MARKET SURVEY

Subject: CHEMICAL SUPPLIES AND SERVICES

Military Sealift Command (MSC) is seeking information from industry regarding the worldwide provision of chemical commodities and incidental services for MSC designated ships.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the

Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal

Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

BACKGROUND:

Military Sealift Command (MSC) requires the worldwide provision of chemical supplies and services for shipboard chemical treatment of diesel, gas turbine, and steam powered ships. The

Contractor shall be responsible for providing chemical supplies and services for all MSC vessels

(United States Naval Ships) and any other vessels specifically identified by MSC during the term of this Contract. MSC owns and operates approximately 125 ships to fulfill such varied missions as underway replenishment, oceanographic research, cable repair, and dry and refrigerated cargo support. Throughout the duration of the contract new ships may be introduced into the MSC fleet, ships may undergo life extensions, and ships may be retired from service life.

The Government is contracting not only for specific products and services, but also for the delivery of these products and services on a worldwide basis within specific time constraints.

Supplies are highly specialized and include shipboard chemicals, foam testing, foam supply, foam disposal, industrial gases, and refrigerants. Services under the scope of this contract include engineering support services (e.g. service calls, training, laboratory analysis), technical evaluation, and troubleshooting services. An integral part of supplying products and services under this contract is the engineering support and quality assurance the Contractor provides to ensure all ships and equipment are preserved and maintained properly.

A draft Statement of Work is provided detailing the scope of this contract.
