Visual Information Support Services N32205-19-R-2015 Questions and Answers 6
Question 1: 6.1. Task Area 1 – Contract Program Management The Contractor shall provide all necessary personnel, administrative, and managerial resources necessary for the performance of this task. The Contractor shall designate a single point of contact (POC) as the Contract Manager (CM) who is responsible for fielding and responding to Government identified issues, concerns, or problems on this contract. The CM shall have the authority to direct the Contractor’s team and respond to the Government identified issues, concerns, or problems.
13. Personnel Requirements The Contractor shall provide the resume of individual responsible for the overall management of VI Specialist program (project manager).
Are the Project Manager and the Contract Manager two separate positions?
Answer 1: No. The Project Manager and the Contract Manager shall be the same person.
Question 2: In Q &A #2, Question 14, you state “They will be expected to pay monthly mess bills. Their meals will not be provided free of charge. All costs associated with the offeror providing the VI Specialists shall be included in the firm-fixed price pricing proposal”. Please let us know how much meals and berthing will cost on a ship? Will it be similar to costs for embarked personnel where it is a fixed rate of $30.00 per day (three meals for one person) or a single-meal rate per person is $8.00 for breakfast, $8.00 for lunch, and $14.00 for dinner (T-AGS Contract)?
Answer 2: Berthing is $12.00 per day. Meals will be a total of $13.00 per day, broken down as follows:
Breakfast: $3.25 Lunch: $5.20 Dinner: $4.55
Question 3: Per PWS 3. Background, “The United States Department of Defense (DoD) and United States Navy (USN) leadership has directed that all operational naval units possess the capability to collect VI on events that meet reporting requirement criteria and transmit that VI to numbered fleet MOCs within one hour, or less depending on specific operational directives, of the reportable event. In addition, a narrative and any amplifying information are required within 24-hours of the reportable event.” PWS 9. Deliverables shows
Please clarify whether the requirement is to upload the still photographs within 40 or 60 minutes, and whether the requirement for the storyboards and written narrative is 40 minutes or 24 hours.
Answer 3: The VI data must be uploaded to the Cloud, and therefore available to numbered fleet MOCs, within 40 minutes. The storyboard and written narratives are due within twelve hours. Section 9 of the PWS has been modified in Amendment 0001 to reflect this requirement.
Question 4:
Section 17.2.3 states that “Reimbursable travel costs include only that travel performed from the Contractor’s location to the worksite and from the worksite to the Contractor’s home base”. Many of the employees for this contract do not regularly work in our office. Will travel be reimbursable from each individual’s home to the worksite and from the worksite back to each individual’s home?
Answer 4: Yes.
Question 5:
Please clarify how often travel from home to a vessel or travel home from an assignment would be reimbursable. It is unclear from the RFP or previous Q&A how long each VI specialist would be expected to remain on assignment. Per answer 3 on 10/18/18, we understand that “the expectation is the VI Specialists would move from one MSC vessel to another to support underway periods”. However, each VI Specialist would rotate home at some point during the year, and travel would be required to get that person home and rotate the replacement VI Specialist back out. Please clarify whether the normal travel related to replacements would be reimbursable or whether this should be included in the firm fixed price. Also, please specify if there is a maximum annual number of rotations per VI Specialist. In other words, if the expectation is that the VI Specialists would work for four months and then have four months off similar to CIVMARS, please clarify the number of trips to/from home that would be reimbursable in a year.
Answer 5: It is expected that the VI Specialist would deploy for a period of four months, and move from vessel to vessel in order to support underway periods. Travel between vessels, as well as travel for rotational replacement, will be reimbursable.
Question 6: Per clause 52.212-3, the Government needs to provide the applicable wage determination schedule for the subject solicitation.
Answer 6: The Service Contract Labor Act does not apply to this solicitation and therefore there is not an applicable wage determination. Further, Amendment 0001 to this solicitation removes the language from Addendum to FAR 52.212-1 that requires the offeror to certify that it will comply with the Service Contract Act and Department of Labor Wage Determination.
Question 7: In accordance with FAR 52.219-9 and DFARs 252.219-7003, large business Offerors shall submit a Small Business Subcontracting Plan with their proposal (See Attachment 6(g)). We are unable to locate Attachment 6(g) on the FedBizOpps website. Please advise.
Answer 7: Amendment 0001 to this Solicitation modifies this language to remove the reference to the Attachment. There is not a template provided for the subcontracting plan.
Question 8: Per Section 17.2 Reimbursement, “The Contractor shall be reimbursed for the reasonable actual cost of transportation, lodging, meals and incidental expenses when required to travel for this contract. Actual costs shall be considered reasonable, allowable, and reimbursable only to the extent that they do not exceed on a daily basis the maximum per diem rate in effect at the time of travel as set forth in the DOD Joint Travel Regulations (JFTR) located at http://www.defensetravel.dod.mil/. Actual cost does not include handling charges, general and administrative cost, overhead, profit or any other indirect cost.”
Can the Government please confirm that indirect burdens may be applied to all Travel/Material actual costs with the understanding that the established plug number cannot be exceeded?
Answer 8: In accordance with the JTR, actual cost does not include handling charges, general and administrative cost, overhead, profit or any other indirect cost.
