Solicitation N32205-17-R-3518

Additional Questions #1-3

1. Is there a vessel currently on this Italy Job? The 4 davits will be redundant if a vessel can use its own crane to deploy the small boats onto the elevator. Also the small crane on stern wouldn't be needed since the ships crane can mount and dismount the small boats engines.

Answer – Yes, there is an incumbent vessel. In accordance with paragraph (1) of “Deck

Equipment” in the Performance Work Statement, 4 davits are acceptable. 4 cranes would also be acceptable as an alternative to providing 4 davits. However, 24-hour crane services are still required in accordance with paragraph (12), “crane operations.”

2. How exactly does the elevator platform need to perform for vessel launch and recovery? Also can you give exact specs on the 4 boats that will be mounted on the deck?

Answer – The elevator will rise above the waterline and lower in the water to a depth of at least 12' of depth which would allow vessels to drive in their bunks or be towed onto the platform for ease of rescue /recovery. The vessels will be raised out of the water in their bunks, with the elevator platform to facilitate loading and unloading. Please see

Attachment for boat dimensions.

3. There seems to be not information in the RFP or attachments with regards to equipment information. Please provide more information on the mooring equipment or winches/cranes?

Answer - The Contractor shall independently operate all deck equipment to include the anchors, boat handling/launching systems, and cranes. The Contractor must ensure crew members can launch and recover small boats without the aid of Government personnel.

The vessel must be able to anchor in depths acceptable for a vessel of its class and size.

Regarding crane requirements, see “Deck Equipment” in the RFP Performance Work

Statement.
