Text version

Military Sealift Command (MSC), Norfolk, VA, intends to issue a Firm-Fixed-Price Indefinite-Delivery Indefinite-Quantity (IDIQ) contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 31 October 2016 to SAVEE Consulting, Inc. The period of performance will be six months. Prior to the expiration of this contract, a follow-on competitive procurement is expected to be solicited and awarded.

The purpose of this contract is to procure Information Technology Policy & Planning Services (ITPPS) that are needed to ensure all IT investments support MSC’s Corporate and Strategic Plans and are vetted through the appropriate IT Governance review and approval processes. MSC must continually acquire, manage, and evaluate its IT investments to effectively report requirements and execute the IT budget. This will merge the physical, financial, contractual, and performance attributes of its IT investments to enable cost-efficient, timely business decisions. This includes assisting in developing, documenting, implementing, and maintaining IT Governance processes relative to Information Technology Asset Management (ITAM), Portfolio Management, Portfolio Liaison and Execution Support, and Enterprise Architecture (EA).

Savvee Consulting, Inc. is the only contractor that can satisfy the necessary requirements. The proposed contract is a six month “bridge” following contract N32205-16-C-2005. SAVEE Consulting, Inc. is providing critical support to the command by preparing daily correspondence that, once approved by a Government Subject Matter Expert (SME), advises leadership of potential issues impacting the limitations, time, scope and cost of all IT programs and projects. SAVEE Consulting, Inc. also compiles various data elements for MSC's Capital Planning and Investment Control (CPIC) process. These elements, once approved by Government SMEs, provide the Chief Information Officer with the information needed to either continue investing in advanced IT initiatives critical to MSC's global supply mission, or to seek an alternative that could potentially provide the same support but at significantly reduced costs. A continued investment in these services reduces overall labor costs and disruptions associated with acquiring new contractor personnel.

The services provided under contract N32205-16-C-2005, support the integrated activities for the MSC N6 Command Information Office (CIO) necessary for compliance with the Clinger-Cohen Act of 1996. A lapse in service by SAVEE Consulting, Inc. would place N6 in a position whereby the Military Sealift Command (MSC) N6 Command Information Office (CIO) would be unable to support the mission to deliver and sustain secure C4S capabilities to meet the Afloat and Ashore information technology and communication needs of the Command. For example, Savvee Consulting, Inc. assists in the tracking of software licenses; if a license is allowed to lapse, then MSC will incur operational and financial risk related to cybersecurity and unplanned/unfunded requirements. Not only will MSC incur additional costs, but IT systems will be at risk.

The continuation of services by SAVEE Consulting, Inc. will ensure N6 can track investments decisions and assets, execute authorized funds to support the N6 mission, and document the IT roadmap for the Command. SAVEE Consulting, Inc. has explicit and operational knowledge of the MSC-owned Financial Management System and working capital funds, N6 programs and systems, and IT governance processes. This knowledge has been obtained over the duration of the current contract and is required to support investment, funds execution, and acquisition system decisions. A lapse in service by Savvee Consulting, Inc. would place N6 in a position whereby the Military Sealift Command (MSC) N6 Command Information Office (CIO) would be unable to support the mission to deliver and sustain secure C4S capabilities to meet the Afloat and Ashore information technology and communication needs of the Command.

This procurement is a FAR Part 12 acquisition being conducted using FAR Part 15 procedures. The North American Industry Classification System (NAICS) code for this requirement is 541611 with the size standard of $15 million.

This notice of intent is not a request for proposals or quotes; however, all responsible sources that submit a quotation and technical capabilities by, shall be considered by MSC. All responses must be submitted to the Government point of contact at the email address, isabel.manske@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
