSC Rep. Any additional repairs to the gears will be addressed by contract change order. |
| 7.3.2 | Completely disassemble the capstan head from the shaft, the gear reducer from the capstan drive shaft, the drive motor from the gear reducer and the motor brake assembly from the motor itself. |
| 7.3.4. | Take and record the shaft dimensions and other critical wear data using Ref 2.1.1 as guidance. Provide as found condition report. Additional repairs will be addressed by contract change order |
| 7.3.5 | Inspect and conduct mag particle testing of all shafts, keys, keyways and welds. Provide as found condition report to the MSC Rep. Any additional repairs to the gears will be addressed by change order. |
| 7.3.6 | Reassemble the Capstan with new software and fasteners IAW ref 2.1.1 and 2.1.2. |
| 7.3.7 | Repair the Stearns Brake with new parts per ref 2.1.1 and para 3.2.1.1. Record Brake Air Gap and provide Condition Report to the MSC Rep. |
7.4. Electrical:
7.4.1. Contractor shall disconnect the motors both electrically and mechanically. Transport the motors to the electric shop for overhaul.

7.7 Inspection/Test:
7.7.1 Conduct a full No-Load operational test of the reassembled Capstan, Electric Motor and Brake in the presence of the MSC Rep. Operate the Capstan in both directions for 15 minutes continuous duty cycle. Record bearing temperature rise every five minutes on the motor bearings.
7.8 Painting:
7.8.1 Mechanically clean, prime and paint all new and disturbed surfaces to match surrounding areas using the coating manufacturer’s product data sheets for guidance.
7.9 Marking:
7.9.1 Install name plates, notices, cable tags, and markings for all new and modified systems.
8 GENERAL REQUIREMENTS

MOTOR AND VENTILATION FAN REPAIRS
1. ABSTRACT
This standard item provides requirements for repairs to motors and ventilation fans. This item includes UNIVERSAL REQUIREMENTS, which apply to all work covered in this standard work item, and menu-type COMPONENT REQUIREMENTS that detail the work required for specific motors and vent fans. This standard item will be incorporated into a MSFSC vessel work package by reference, and the base item in the work package will indicate which menu-type
COMPONENT items are to be accomplished.

Note: Reference documents include a mix of public and private information. To the maximum extent possible, all reference information is included in the reference folder which is provided with the MSFSC Standard Work Item package. Private documents, such as SOLAS, ASME or
SSPC, are not provided but are considered to be common ship repair industry documents which are available through subscription to the publishing organizations.

6. QUALITY ASSURANCE REQUIREMENTS:
Contractors and/or subcontractors used to accomplish ventilation cleaning requirements as specified in this standard work item shall be certified under the auspices of reference 2.1.
7. STATEMENT OF WORK REQUIRED
A. Universal Requirements
In conjunction with ship’s force, electrically tag out motors and vent fans as designated in the base work item. Disconnect units and rig from the ship to the shop.
Upon completion of all repairs and satisfactory inspection by the MSCREP, convey the units back to the ship and reinstall. Motor alignments shall be in accordance with the equipment tech manual.
Perform the following electrical tests (AC Service) and record results:

Bar to Bar Test.
All surfaces of the fan and fan housing or motor frame exterior shall be grit blasted to bare metal. Apply one (1) coat primer and one (1) finish coat to match surrounding areas for units located within the interior of the ship. Units exposed to weather deck areas shall receive two coats of primer and one finish coat.
Dynamically balance the rotor and the fan or motor as a unit. Final balance weight adjustments shall be made. The MSCREP shall witness final balancing. Final unbalance shall not exceed the manufacturer's specifications for a new unit or, in the absence of this, value determined by:
a) For speeds in excess of 1000 RPM;
4 x weight of rotor and fan (lbs.)
Unbalance (oz ins) = Max. operating RPM of unit
b) For speeds between 150 and 1000 RPM:
4000 x weight of rotor and fan (lbs.)
Unbalance (oz ins) = (Max. operating RPM of Unit squared)
c) For speed below 150 RPM:
Unbalance (ounce inches) = 0.177 x wt of rotor & fan (lbs.)
Dress all bearing housings to accept new bearings.
Install new bearings and grease seals as original and lubricate. Renew internal leads and connections as required. Completely reassemble the motor. Renew assembly hardware and gaskets on covers, inspection plates, and between the external connection box and frame.
Perform the following shop test and prove all work satisfactory to the MSCREP: Perform a
500 volt megger insulation and continuity test on all windings. Record results. Measure and record air gaps. Inspect shaft for freedom of rotation. Turn by hand at least three turns. Measure resistance value of each winding temperature detector using a low voltage ohmmeter. Test equipment at operating speed(s) for a minimum of 15 minutes. Measure and record voltage and current.
Test under actual operating conditions for minimum of one hour after temperatures stabilize.
Record current, voltage, speed and frame and bearing temperature rise at 15 minute intervals.
Clean, prime and paint all new and disturbed areas to match the surroundings.
B. Recondition Squirrel Cage (AC Service) Motors and Vent Fans
Completely disassemble the motor or fan, thoroughly clean and examine all parts. Protect machined surfaces. Inspect the armature for defective bars.
Inspect and dimensionally measure end bells, frame, shaft, sleeve, bearings, keyways, and running surfaces for wear, eccentricity, and other defects. Record as found readings.
Additional repairs deemed necessary by the MSCREP shall be the subject of a change order.
Bake windings and rotor to remove all moisture. The windings shall then be impregnated with
Class F insulating varnish and baked IAW latest IEEE STD 45 regulations.
C. Rewind (AC Service) Motors and Vent Fans machined surfaces. Inspect the armature for defective bars.
Inspect and dimensionally measure end bells, frame, shaft, sleeve, bearings, keyways, and running surfaces for wear, eccentricity, and other defects. Record as found readings.
Completely strip and clean the armature and field coils. Rewind using new wire of proper size and type as specified by the fan or motor manufacturer.
The windings shall then be impregnated with Class F insulating varnish and baked IAW latest
IEEE STD 45 regulations.
D. Recondition (DC Service) Motors and Vent Fans machined surfaces. Inspect armature for defective bars, connecting rings, commutators, and for wear limits using equipment tech manual for guidance. Inspect and dimensionally measure end bells, frame, shaft, sleeve bearings, key ways, fan, and running surfaces for wear, eccentricity and other defects. Record as found readings. Inspect brush rigging for cracks, chips, worn
Areas, failed or missing springs and distortion.
Bake windings and rotor to remove all moisture. The windings shall then be impregnated with
Class F insulating varnish and baked IAW latest IEEE STD 45 regulations.
Replace internal leads and connectors.
Check commutator for eccentricity and depth of undercut. True up the commutator and undercut the mica. Eccentricity is not to exceed 0.001 inch total indicator reading. Chamfer the bar edges and remove rough surfaces in accordance with the equipment instruction manual.
Set brush holders as per equipment tech manual. Replace brushes and set brush tension to manufacturer's specifications. Seat new brushes to fit the curvature of the commutator. Brushes shall have surface contact of 100 percent and shall not be chipped or broken on either heel or toe.
Remove sand, carbon and other foreign matter resulting from fitting new brushes.
E. Rewind (DC Service) Motors and Vent Fans machined surfaces. Inspect armature for defective bars, connecting rings, commutators, and for wear limits using equipment tech manual for guidance. Inspect and dimensionally measure end bells, frame, shaft, sleeve bearings, key ways, fan, and running surfaces for wear, eccentricity and other defects. Record as found readings. Inspect brush rigging for cracks, chips, worn
Areas, failed or missing springs and distortion.
Completely strip and clean the armature, field coils and interpole coils. Rewind using new wire of proper size and type as specified by the fan or motor manufacturer.
Windings and armature shall be vacuum pressure impregnated with Class F insulating varnish and baked IAW IEEE 45 requirements.
The commutator is to be burnished with hard wood (preferably teak wood) and coarse canvas.
Assemble the brush rigging. Set brush holders as per equipment tech manual. Replace brushes and set brush tension to manufacturer's specifications. Seat new brushes to fit the curvature of the commutator. Brushes shall have surface contact of 100 percent and shall not be chipped or broken on either heel or toe. Remove sand, carbon and other foreign matter resulting from fitting new brushes.
