N3220517Q4930 Question and Answers 3

Question 5: Page 10, paragraph 6.1.1.K states ”An AN/PSN-13 Defense Advanced GPS Receiver (DAGR) hand held device will be provided as Government Furnished Equipment (GFE).” However, page 24, paragraph 6.3.2.5, lists the AN/PSN-13 Defense Advanced GPS Receiver as an item for the contractor to procure and/or fabricate as part of the Major System Components list. Please clarify the discrepancy.

Answer 5: The AN/PSN-13 Defense Advanced GPS Receiver (DAGR) will be Government Furnished Material. The Contractor will be required to provide a power supply and antenna connection for the DAGR. The PWS will be modified to include design requirements for the DAGR Power and Antenna requirements. A Specification Sheet for the DAGR will be provided as GFI to indicate the power and antenna requirements. PWS Section 6.3.2.5 will be deleted.

Question 6: Page 10, paragraph 6.1.1.L states “Install a new commercial echo sounder and transducers.” Page 10, paragraph 6.1.1.M states “Provide new current model IMO type approved commercial depth sounding system in Pilot House with repeaters port and starboard.” Please clarify whether one or two new depth sounding systems are required.

Answer 6: The second sentence of PWS paragraph 6.1.1.L will be deleted to clarify requirements for the depth sounding system.

Question 7: Page 17, paragraph 6.2.6 states “Work items, at a minimum, shall include: …Fire Control Systems Relocation.” There is no other mention of a fire control system in the RFP. Please provide a description of the requirement.

Answer 7: PWS section 6.2.6 will be modified to remove the requirement for a Fire Control Systems Relocation Work Item. The PWS will be further modified to indicate the existing MK38 Control Console located in the Pilot House will be relocated to another compartment on the ship by others.

Question 8: Page 18, paragraph 6.2.7.3, states “At minimum, all consoles and cabinets shall provide sufficient space for access to perform all types of maintenance….and will be demonstrated as part of the full scale mock-up.” There is no other mention of a full scale mock-up in the RFP. What are the requirements for the full scale mock-up and when is it required for submittal in the base period schedule?

Answer 8: PWS Section 6.2.7.3 will be modified to delete the words: “… and will be demonstrated as part of the full scale mock-up.” PWS will be modified to include a requirement for a 3D Computer Model of the consoles and cabinets.

Question 9: Page 18, paragraph 6.2.7.3, states “Special attention shall be given to the mounting of all internal equipment in the IBS console(s) in accordance with Reference 4.2.16, Section 3.11.10. Reference 4.2.16 is a Military Sealift Command document that is not readily found in the public domain. Will MSC provide this document to assist in proposal preparation as it may affect pricing for a fixed price contract?

Answer 9: MSC will provide a copy of Reference 4.2.16.

Question 10: Page 34, Delivery Information, shows a 7 month gap between CLIN 0003 and CLIN 0004 (16-FEB-2019 to 27-SEP-2019). Page 26, Option 2 – Installation Support, states “The location of the installing shipyard will not be determined until approximately July 1, 2019.” This is a 5 month gap from end of CLIN 0003. Page 23, paragraph 6.3.1.10, states “For bidding purposes the contractor shall assume the storage time for all components shall not exceed 60 calendar days from the documented receipt of all items on the Major System Components List in Section 6.3.2.” The RFP does not address payment for storage periods in excess of 60 calendar days. Please clarify.

Answer 10: The storage requirement will be revised to 145 days past the end of CLIN 0003.

Question 11: Page 39, under Subfactor 2: Management Approach/Quality Assurance Plan: It is stated that “Offeror shall be a certified Switchboard Manufacturer.” The RFP does not require the procurement of switchboards. The inclusion of this requirement appears to be inadvertent. Please confirm that the offerer is not required to be a certified Switchboard Manufacturer.

Answer 11: This requirement will be deleted from the PWS.

Question 12: In Para 4.2.1 of the PWS what is the required year for the ABS rules?

Answer 12: 2017 ABS Rules shall form the basis of the design requirements.

Question 13: In Para 4.2.2 of the PWS will this reference document be applied as a requirements document or included just for guidance only?

Answer 13: This document is for guidance only.

Question 14: In Para 4.2.3 of the PWS will this reference document be applied as a requirements document or included just for guidance only?

Answer 14: This document is for guidance only.

Question 15: Please provide a copy of the reference document included in para 4.2.16 of the PWS.

Answer 15: This document will be posted to the solicitation website.

Question 16: In Para 4.3.3 of the PWS will this reference document be applied as a requirements document or included just for guidance only?

Answer 16: This document will be deleted from the PWS.

Question 17: Can all the GFI from Para 4.3 of the PWS be posted to Fed Biz Opps or provided to the bidders through other means?

Answer 17: GFI will be provided to bidders via CD.

Question 18: How does the reference document in Para 4.3.5 of the PWS apply to this IBS Upgrade? Why is it being supplied with the GFI?

Answer 18: This document will be deleted from the PWS.

Question 19: In Section 6.1.1 of the PWS please clarify what certification is required for IBS in accordance with ABS Steel Vessel Rules.

Answer 19: This statement requires that the major system components and overall IBS functionality shall meet the requirements of the 2017 ABS Rules for Steel Vessels.

Question 20: In Section 6.1.1 (P) of the PWS - Will the existing gyro system be retained or is the contractor required to remove the existing gyro system?

Answer 20: The existing gyrocompass system will be retained. The new gyrocompasses required in PWS Section 6.1.1.(N) will be used in conjunction with the IBS associated modifications. If the contractor proposes equipment compatible with the existing gyrocompass repeaters listed in PWS Section 6.1.1.(P), the existing repeaters may be retained and reused. PWS Section 6.1.1.(P) will be modified to indicate the make and model number of the existing gyrocompass repeaters.

Question 21: In Section 6.1.1.2 (J) of the PWS - Is the console at the CO station intended to be a separate standalone console or part of the integrated ship control console? Can the ECDIS and all three radar signals be displayed through a single monitor by way of a switch or do they need to be separate monitors?

Answer 21: The CO station is intended to be a standalone console. The ECDIS and all three radar signals shall be displayed on the CO Console through a single monitor by way of a switch.

Question 22: In Section 6.1.1.3 (G) of the PWS - How many course and RPM boards are there and where are they located?

Answer 22: There is one Course and one RPM Board. These boards shall be located at the centerline position in the Pilot House.

Question 23: In Section 6.1.1.3 (H) of the PWS - Can this be a Brass Plated clock or does it need to be solid Brass?

Answer 23: The Ship’s Clock shall be solid brass.

Question 24: In Section 6.1.1.3 (K) of the PWS - Please provide existing GFI/Technical Manuals/Drawings for all circuits associated with the existing sound powered phone system for review.

Answer 24: Available GFI for Pilot House sound powered phone system will be provided.

Question 25: In Section 6.1.3 (A) of the PWS - Please provide all GFI/Technical documentation and drawings for this flight deck monitoring and wave off system.

Answer 25: Available GFI for the Flight Deck Monitoring and Wave Off System will be provided.

Question 26: In Section 6.1.4 (A) of the PWS - Are there any specific requirements for the new phones?

Answer 26: The phones shall be suitable for commercial marine applications. The handsets shall be installed in positive locking mounts. Exterior phones shall be installed in weather-proof enclosures.

Question 27: In Section 6.1.6 of the PWS - What is the minimum size for the new windows that need to be installed and how many?

Answer 27: The intent of this PWS section is to improve the line of site from the Pilot House. Structural modifications will be required to replace the existing windows with new larger windows. The size and configuration of the new windows will be a factor which must be incorporated into the overall IBS design. The PWS will be modified to specify the size and quantity of existing windows along with the required overall percentage increase in clear view area in the line of site.

Question 28: In Section 6.2.7.3 of the PWS - Are rails mandatory or is compliance with 4.2.12 and 4.2.3 adequate?

Answer 28: Yes. Component racks specified in PWS Section 6.2.7 shall be mounted on sliding rails.

Question 29: On Page 38 Paragraph 3.3 Sub factor 2 of the PWS states that the “Offeror shall be a certified switchboard manufacturer”. Is this correct?

Answer 29: No. See also Answer 11.
