QUESTION 001
SPECIFICATION ITEM NO.:913
PARAGRAPH / SECTION NO: NA
TITLE: Cathodic Protection
QUESTION:
There were two (2) separate and distinct Work Item 913’s provided with the specification package. One replaces a power unit and the other does an inspection and maintenance on the anodes.
Are both applicable? Are both to be accomplished? If only one – which one?
ANSWER:
Only one work item 913 is required.
The government will provide the material required for this work.

QUESTION 002
SPECIFICATION ITEM NO.: 304
PARAGRAPH / SECTION NO: Various
TITLE: Cathodic Protection
This item is formatted very differently from other work items. The stated availability in this work item
(page 1) is different than this availability. Why is this paragraph in the specification?
Para 7.15 states that NO drawings need to be developed but Paragraph 1 Scope of Work has Bullet 1 and 2 requiring drawings to be developed.
Paragraph 1 4 th bullet states “FIPC will conduct a one day ship check on the Apache”. What does this mean and what is the purpose?
This item needs to be written.
Work item 304 is for Battery Charger Upgrade not Cathodic Protection.
This work item is currently going through the TRANSALT process and is required to prevent a Dead in the water occurrence.
FIPC is the company developing the work item (Fairlead Integrated Power and Controls).

QUESTION 003
SPECIFICATION ITEM NO.: 103
PARAGRAPH / SECTION NO: 7.2.1 and 7.5.1
TITLE: General Steel Work
7.2.1 Make repairs to exterior steel in areas of Apache as directed by CHENG, not to exceed 400 square feet of steel plate 3/8” thick and 400 hours of labor without approval of the contracting officer. Price for this amount of effort, any additional work or scaffolding will be submitted for contacting officer’s approval via the condition report process.
Is the contractor to include replacing 400 ft AND include an additional 400 hours in his bid?
Where is the 400 sq. ft. so that we can price interference removal or is that part of the 400 hours?
What heavy metals (lead, chromium, etc.) are present in the area of plate removal?
7.5.1 Complete exterior welding repairs according to the list provided by the CHMATE-CHENG at Ship
Check.
This statement is not contractually correct. That “list” must be part of the specification and not one
“provided during ship check”.
Please include this “list” as part of this specification.
A. Contractor should bid on 400 square feet of steel plate and bid 400 man-hours to complete the job, (not
400 additional).
B. Work item is designed for weather deck overhang, exterior ladder treads, deck edging and bulwark, (outdoor areas that do not require any interference removal). Wasted steel requiring “interference” removal and or scaffolding should be addressed with the standard MSC Condition Report / CCO system.
C. MSC has not been using any lead or chromium products for many years. MSC does not know of any hazmat paint materials on any of the weather deck areas covered under this work item. Further MSC does not have any documented instances of hazmat materials, such as paints and or asbestos, onboard Apache.
However, the vessel is 30+ years old. If wasted steel is identified that required the removal of interference such as lagging, insolation, (areas that may not have been repaired / exposed for many years), MSC always recommends testing for hazmat materials prior to performing hot work. If hazmat materials are found, a
Condition Report of findings, along with abatement requirements must be submitted and an CCO approved and contracted by the MSC Contracting Officer prior to any work performed.
QUESTION 004
SPECIFICATION ITEM NO.: 405
PARAGRAPH / SECTION NO: 3.2.5
TITLE: Speed Log Replacement
3.2.5 The contractor shall provide the exact quantities of the material listed in Table 2 and additional material such as cable, fittings, hull plate, cable hangers, Junction box’s, weld material, cable tags, circuit breakers, swage tubes, etc., which are not included in the List of Materials, in order to install a fully functioning interfaced system which meets the requirements of this specification.
The specification referenced requires the contractor to install a new Furuno Tripple Axis Speed Log in accordance with Government Furnished Drawings. Para 3.2.5 requires the contractor to provide and install material that may not be listed in the Drawings. This risk is unacceptable. Cable, Circuit Breakers and hull plate are expensive commodities and require man-hours to install. If the government wants a firm fixed price they need to provide a firm, definitized and complete design and specification package. This language moving risk to the contractor is unacceptable and needs to be deleted.
MSC has a long history with companies that properly ship check, read drawings and include
“consumables” in their bid prices without the need for micro-managed details such as requested. The information provided is sufficient to propose and can be bid on as such.

QUESTION 005
SPECIFICATION ITEM NO.: 405
PARAGRAPH / SECTION NO: 7.4
TITLE: Ballast Tank (4) Repairs
Specification reads:
7.4 Electrical: Wiring and conduit internal to tanks may require replacement for the work items replacing
Fathometer and Speed Log.
This paragraph is part of the Ballast Tank welding repair and paint item 405 and para 7.4 is too vague and ambiguous to price. Recommend it be eliminated from this item and if the wiring is bad a change order should be written.
Specification Number 405 is listed as Speed Log Replacement, section 7.4 is listed as none additional.
MSCREP feels the contractor is actually asking about work item 107, Repairs to Ballast Tanks, in which
7.4 is stated as Electrical: Wiring and conduit internal to tanks may require replacement for the work items replacing Fathometer and Speed Log.
Electrical is explained in work items 405 and 406.
Please refer to the reference drawings, the speed log is located in the bow thruster room, bottom of the ship
/ hull penetration, and the fathometers are located in ballast tank number 003. Further, it should be noted that the Furuno standard equipment has water tight connection with an electrical cable already (factory) attached. It is common industry practice for the contractor to expect to replace the cable from the echo sounder to the next connection box.

QUESTION 006
SPECIFICATION ITEM NO.: 0021
PARAGRAPH / SECTION NO: 2.2.1, 3.0, 7.3, 7.11
TITLE: CLEAN AND GAS FREE TANKS VOIDS AND COFFERDAMS APA
#1 Paragraph 2.2.1 and 3.0 reference Enclosure 2.2.1 as the list of applicable tanks, voids and cofferdams. The Enclosure 2.2.1 that we received does not list specific tank, voids or cofferdams.
Please clarify or provide revised enclosure 2.2.1?
#2 Paragraph 7.3 of the work item we received lists the quantities of fuel oil, JP-5 and lube oil as multiples of X. Please provide the quantities on which we should base our bid proposal?
#3 Paragraph 7.11 of the work item we received list the tanks that are to be cleaned within a specific time as multiples of X and Y and lists the number of days for which this requirement exists as XX days. Please provide the actual tanks that apply and the actual number of days?

The references listed in paragraph 2.1 and 2.1 were not found in the folders that we downloaded.
Please provide the references listed in paragraph 2.1 & 2.2.

PARAGRAPH / SECTION NO: 7.5
TITLE: SOLAS DAVIT EXTENSION INSERT AND CONSTANT TENSION
Paragraph 7.5 requires the replacement of all tower hoses with extended hoses to suit the insert installation. We did not find any information from the references provided that designates the size, length, type hose and/or fitting for the existing davit. What criteria should be used for the purposes of this bid proposal?
Technical manual states that the hoses are customer supplied and are provided prior to installation by
MSC.
Drawing 583-8392588 and the technical manual should provide information for bid purposes.

SPECIFICATION ITEM NO.: 902
PARAGRAPH / SECTION NO: 7.9
TITLE: STEERING PISTONS, LINKAGE OVERHAUL
Paragraph 7.9 requires the numbers 1 and 2 steering gear sumps be drained and reused. We have been unable to find anything that identified the quantity of oil that is contained in the sumps. Please provide a quantity for bidding purposes?

Please confirm that the paint to be used in contractor furnished and is International Paint versus PPG as is normally used on MSC vessels?
The small amount of paint for the CHT tank should be Devoe Bar rust as requested in the work item.
If PPG has a suitable substitute is can be used.

7.5 directs to full blast to 100%, which would negate the need to etch the surface. Please identify the required surface preparation?

SPECIFICATION ITEM NO.: 915
PARAGRAPH / SECTION NO: 7.2
TITLE: UNDERWATER BODY PAINT AND HULL PRESERVATION
Paragraph 7.2.1 calls for HP washing of the hull at 5,000 psi for removal of growth and minimum ablative paint. Paragraph 7.2.2 calls for grit blast to SP10 or UHP waterjet blasting to WJ-2, which requires removal of 95% of everything from the surface of the steel. Paragraph 7.1.15 of work item
901 – DRY-DOCKING AND UNDOCKING APA March 2018 calls for HP washing of the hull at
2,500 psi for the removal of dirt, slime, marine growth & fouling and other foreign substances. Please clarify the intentions of MSC as it regards the underwater hull of the vessel?
Work Item 001 is a requirement for the Docking facility to power wash the hull at 2500 psi to clear the hull of marine growth within 2 hours of docking to remove grasses and other light growth.
Work Item 915 is the preparation for blasting of the hull getting ready for paint and the 5000 psi should be completed within 24 hours understanding that painting would not be accomplished and surface rust could occur.
The intent is to have the hull as clean as possible before the Marine growth hardens.

Paragraph 3.2 identifies the chain lockers surface as 8,000 ft total. Please verify the area, as it appears much higher than expected.

TITLE: SWITCHBOARD AND MOTOR CONTROLLER CLEANING INSPECTI ON
Please recommend a source for the Wilmar over current alarm relays calibration.
Apache is 30 plus years old and many original manufactures no longer exist. MSC has found that Fairlead
Integrated, Chesapeake, VA, still works with this equipment and has serviced this equipment many times in the past.
QUESTION 018
SPECIFICATION ITEM NO.: 912
PARAGRAPH / SECTION NO: 2.1.1, 2.1.2 & 7.10
TITLE: HOSES CPP AND STERN TUBE LUBE OIL SYSTEMS
As identified in paragraph 7.10 and for purposes of size and quantity of hoses to be replaced, reference
2.1.2 does not list any hoses and reference 2.1.2 was not found in the downloaded files provided. Please provide a list of the hoses with sizes and lengths that are required to be replaced?
For bid purposes, 4 hoses each for the stern tube and 46 hoses each for the CPP. Hoses do not show up on drawings and exact alignment can be confusing. MSC found the best way to work the CPP hoses is to hang color coded "Zip ties" on each end, and remove a few at a time. Replace and then remove a few more. This job has been completed on other ATF class vessels with few issues. The OEM should be available for guidance with the CPP hoses is Propulsion Systems Inc. (PSI). Stern tube and shafting issues should be handled by PSI and or an Falk representatives, Machinery Systems Incorporated (MSI), is authorized service technician for Falk equipment.

PARAGRAPH / SECTION NO: 7.1, 7.3.6
TITLE: RUDDER REMOVAL REPAIR
The statement in paragraph 7.1 to restore the ship’s rudders to the original form, fit and function is very broad. Please clarify the intention of that statement?
Paragraph 7.3.6 states to accomplish repairs required to inspect and restore the rudder stock tapers. This is a very broad statement. Please clarify the intention of that statement? The paragraph continues to direct to machine cut, build up, and/or polish both rudder stock tapers and bores to obtain a total of eighty percent metal to metal contact. Is the current amount of contact known? The difference of machine cut, build up
(which will require additional machine cutting versus polishing of the tapers and bores is significant. Is the intention to determine which method is pursued to be the subject of a condition report and additional compensation for the method chosen?
Apache is 30 plus years old, this work item has been used for every 5 year interval. Paragraph 7.3.6 explains that the contractor is to clean, polish, remove dirt and scale, to include light skim cut, from both the rudder blade internal bore and the rudder stock. Blue fit the stock to rudder. Contractor to continue to clean / polish, light skim cut, each until a proper fit is achieved. Three (3) blue checks per rudder stock are built into the work item. If all three fail, then the contractor is to submit a condition report with corrective action required to properly repair the stock and or the rudder blade bore. Note 1: Contractor can only
"skim" cut minimal or the top end will be too small and the taper fit will bottom out on the top ledge and will not get the "taper fit required, similar to a "Morris taper". Note 2: The taper is supposed to do all of the holding work. The nut and keeper are designed to be the back-up.
