Question 30: Would the Government please confirm that Offeror be a certified Switchboard Manufacturer?
Answer 30: This was deleted from PWS.
Question 31: Would the Government be willing to accept NAVSEA 04XQ Approved Quality Management System as an equivalent to ISO 9001 certification?
Answer 31: Yes.
Question 32: Section 6.1.1.3, Paragraph K, sentence #1 indicates the installation of a sound powered phone for the EOS and Aft steering station at new pilot house console. Is this requirement to install one or two handset(s) for direct communication to the EOS and/or Aft Steering Station or is this a 1JV circuit for steering gear communications?
Answer 32: There will be three separate circuits/stations in the Pilot House, the EOS, CO Sea Cabin and the Aft Steering Station. Each one is a stand-alone station. New Handsets and associated equipment shall be incorporated into the console. No new handsets for the other stations are required. In the Chart Room, all other existing sound powered phones shall be wired to one station. All circuits, switches, jack boxes, amplifiers etc. shall be relocated as required to the Chart Room to enable a functional system.
Question 33: Section 6.1.1.3, Paragraph K, states “Provide a central sound powered phone station located in the Chart Room to serve all points of contact as currently provided on the Pilot House in one unit including all necessary handsets, jack boxes, circuit switches, and amplifiers.” Is it the intention to maintain the existing pilot house sound powered phone or have it replaced with a new phone station in the chart room? Are the handsets, jack boxes, switches, and amplifiers to be installed in the chart room or are these to be installed at the EOS and Aft Steering Station and pilot house as well?
Answer 33: See answer 32.
Question 34: Section 6.1.1.2, Paragraph F, Bullets #3 and #6 of the PWS, indicate that both are to be part of the VCS system. Is the integration into the VCS system within the scope of this contract or will the integration into the VCS be done by the VCS OEM?
Answer 34: Integration into the VCS will be handled by others. See also answer 35.
Question 35: Per Section 6.1.1.2, what are the dimensions of the VCS monitor and computer that is to be installed by others?
Answer 35: The VCS display is a 20” Panel mounted industrial touchscreen monitor. Within the console it is anticipated that an “desktop” computer will be mounted. Additionally, a ‘Field Station’ will be required for any additional inputs/outputs that the contractor will use for the elimination/modification of existing alarm panels. (Note: The term ‘Field Station’ is VCS OEM nomenclature referring to the distributed I/O collection points around the vessel. Field Stations consist of a power supply, network switch, controller and associated I/O.) The contractor should anticipate working with the VCS OEM for all monitoring and alarm systems to be incorporated into the VCS.
Question 36: Deliverable A023 – Alarms, Interior Communications, supporting calculations and others TBD does not have any explanation as to what this Deliverable requires. Can you please provide the information required in this Deliverable?
Answer 36: Deliverable A023 to be deleted, the requirement is fulfilled by CDRL A010.

Question 38: Deliverable A025 – Steering Gear – does not have any explanation as to what this Deliverable requires. Can you please provide the information required in this Deliverable?
Answer 38: Deliverable A025 to be deleted, the requirement is fulfilled by CDRL A010.
Question 39: According to paragraph 6.1.1 (K) the AN/PSN-13 is GFE, however, in paragraph 6.3.2.5 it is listed an item required to be supplied by contractor.
Answer 39: See answer to Question 5.
Question 40: In paragraph 6.3.2.16 there is a reference to a PICT system which is not addressed as a requirement of the design in the Base Period. Please clarify whether is system is part of the IBS design?
Answer 40: The PICT will be GFE. The Government will provide console space requirements and dimensions. Installation and wiring of PICT in the console will be completed by others.
Question 41: Paragraph 6.3.2.9 and 6.3.2.11 address helm order indicators, are these one in the same. Paragraph 6.3.2.12 addresses helm request indicator, is this different than a helm order indicator or is this one in the same as the helm order indicator?
Answer 41: These are two different indicators. The steering Stand needs the Helm order and rudder indicator. An overhead display of the Helm order is need to pilotage etc. Paragraph 6.3.2.12 is deleted.
Question 42: Considering no answers have been provided to our original questions would the government consider extending the due date for proposals to August 8, 2017?
Answer 42: Proposal due date was extended until August 10, 2017.
Question 43: Will the awardee be tax exempt and provided a tax exempt certificate by MSC for all material purchases under this contract?
Answer 43: No.
Question 44: Will the awardee be able to apply for duty free entry for all goods that are bought overseas and imported to the US?
Answer 44: Clause 252.225-7013 has been included, awardee may apply for Duty Free through DCMA.
Question 45: GFI # 4.3.6 Sample Work Package was missing. Can you obtain it from the technical staff and provide it to offerors?
Answer 45: Now included.
