MILITARY SEALIFT COMMAND

QUESTIONS AND ANSWERS

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

1. In regards to the forklift required to shift the deck cargo called out in section 1.15, is there sufficient craneage to lift a 45,000 lb forklift (the weight of a forklift needed to shift the Hyperbaric Chamber) on board the vessel at the berth in San Diego? On the contrary, would any of this equipment need to be moved once the vessel is offshore? If not, you could probably do any deck equipment shifting necessary with the crane used for the loadout in San Diego.

ANSWER: An Amendment has been provided to remove the forklift requirement.

2. In reference to the Hyperbaric Chamber, the RFP states: "The vessel shall be prepared to carry a certified hyperbaric chamber per US Coast Guard and US Navy requirements" I cannot find any publications that list what these requirements are, and in our past experience working with MSC on this scope of work, the chamber skid itself was sufficiently built where no services from the vessel other than power were needed.

ANSWER: The PWS states that the vessel must be able to store a recompression chamber weighing 26,500lbs and it must be able to be secured to the deck and remain properly secured in the vessels max sea state capacity which for our purposes is sea state 3. If offerors can build a skid for this then that will work. No other services other than power, detailed in section 1.16 of the PWS, will be required for this chamber.

3. Would the Government allow utilization of two crew boats?

ANSWER: The Navy will be providing boats to transport gear and personnel from ship to shore during this event, so no contractor-furnished crew boats are required.
