NIDA expects to award a single, cost reimbursement type contract with a base period of performance of twelve months with 4 additional 12-month option periods for up to a total potential performance period of five years. There are also option quantities. The initial performance period will start on or around September 2017. You should respond with technical and cost/price proposals based on the assumptions provided in Section C and L. Please include separate cost/prices for the base award and each of the options listed in Section II, Services to be Performed, of the Statement of Work (SOW).

Please review these sections and consider their impact on performance, capability, technical, and cost factors as you develop your proposal. Do not fill in blanks or otherwise complete portions of Parts I, II, and III which appear to require additional information.
