USS MOUNT WHITNEY (LCC 20)

Integrated Bridge System and Pilot House Upgrades

1. Overview:

1.1. The existing navigation systems and Pilot House arrangement on USS Mount Whitney (LCC 20) are typical of a Navy combatant. This contract requires the services of a company specializing in Integrated

Bridge Systems (IBS) to design, build, provide installation support services and testing of a commercial grade IBS with attendant upgrades and rearrangement of the Pilot House (03-64-0-C) and related spaces.

1.2. The design portion of this contract is to be initially awarded with two additional contract options, each to be exercised at the Government’s discretion with subsequent funding. The first option will be to perform equipment procurement/fabrication and testing of major system components associated with the design of the initial contract. The second option will be to provide shipyard installation support for the same. System design, fabrication, and installation shall meet applicable ABS, USCG, and IEEE requirements.

2. Background:

2.1. The USS Mount Whitney has been in commission approximately 45 years and is at the end of her designed service life. The decision has been made to extend her service life for approximately 30 more years. This extension in service life is to be facilitated by major modifications and repairs that are to be coordinated by the Extended Service Life Plan (ESLP). The initial phase of the ESLP conducted an Extended Sustainability Assessment (ESA) to identify the systems and equipment that would require major modification or repair to support operating the ship an additional 30 years.

2.2. The original operational mode of the vessel was entirely run by only US Navy personnel. The current operational mode is now split between MSC licensed civil service mariner (CIVMAR) personnel and US

Navy personnel. CIVMAR’s are responsible for the operation of the vessel. This includes all housekeeping services, operating and maintaining all of the vessels machinery and equipment related to the movement of the vessel, as well as all of the navigational responsibilities. The US Navy personnel are responsible for all aspects of the ship’s mission. A US Navy Captain is the overall commander of the vessel, and a USCG-licensed Captain CIVMAR, “Officer-in-Charge (OIC),” is responsible for all of

MSC’s personnel. Both organizations operate as a team to run the vessel.

2.3. An IBS and rearrangement of the Pilot House, related spaces and equipment upgrades are required so that the MSC manned Navigation Department can safely and efficiently operate the vessel in all required conditions and evolutions for the extended service life of the vessel.

3. Objective:

3.1. The purpose of this requirement is to reconfigure and upgrade the navigation systems of the USS Mount

Whitney to ensure compliance with current and projected regulatory requirements and to suit operation by CIVMAR personnel. The reconfiguration will convert the Pilot House (including chart room) operating space to a normal CIVMAR operated Bridge, while maintaining the Commanding Officer (CO) station for the Navy Captain. The contract will have three phases:

3.1.1. Base Period- Engineering & Design

This phase the contractor will provide engineering and project management efforts to:

a) Specify required new IBS equipment and components, and their integration with retained and relocated equipment

b) Produce drawings, specifications, and calculations as required for modification of the spaces for the new configuration of the Pilot House and Chart Room and any other space affected, to include all structural, electrical, electronic, communication and mechanical systems required for the conversion.

c) Provide planning products for shipboard work. These products will be deliverables with all rights of ownership invested in the Military Sealift Command (MSC).

3.1.2. Option 1 - Procurement and Integration

This phase the contractor will procure and fabricate equipment and material required to accomplish all modifications, as per MSC approved drawings and specifications as developed by the contractor in the Base Period (Section 3.1.1). (Note: Contractor is not responsible for providing or fabricating Installing Activity Furnished, i.e. Shipyard, materials, such as equipment foundations, cabling between major system components etc.) The contractor shall further develop additional deliverables to support the procurement, testing and documentation of the IBS and related equipment and systems.

3.1.3. Option 2 - Installation Support

During this phase the contractor will provide project management and technical expertise to the installing shipyard to support the installation. The contractor shall be responsible for final testing of new and modified equipment and systems except for the following:

a. Navigation System Sensor Interface (NAVSSI)

b. Any military system with an ISEA/sponsor

3.2. An overview of the required modifications follows:

3.2.1. The intention is to have direct access between the Pilot house and Chart Room. This also includes installing new larger windows in the Pilot House for an increased line of sight, and an external service walkway for the expanded Pilot House windows.

3.2.2. Modify and upgrade the steering gear and the steering gear control system required to support the upgrades of this contract and meet current regulatory requirements.

3.2.3. Install and integrate a new commercial standard IBS incorporating the following in new console(s):

3.2.3.1. New engine order and steering control, with rudder angle indicator differentiated from the helm order, non-follow up steering alarm, and steering gear and gyro signal switching.

3.2.3.2. Electronic Chart Display and Information System (ECDIS).

3.2.3.3. Radar Displays (X-Band, S-Band).

3.2.3.4. Monitoring, alarm and warning annunciation and control systems.

3.2.3.5. Relocated CANES drop.

3.2.3.6. Communication Systems.

3.2.3.7. Visual and Audible Signal and Warning Systems.

3.2.3.8. Installation of a Navy CO Station to the Pilot House.

3.2.4. Note: The existing Bridge configuration contains two (2) MK38 Control Consoles on the Bridge against the forward bulkhead, adjacent to the CO Station. As part of this Bridge conversion, the

MK38 Control Consoles will be relocated to another location on the vessel by others. The contractor shall be aware and plan for the relocation of the MK38’s by others during the installation phase of the upgrade.

4. Applicable Specifications

The new IBS and related navigation systems and equipment shall meet the requirements of this Technical and Performance Specification; the American Bureau of Shipping (ABS) Steel Vessel Rules (2017); IEEE –

STD-45 Recommended Practice for Electrical Installations on Shipboard; NAVSEAINST 9420.4A 2 Oct

2009 Certification of Navigation Systems; OPNAVINST 9420.2A 31 October 2014 Navigation Electronic Chart Display and Information System Policy and Standards certification requirements; U.S. Coast Guard

Performance Standards for Electronic Chart Display and Information Systems (ECDIS); MSC General

Technical Requirements and ASTM F1166 – 07 Standard Practice for Human Engineering Design for

Marine Systems, Equipment and Facilities. The Navigational Systems shall be designed to meet the ABS

Navigational Bridge Layout and Equipment/Systems (NBLES). This notation is assigned to vessels having bridges found to comply with the requirements in Parts A through C of the ABS Guide for Bridge Design and Navigational Equipment/Systems, as applicable, and which have been constructed and installed under

ABS survey. Cybersecurity guidance to be considered are ABS Guidance: Notes on the Application of

Cybersecurity Principles to Marine and Offshore Operations; Baltic International Maritime Council (BIMCO): Guidelines on Cybersecurity Onboard Ships; and USCG: IEC Initiative on Removable External

Data Sources (REDS). Follow IEEE STD-45 for electronic and IC circuit designation guidance, where

IEEE is silent, use NAVSEA designations.

4.1. Order of precedence: In the event of a conflict between specification requirements the following precedence shall be invoked:

5. Design Conditions:

5.1. Equipment installed under this contract shall retain full rated capabilities when operating under the environmental conditions listed below. The contractor shall be responsible for designing modifications of the existing navigation and communications systems as necessary, to meet the conditions listed in this section and as required by equipment vendors selected by the contractor.

• Weather ambient air temperatures of 0oF minimum to 95oF dry and 82oF wet bulb.

• Seawater temperatures of 30oF minimum to 95oF maximum.

• Barometric Pressure of 14.7 psi (1 Bar).

• Systems and equipment exposed to the weather shall withstand a wind loading of 0.22 lb/in2 of projected area and snow and ice loading of 0.06 lb/in2.

• Equipment installed under this contract shall be designed to operate satisfactorily under the athwart ship and Fore-and-aft Design Angles of Inclination shown in ABS SVR 4-1-1, Table 7.

• The Pilot House (03-64-0-C), Flag Bridge (02-64-0-C), Chart Room (03-67-4-C) and related spaces, Steering Gear Room, CIC, Radar Rooms, and other electronics spaces are air conditioned to maintain a temperature of 78oF.

6. Contract Scope: Three Contract Phases – Base Design Phase and Two Option Periods

6.1. SYSTEM DESIGN OVERVIEW:

6.1.1. Integrated Bridge System (IBS)

The contractor shall certify that the new equipment and systems to be specified for procurement and incorporated in the new IBS will be current production models and have a documented supportability plan for a minimum of 15 years from the date of installation.

All the IBS equipment components and functionality shall meet the regulatory requirements in accordance with ABS 2017 Rules for Steel Vessels. The IBS shall meet the performance requirements of IMO ANNEX 30 and SOLAS Chapter V Regulation 19 with the exception of a VDR and GMDSS.

The IBS design shall incorporate the following tasks:

6.1.1.1. Route Planning and Route Monitoring

A. Remove the port and starboard Kelvin Hughes MDD-A2-26 Manta Digital Display stations. Remove connections to switches affected on the FWD IC SWBDs and modify nameplates.

B. The contractor shall install a new IMO/USCG compliant & OPNAV approved ECDIS, that will consist of three (3) fully operational nodes and five (5) mimic screens. Primary and backup ECDIS must be fed from a separate power sources. Stations in the following locations:

4) Procurement of new ECDIS systems shall feature upgrade capability to adopt future IHO S-100 standard

F. Replace the existing SIMRAD MX500 GPS No. 1 with a current M-Code model GPS navigation system if available. If not available use an IMO-type approved commercial GPS;

provide data feed to the new IBS. The new GPS unit shall be located in the Pilot House in the overhead, port side.

G. Replace the existing SIMRAD MX500 GPS No. 2 with a current M-Code model GPS navigation system if available, if not available use an IMO type approved commercial GPS;

provide data feed to the new IBS. The new GPS unit shall be located in the Pilot House in the overhead, starboard side.

H. Replace the existing FURUNO RD-30 GPS with a current M-Code model GPS navigation system if available, if not available use an IMO type approved commercial GPS; provide data feed to the new IBS. The new GPS unit shall be located in the Chart Room above the chart table.

I. Locate one new GPS antenna topside remote from the other two to limit potential for local interference to affect all three GPS sets.

J. Remove any remaining components and equipment associated with the legacy AN/WRN-6

Satellite Signals Navigation Set.

K. An AN/PSN-13 Defense Advanced GPS Receiver (DAGR) hand held device will be provided as Government Furnished Equipment (GFE). The contractor shall provide for a mounting location (dockable) for the unit on the IBS, as well as a power connection, antenna and antenna feed to the GPS Receiver (see reference 4.3.36).

L. Remove existing AN/UQN-4 sonar sounding set, transducers and remote display. Install a new commercial echo sounder and transducers (see paragraph 6.1.1.M). Maintain existing connections, use existing cables were possible and also provide new connections as needed.

(ECDIS etc).

M. Provide new current model IMO type approved commercial depth sounding system in Pilot House with repeaters port and starboard. Provide water temperature system with a repeater at chart table in Chart Room and in Pilot House. Provide depth sounding system and water temperature data feed to the new IBS.

N. Provide two (2) new current model IMO type approved commercial gyrocompasses with sufficient capabilities to support the IBS and associated equipment. The new installation shall provide the capability to automatically switch between the two gyros (one running/one standby). Locate the new Gyrocompasses on the 03 Level within the Chartroom.

O. Configure new IBS to have the option to select the data signal from the either gyrocompass. Switching shall be at the steering station.

P. The following gyrocompass Repeaters (Scandinavian Micro Systems (SME) Model SR01-

02 Digitial Heading/Rate of turn Indicators) and associated equipment will be retained if compatible at their current location and served by the new gyrocompasses. If not compatible, replace:

6.1.1.2. Navigation Status and Ship Data Display

A. Provide new current model IMO-type approved commercial rudder angle indicators with

0 rudder angle at the 12 o’clock position and transmitter. Remove connections to affected switches on IC SWBD in the Steering Gear Room and modify nameplates. Locate the rudder angle indicators at the following locations:

Pilot House centerline, overhead, forward

Steering Station Console (IBS)

Pilot House CO Station

Port Bridge Wing

B. If all connections to IC SWBD, located in Steering Gear, are removed, remove IC SWBD and associated cabling and labeling.

C. Provide a new current model IMO type approved commercial helm order and rudder angle indicator combination units located port and starboard in the Steering Gear Room.

Remove connections to affected switches on IC SWBD in Steering Gear and modify nameplate(s).

D. Provide a new current model IMO type approved commercial speed through the water and distance log system with speed indicating repeaters at the Pilot House centerline forward, Pilot House CO Station, port and starboard bridge wings, and in the Chart

Room. Provide distance log display in the Chart Room. Provide data feed to the IBS.

E. Provide a new current model IMO type approved commercial speed over the ground repeaters on the port and starboard bridge wings.

F. Existing monitoring and warning system and alarm annunciation and control shall be integrated into the IBS. Annunciation and control of alarms shall be available at selected non-navigational dedicated task station(s) including one at a console, and one at the CO station. The current Vessel Control System (VCS) shall have a monitor installed in the

IBS by others i.e. Installing Activity/Shipyard. The VCS workstation contains the Pilot

House Damage Control information as well as other information vital to the operation of the vessel. Contractor shall dedicate space in the IBS as required for the installation of the necessary computer equipment (reference 4.3.35). The following is a list of additional existing monitoring and warning systems and alarm annunciation and control:

Fire Detection Annunciator Panel

Intrusion Detection Annunciator Panel

Steering Gear Monitoring and Pump Switching Control (to be part of the VCS

System)

Bus Failure Alarm Signals

Gyro Alarms – Gyro and Inertial Navigation systems failure alarms shall annunciate and be acknowledged at steering station.

Flooding alarm system (to be part of the VCS System)

Navigation and signal lights alarms – an alarm shall sound if a light goes out.

Deck lights and alarms - deck lights shall be divided into several zones with separate on/off control.

Watertight door monitoring and control

G. New gyrocompass system failure alarm annunciation, acknowledgement, and silencing shall be located at the new steering station.

H. Navigation and signal light control shall be located in the new IBS console.

I. Relocate Collision, General Alarm and Chemical Alarm contact switch to new console.

J. The console at the CO Station in the Pilot House shall be a stand alone console and include ECDIS, Radar with all three signal sources, Intrusion Detection Annunciator

Panel, and a CANES drop. The ECDIS and 3 separate Radars shall be displayed through a single monitor by way of a switch.

K. The ECDIS will be configured to receive and display NAVTEX message data and warnings.

6.1.1.3. Navigation Control Data

A. Provide a new current model IMO-type approved commercial helm order indicator located at the steering station.

B. Provide a new current model IMO-type approved commercial helm order request from

Pilot House steering station indicator located in the Steering Gear Room.

C. Provide a new current model IMO-type approved commercial shaft speed indicators at the Pilot House centerline forward and the port and starboard bridge wings

D. Provide a new current model IMO type approved Engine Order Telegraph (EOT) at the steering station. The EOT shall display Navy standard engine orders vice commercial orders.

E. Provide a new current model IMO-type approved commercial RPM Order Telegraph at the steering station with a method of ordering specific propeller shaft RPMs from Pilot

House to Engine Control Station and acknowledgement from the Engine Control Station conveyed to Pilot House. Remove connections to affected switches in IC SWBD in EOS, CKT K and modify nameplate.

F. The existing non-electrical/electronic navigation aids including barometer, bell, clinometers, shall be retained and integrated into the new Pilot House arrangements.

G. Replace the single existing course and RPM board with a new board to be located on the centerline in the Pilot House.

H. Provide an 8 ½” diameter solid brass electric ships clock in the Pilot House and mount adjacent to the existing brass barometer in the new arrangement.

I. Provide a new current model IMO type approved commercial standard magnetic compass on the compass deck with a projection tube to the Pilot House below, viewable at the steering station; installation shall include a binnacle stand, hood, corrector system, lighting supply, and a degaussing compensating coil and control box, if required.

J. The existing electronic signaling systems including automatic and manual maneuvering, fog and distress bells, whistle and hailer shall be replaced with new commercial systems and shall be incorporated into the new navigation station console. Removed connections to affected switches on IC SWBDs for CKT W and modify nameplate.

K. Provide sound powered phone for EOS and Aft Steering Station at new Pilot House console. Provide a central sound powered phone station located in the Chart Room to serve all points of contact as currently provided on the Pilot House in one unit including all necessary handsets, jack boxes, circuit switches, and amplifiers.

6.1.1.4. Collision Avoidance

A. Remove the existing Kelvin Hughes NNR-A56 Display Console.

B. Replace the existing Kelvin Hughes Nucleus X Band with a new IMO-type approved commercial radar system.

C. Provide a secondary new current model IMO-type approved commercial X-Band radar system. The antenna shall be positioned such that all angles abaft the beam are visible at all times and that, with the other X-Band radar system, 360 degree coverage is provided.

D. Retain the existing Kelvin Hughes Manta Digital S Band Radar.

E. Three new IBS workstations in the Pilot House will be dedicated to radar piloting and maneuvering: one X-band to port, one X-Band and one S-Band to starboard. The IBS will utilize the signals of the three radar systems describe above and be configured such that either of the two X-Band or the S-Band radar signals can be selected at each of the IBS workstations where collision avoidance will be conducted.

F. The IBS Radar workstation to port shall be dedicated to the X-Band signal and display.

This display shall have the capability to combine the signals of the two X-Band radars.

The malfunction of this facility shall not degrade the presentation of the radar source selected as primary.

6.1.2. Radio Systems

A. Retain and relocate the existing FURUNO NX-500 NAVTEX receiver with in the Chart

Room so that it is visible and accessible from the chart table.

B. Replace two existing FURUNO FM-8500 VHF radio telephones, located port and starboard, with a new current model IMO-type approved commercial (DSC) Technology

VHF Radios with large screen and character display. Locate in the Pilot House overhead port and starboard such that these units are viewable and operable from the new ECDIS workstations.

C. Replace existing SAAB RS422 R4 Class AIS system with a new current model IMO-type approved commercial AIS tactical software package. Provide data feed to new IBS.

The own-ship data transmit shall be easily and quickly switchable from the transmit mode to the non-transmit mode.

6.1.3. Flight Control Systems

A. Replace the Flight Deck monitoring camera, display and wave off system with current technology.

6.1.4. Interior Communications

As part of the design and installation of the IBS, accomplish the following equipment replacements:

A. Replace ships telephones with current technology in the following locations:

Pilot House in new console

Pilot House at CO Station

Port Bridge Wing

The phones shall be suitable for commercial marine applications. The handsets shall be installed in positive locking mounts. Exterior phones shall be installed in weather-proof enclosures.

B. Relocate all Announcing System (1MC) bulkhead-mounted loudspeakers in the Pilot

House to the overhead and provide speakers for equivalent 1MC coverage on the Flag

Bridge.

6.1.5. Moriah digital wind system

A. Provide additional repeater at Helicopter Control Station. Integrate Moriah system wind data in to new IBS. Provide data feed to IBS.

6.1.6. Structural

Structural modifications are anticipated by the Government in order to install the equipment required under this contract. The nature and extent of the modifications will be determined by the contractor system design and arrangement. Unless otherwise instructed by MSC, none of the equipment procured under this contract shall require shock qualifications or ratings. As a minimum, the Government anticipates the following modifications:

Installation and modification of miscellaneous bulkheads and foundations as required to suit the installation of new IBS equipment and systems and to provide direct access between the Pilot House and the Chart Room.

Modification as required to install an exterior catwalk for maintenance of the Pilot House windows.

Replacement of all Pilot House windows to improve line of sight (LOS). Note:

There are currently twenty-five (25) windows surrounding the Bridge, plus a

Port and Stbd sliding access door(s). Each window is approximately 34 cm wide x 28 cm tall. The intention of this item is to increase the total viewable glass area for the watch keepers using current Bridge Window technology with a goal of an 30% increase in viewability. Structural modifications are anticipated to increase the total glass area in the Pilot House.

Deck repair and stiffening as required by the ship modifications.

6.1.7. Auxiliary Systems

A. Existing HVAC and interfacing systems shall be retained and modified as required to maintain the required temperature, relative humidity and/or air changes in accordance with the design criteria specified by this statement of work and the references contained within.

B. The existing steering gear shall be modified as necessary to meet ABS requirements and will include non-follow up units with failure alarms. Switching of steering gear pumps will be from the new IBS steering station.

The contractor shall certify that the new equipment and systems to be procured and integrated in the upgraded steering gear and steering gear control system will be current production models. The system shall be certified to be in continued production for a minimum period of 15 years after installation. The upgraded steering gear and steering gear control system shall be certified in accordance with ABS Rules for Steel Vessels.

C. Provide the option for autopilot system.

6.1.8. 60 Hz Power and Lighting Distribution System

A. The installation design shall include the necessary electrical power distribution system modifications and additions, including but not limited to distribution panels, switches, outlets, junction and connection boxes, fuse boxes, surge protection, uninterruptible power supplies, and light indicator panel.

6.2. BASE PERIOD - ENGINEERING AND DESIGN:

6.2.1. The contractor shall be responsible for performing the necessary engineering and design to accomplish the provision, fabrication, installation, commissioning operation and certification of the Integrated Bridge System and compartment upgrades, as described in section 6.1 System Design and in accordance with applicable ABS, USCG, IEEE and vendor requirements. In addition, the contractor shall ensure that the contract is performed in compliance with U.S. ITAR Regulations. Upon acceptance, all drawings, specifications, and related descriptive plans will belong to MSC.

In accordance with this technical specification, the contractor shall develop detailed engineering drawings, equipment specifications, work items, equipment lists and test procedures to install the equipment and systems necessary to implement the Integrated Bridge System and Pilot House Upgrades. The Integrated

Bridge System and Pilot House Upgrades shall be designed to provide safe and efficient navigation of the vessel during all operational conditions and evolutions. As part of the Base Period contract the contractor will be responsible for performing the following specific tasks:

6.2.2. Integrated Master Schedule: The contractor shall develop a detailed Plan of Action and

Milestones (POA&M) (CDRL A004). The POA&M shall consist of a timeline showing design and procurement activities from contract award to start of shipyard period, including task start times, duration and how these support the delivery dates and review periods associated with contract deliverables. A draft version of this POA&M shall be submitted to MSC for review prior to the kick-off meeting. After the kick-off meeting, a revised POA&M reflecting any changes agreed on in the kick-off meeting shall be submitted to MSC. The POA&M shall be updated weekly to reflect actual progress and submitted with the monthly progress reports and action item tracker (CDRL A006) to MSC. Near the end of the design phase the POA&M shall be revised to include an installation schedule showing general sequence of the installations associated with this contract through the installation and support phase. The POA&M will serve as a metric to gauge contractor’s schedule performance and shall be updated weekly to reflect actual progress.

6.2.3. Kick-Off Meeting: The contractor shall conduct a kick-off meeting with MSC, all contractor team members and key personnel. The contractor shall contact the Technical Point of Contact (TPOC) and arrange the date of the meeting. Unless otherwise agreed with the TPOC, the meeting shall be held at the contractor’s facility. The contractor shall submit minutes from the meeting and the revised POA&M for MSC review and approval.

6.2.4. Shipchecks: The contractor shall conduct a minimum of two shipchecks (site visits) of USS

Mount Whitney (LCC-20) in order to gather information necessary to design and accomplish

Integrated Bridge System and Pilot House Upgrades. The first shipcheck will be to gather information in support of the Pilot House and related space reconfiguration and upgrades, steering gear and control systems modifications and the IBS installations and integrations. The second shipcheck will be performed to validate the modification and upgrade designs as submitted for the

Critical Design Review. The Contractor shall assume both shipchecks will take place in Gaeta, Italy. All shipchecks will be scheduled with the MSC Contracting Officer’s Representative

(COR). MSC COR will coordinate the shipchecks with USS Mount Whitney Port Engineer, Chief

Engineer, and crew to ensure that ship’s force can support and schedule any system outages required for a complete shipcheck. MSC representatives will be present during the ship check to assist as necessary.

6.2.4.1. Shipcheck Plan: Contractor shall provide a shipcheck plan (CDRL A001) as indicated in the schedule. The Shipcheck Plan shall, at a minimum, provide a brief description of how the ship survey is to be performed, the spaces and systems to be investigated, number of personnel attending, the roles and responsibilities of each person, the type of information to be acquired and recorded, and a daily schedule.

6.2.4.2. Pre-Shipcheck Meeting: The contractor shall schedule a pre-ship check meeting IAW

Section 6. For bidding purposes the contractor shall assume this meeting will either be at their facility or conducted via the internet (i.e. WebEx). The purpose of this meeting is to discuss the contractor’s ship check plan, confirm ship check team members, cover ship access requirements, and discuss any other ship check related details.

6.2.4.3. Shipcheck (No.1): The contractor shall assume that the vessel will be available for a three-week period, between October 23, 2017 and November 13th, 2017. The contractor shall assume that all shipchecks will be pier side. At a minimum, all key technical personnel shall be members of the shipcheck team. For planning purposes and in the event that the vessel is underway during a portion of the shipcheck, onboard berthing will be provided for contractor personnel.

6.2.4.4. Shipcheck (No.2): The contractor shall assume that the vessel will be available for a two- week period with the exact dates to be determined following contract award.

Contractors shall assume that all shipchecks will be pier side. At a minimum, all key technical personnel shall be members of the ship check team. For planning purposes and in the event that the ship is underway during a portion of the shipcheck, onboard berthing will be provided for contractor personnel.

6.2.4.5. Shipcheck Report: The contractor shall develop a shipcheck report (CDRL A002) and submit to MSC within two weeks after each shipcheck is completed. The report shall state who attended the shipcheck, the dates and duration of the shipcheck, and information gathered during the shipcheck. The report shall include a list of comments and recommendations regarding the design from the information gained during the shipcheck and include any proposed changes to the original design scope, concerns about existing equipment capacity, arrangement, condition, etc. The report shall detail the findings of the shipcheck, actions taken during the shipcheck, and all pertinent photos.

The report is to include existing ship condition and any reservations, deficiencies, or anticipated problems in developing the work package. The report shall document all decisions and assumptions made during the shipcheck. All photos shall be organized in a

PowerPoint presentation with one photo per slide and a short description accompanying each photo.

6.2.4.6. Post-Shipcheck Meeting: The contractor shall host a post shipcheck meeting. For bidding purposes the contractor shall assume this meeting will either be at their facility or conducted via the internet (i.e. WebEx). The contractor shall be prepared to discuss with

MSC the information gathered in the Shipcheck Report, the plans for each space, and the organization of work packages. All contractor shipcheck team members and key personnel shall be in attendance.

System Design Description (CDRL A003): The contractor shall submit a description of the system design, including top-level system architecture One-Line Diagram and descriptions of all the main components of the IBS and Steering Systems and how they meet the requirements of this section as well as an arrangement of the reconfigured Pilot House, Chart Room, Flag Bridge and any other effected compartments or spaces. Design documentation shall be submitted to show the integration of new components with the existing system, to include Arrangement Drawings of the affected compartments and spaces (CDRL A009), an updated One-Line Diagram (CDRL A019), updated Electrical Plant Load Analysis (CDRL A020), Voltage Drop Calculations (CDRL A021), and a Failure Mode and Effects Analysis (CDRL A022) of the new equipment. Information/data sheets for all main components to be used, ABS type approval certificates for equipment to be provided, or the contractor’s plan to obtain ABS approval, shall be provided under Option Period

1 as described below.

6.2.5. Equipment Procurement Specifications (CDRL A008): The contractor shall develop procurement specifications to provide the major system components required under this contract.

Major system components shall include the items detailed in section (6.3.2) as well as any equipment or material identified by the contractor to have a lead time in excess of 60 days.

Specifications shall include the requirements of this section along with any required ABS, USCG, IEEE or Factory Acceptance Testing (FAT). Specifications shall include provisions for packing and marking all equipment suitable for ocean transport. The contractor shall be required to develop specifications regardless of the source of the equipment or system. Provision of the equipment/system from another company within Contractor’s corporation does not change the requirements of this section.

6.2.6. Work Items (CDRL A011): In accordance with the MSC Work Item Prep Guide, contractor shall develop shipyard work items to remove/install equipment, materials and systems necessary to complete the requirements of this specification. Work items, at a minimum, shall include:

Pilot House and Chart Room Mods

Steering Gear and Steering Controls Mods

Integrated Bridge System Installation

Flight Deck Closed Circuit Television Installation, Moriah, and Flight Deck

Control Mods

Radio Telephone and AIS Replacement

Interior Communications Systems Mods

6.2.7. System Design and Installation Drawings (CDRL A010): The contractor shall develop detailed design removal and installation drawings that meet the ABS Steel Vessel Rules, the ABS Guide for Bridge

Design and Navigational Equipment/Systems, and USCG Regulations (33 CFR & 46 CFR). Shipboard

Installation Drawing layout and format shall be developed using MSC Drawing No. 7080803, Preparation of CAD Drawings for USNS Ships, as guidance with the exception that drawing files shall be viewable by AutoCAD. Additionally, Adobe PDF compatible files shall be provided for all CAD Drawings.

Drawings shall include Weight Control Data Box to track all equipment and material removed & installed. GFI 4.3.6 is provided as examples of suitable level of detail for each engineering discipline.

6.2.7.1. The contractor shall submit a list of drawings to be developed with its proposal. As a minimum, drawings shall be generated for:

Structural Modifications: Drawings for all removed, new and modified structure necessary to install the equipment and material covered under this contract shall be developed.

Equipment and Material Foundations: Drawings for all removed, new and modified foundations necessary to install the equipment and material covered under this contract shall be developed.

Electrical: Drawings for all removed, new and modified electrical systems, cabling, and components necessary to install the equipment and material covered under this contract shall be developed.

Piping: Drawings for all removed, new and modified piping necessary to install the equipment and material covered under this contract shall be developed.

HVAC Modifications: Drawings for all removed, new and modified HVAC systems necessary to install the equipment and material covered under this contract shall be developed. Installation of packaged AC units (if required) shall be considered HVAC modifications for the purposes of this paragraph.

Arrangement Drawings: Arrangement drawings showing equipment removals and installations covered under this contract shall be developed.

Access Drawings showing all major interferences needed to be temporarily removed in order to create an access path to install modifications required for the IBS.

Relocation Drawings showing relocation of any equipment that may need to be relocated as a result of the install.

6.2.7.2. Vendor Specific Design Data: The contractor shall be responsible for obtaining all required design details from selected equipment vendors. MSC will not reimburse the contractor for vendor costs to provide design data during the Base Period of the Contract.

All equipment related costs shall be associated with the Option 1 Contract Period.

6.2.7.3. Console design

At minimum, all consoles and cabinets shall provide sufficient space for access to perform all types of maintenance on the equipment installed on or in the console(s), either standing, sitting or in the prone position and will be demonstrated by the use of 3D software modeling of the console design. All console doors and access panels, if hinged, shall have a minimum swing of 160 degrees and be provided with two door swings with locks, top and bottom or left and right depending on the orientation of the hinge. The integral door locks shall be at 90 degrees and full open position for all hinged console and panel doors.
