Capability Statement Due Date: July 22, 2015 by 9:00 AM ET

This Small Business Sources Sought Notice (SBSS)/Request for Information is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI).

The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) the availability of any source that believes it can provide equipment and software that meets the requirements; (3) whether sources are small businesses;

HUBZone small businesses; service‐disabled, veteran‐owned small businesses; 8(a) small businesses;

veteran‐owned small businesses; woman‐owned small businesses; or small disadvantaged businesses; and (4) sources' size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set‐ aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned NAICS code 334516 with a size standard of 500 employees.

A. BACKGROUND

The National Cancer Institute (NCI) plans to procure a Flow Cytometry Cell Analyzer. The LGI Flow

Cytometry Core Facility in building 37 supports the Center for Cancer Research (CCR) scientific research community by providing instrumentation and expertise to perform state‐of‐the art cell analysis and cell sorting. The laboratory currently houses three cell sorters and four cell analyzers. These instruments are used daily serving over 200 scientists, roughly 70 different Principal Investigators annually. To maintain this facility at the forefront of flow cytometry technology and to accommodate increasing demands of CCR investigator Giorgio Trinchieri, M.D., Cancer and Inflammation Program Director, Laboratory of Experimental Immunology Chief and a new tenure track scientist in his laboratory, Romina Goldszmid, Ph.D. the facility requires the addition of this advanced, multi‐laser flow cytometry cell analyzer.

B. PURPOSE AND SALIENT CHARACTERISTICS

Contractor to provide Flow Cytometry Cell Analyzer with 21 parameters, designed to be expandable and capable of detecting 2 light scatter parameters and 18 fluorchromes simultaneously by 5 separate lasers. The proposed instrument will be further upgraded by removing the following parts; three photomultiplier tubes (PMTs), an octagon housing, Diva electronics (Card Cage, 5 DAQ, 5 SCI, 2‐Remote

Preamp) and optical filters needed to detect the Brilliant Violet fluorochromes BV650, BV711, BV786 and Sirigen filter and mirrors for the Violet laser.
