QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
4. Schedule B provides for line items for Charter Hire, Mob, Demob, Reimbursables and Fuel separately. However the pricing instructions and attachments only provide for the provision of a charter hire day rate to include all costs for mob, demob, and fuel.
ANSWER: Offerors should provide a one charter hire rate covering all vessels. Also Offerors should propose separate mobilization and demobilization costs (if any). The Government will provide estimated reimbursable costs at the time of award. The offeror should not propose reimbursable costs as this will not be evaluated in the total price.
5. Should the offeror complete Schedule B by CLIN for proposal submission or is the Government completing Schedule B upon award?
ANSWER: The Government will fill in the CLINS at award.
6. Schedule B provides a line item for reimbursable; however the pricing instructions do not. May offerors propose reimbursable costs that would be standard for the given scope of work?
ANSWER: The Government will provide estimated reimbursable costs at the time of award. The offeror should not propose reimbursable costs as this will not be evaluated in the total price.
7. War Risk Hull and Machinery, War Risk P&I and Second Seaman’s War Risk are required under Vessel Owners Insurance in the solicitation. May these clauses be removed as the scope of work shall be performed in US territorial waters?
ANSWER: No, the clauses are still required.
8. Schedule B price schedule cites CLINs 0002 and 0005 as Reimbursable but the contract type is FFP. Are these CLINs cost reimbursable or firm fixed price?
ANSWER: These CLINS are reimbursable in accordance with the reimbursable section of the solicitation. The reimbursable CLINS are not firm fixed price.
