Statement of Work: Exhibit at Redefining Early Stage Investments Conference (RESI) September 2016 Background: The National Cancer Institute’s (NCI) SBIR program represents one of the largest sources of funding available to startup companies and other small businesses. The FY16 NCI SBIR and STTR budget is approximately $127 Million which provides funding for over 400 projects on an ongoing basis. The NIH as a whole provides ~$800M in SBIR/STTR funding each year. Funded companies, however, will require significant external financing in order to be able to complete preclinical development and initiate clinical development. Thus, the NCI SBIR Development Center is continually piloting efforts to accelerate commercialization of funded technologies by facilitating partnerships between SBIR/STTR awardees and external investors/strategic partners. An exhibit at RESI represents one such effort to facilitate partnerships and accelerate commercialization.
Funding for this initiative is available through the administrative funding pilot that was passed by Congress as a part of the reauthorization of the SBIR/STTR program. The admin funding pilot allows agencies to use up to 3% of the SBIR allocation for the implementation of new efforts and initiatives in 5 key areas that were selected as areas that can improve the overall program. Two of those areas are increased outreach efforts and initiatives to accelerate or facilitate commercialization. An exhibit at RESI fits both of these categories as it represents increased outreach by program staff and helps facilitate the partnerships that can accelerate commercialization. The invoice for this exhibit must be paid now due to the fact that RESI has limited presentation slots and exhibit tables available. RESI has agreed to hold the space and slots until May 31st, 2016 to allow time for processing.
RESI is a valuable conference with a proven track record of facilitating partnerships in several key sectors that match the sectors of the NIH and NCI SBIR/STTR portfolios. The RESI conference is designed to fill the void left by traditional investors by creating and qualifying 10 new categories of investors, including Family Offices, Venture Philanthropy, Patient Groups, Corporate Development, Virtual Pharma, Endowments, Foundation, and Angels. The conference creates meetings based on a common fit, which promotes compelling conversations, facilitating the development of qualified investor relationships. Program staff have attended past RESI conferences and noted the participation of the vast majority of major pharmaceutical companies as well as other key potential investors and partners of SBIR awardees such as family offices that provide capital and private investment firms. Potential partners of NIH SBIR awardees that have attended in the past include AbbVie, 5AM Ventures, Agilent Technologies, AstraZeneca, Bayer Healthcare, BD Biosciences, Boehringer Ingelheim Ventures, Bristol-Myers Squibb, Celgene, GE Capital, Samsung Ventures, Siemens Venture Capital and many more. In addition, SBIR awardees have attended the conference and noted that the investors’ business development representatives were a lot more available and interested in meetings than they are at much larger meetings where their focus is much more split. Thus, RESI represents an opportunity for current SBIR awardees focused on advancing the development of drug development candidates, cancer diagnostics, and cancer-related devices to have important meetings with the types of partners necessary to finance clinical development. In addition, RESI is an excellent opportunity for program staff to meet with cancer-focused startups attending the event that have projects suitable for SBIR funding.
