About this file
This is a Memorandum for the Record documenting a justification for use of other than full and open competition for an acquisition under the simplified acquisition threshold. The memorandum covers a single procurement for an Immersion Heater (P/N: 726XS139978, NIIN: TT0017043, 2 each) with APL: X231912ANDB as a replacement heating and cooling water pre-heater. The required source is INDEECO, LLC (CAGE: 74924), and the product is not designated as critical ship equipment.
The justification is based on multiple grounds: restrictive rights held by INDEECO as the Original Equipment Manufacturer (OEM); exclusive licensing agreements through Indeeco's only authorized distributor, Intergrated Procurement Technologies; standardization requirements to maintain fleet configuration baseline across all MSC T-AKE vessels (1-14); and compatibility as a direct replacement part for existing equipment (INDEECO Model No. 312-138765). The independent government estimate is redacted. The memorandum requires completion of certification and approval sections, including technical/requirement certification and documentation of any urgency justifications under casualty report procedures, though specific delivery dates and CASREP information are not fully visible in the provided document. The document references FAR 12.102(a) and GSAr 538.7104-3 and -4 compliance requirements.

c. URGENCY (C3/C4 Casualty Report).
