AMENDMENT 1 – Questions/Responses

RFP N02CP71011‐26

Interdisciplinary Studies of Occupational and Environmental Cancer

Proposal due date: Remains the same 12:00PM EST, July 27, 2017 Cut‐off date for questions: Question period ended at 12:00PM EST, July 12, 2017

1. Question: We understand that the contract may require the engagement of experts as consultants. Should consultant costs be included in the budget? If so, can the Government provide a uniform cost assumption?

Response: Consultant costs should be included in the budget if the Offeror determines there is a need, based on requirements to perform the Statement of Work. NCI will not be providing a uniform cost assumption for consultants – Offerors are responsible for estimating the cost of any consultants they plan to use.

2. Question: The qualifications for the GWAS Project Coordinator (Attachment 11, page 4 of 7) state that the Coordinator must have a PhD in a laboratory‐based biological science. Would the Government be willing to relax this requirement if the individual has a Master’s degree and more than 10 years of relevant experience?

Response: Yes, NCI hereby updates the qualification requirements for the GWAS Project Coordinator. The GWAS Coordinator position is a complex job and requires an individual with high level academic training. A Coordinator with a Ph.D. in a laboratory‐based biologic science and extensive experience collaborating and communicating with state‐of‐the‐art genomics laboratories and long‐term experience (at least 5 years) coordinating large‐scale multi‐study complex projects is desirable; however, an individual with a Master’s degree in a closely‐related laboratory‐based biologic science and at least 10 years of clearly demonstrated high‐level expertise in both collaborating and communicating with state‐of‐the‐art genomic laboratories, as well as 10 years of clearly demonstrated high‐level expertise in coordinating large‐scale, multi‐ study projects, could meet this requirement.

3. Question: Would the Government allow the following required sections to be excluded from the 75 page limit for the technical proposal: Human Subjects, IT Security, Section 508 Evaluation Template, Summary of Related Activities forms for key personnel and Technical Proposal Cost Summary?

Response: The following required sections may be excluded from the 75‐page limit for the technical proposal: Human Subjects, IT Security and Section 508 Evaluation Template. The Summary of Related Activities forms for key personnel and Technical Proposal Cost Summary are included in the 75‐page limit.

4. Question: A potential Offeror logged onto the eCPS Website in order to become familiar with the site prior to submission of our proposal. However, they were unable to locate the solicitation on the site.

Response: There have been difficulties getting the Solicitation loaded onto the eCPS website, but these problems should be resolved when this amendment is posted to FedBizOps. The solicitation should be visible on eCPS once this amendment is posted.

AMENDMENT 1 – Revisions to RFP

RFP N02CP71011‐26

Interdisciplinary Studies of Occupational and Environmental Cancer

1. Section J, Attachment 13 is replaced as follows:

Attachment 13: Small Business Subcontracting Plan, dated April 2017, 7 pages.

2. Attachment 11, Additional Technical Proposal Instructions, the Experience and Capabilities description for the GWAS and Molecular Epidemiology Project Coordinator on p. 4 is amended as follows:

GWAS and Molecular Epidemiology Project Coordinator ‐ shall work closely to assist NCI personnel in coordinating ongoing and new large‐scale GWAS projects led by OEEB investigators, including the GWAS of NHL, lung cancer among non‐smoking females in Asia, benzene hematotoxicity, and AsiaLymph. In addition, this person will assist the COR with identifying qualified extramural contracting laboratories to conduct other types of biological sample analyses and establishing subcontracts to support this work. This individual shall have knowledge of DNA sample QA/QC and expertise and extensive experience in coordinating large‐scale GWAS including receipt, evaluation and analysis of biologic samples from a large number of diverse types of studies including cohort and case‐ control studies. This individual will also have general knowledge of other types of molecular biologic analyses being used in molecular epidemiology studies. A Coordinator with a Ph.D. in a laboratory‐ based biologic science and extensive experience collaborating and communicating with state‐of‐the‐art genomics laboratories and long‐term experience (at least 5 years) coordinating large‐scale multi‐study complex projects is desirable; however, an individual with a Master’s degree in a closely‐related laboratory‐based biologic science and at least 10 years of clearly demonstrated high‐level expertise in both collaborating and communicating with state‐of‐the‐art genomic laboratories, as well as 10 years of clearly demonstrated high‐level expertise in coordinating large‐scale, multi‐study projects, could meet this requirement.
