Solicitation N02CN75014-45 Amendment #3 –Questions/Responses
“Centralized Chemopreventive Agent Repository and Chemistry Support”
Solicitation N02CN75014-45 “Centralized Chemopreventive Agent Repository and Chemistry Support” Amendment #3 –Questions/Responses
1. It is still unclear if offerors are to provide Technical write ups for both the Base SOW, only Sample Task Order 1, or both as the answer to Question 26 refers to the Business Proposal. Please clarify. For reference purposes we note that the Base SOW includes 13 Tasks and is limited to 40 pages (the additional task being the transition out). Sample Task Order 1 includes 12 tasks and is limited to 85 pages (See pages 121 and 122 of the RFP). We have included the question and response for questions 27 and 26 at the end of this email for reference purposes.
The following is the question and response for question 27 (Amendment #2—added for clarity):
Technical Proposal Instructions – Offerors are instructed to submit a detailed work plan indicating how each aspect of the Base and Sample Task Order #1 Statements of Work are to be accomplished. These two Statements of Work are practically identical. Can the Government clarify what the expectation is for addressing the Sample Task Order #1 SOW as compared with addressing the Base SOW since both SOWs are nearly identical?
Response to #27: Please see the response to #26 for information.
The following is the question and response for question 26 (Amendment #2—added for clarity):
Attachment 3 - Statement of Work and Attachment 4-Sample Task Order #1- SOW are almost identical. Are the bidders to submit two separate Proposals? One for just the Sample Task Order #1 with only the Base Year priced?
And the other proposal for the main Attachment 3-SOW that is to price the Base Year and the Option Periods that will provide the budget for the full period of performance?
Response to #26: The cost reimbursement, Sample Task Order #1 is for a Period of Performance of twelve (12) months, with no term options. Its SOW is to include the majority of the IDIQ SOW task areas for pricing purposes. It is anticipated that the Sample Task Order #1 would be the first awarded task order. The Period of Performance for the IDIQ contract will be sixty (60) months base with no term options. Please see revised Attachment #17 for clarification on the business proposal format.
Amendment #3, Response to #1: My apologies for any confusion created. Only one (1) Technical Proposal is to be submitted divided into the Sections described in RFP Attachment #11. Please see revised RFP Attachment #11—"Additional Technical Proposal Instructions” for clarification on the technical proposal format.
2. To enable all the bidders to fully evaluate the answers and have the necessary time to issue and solicit the Vendor and Subcontract community, and especially Small Businesses for updated quotations (and in many instances new quotes) we respectfully request a two-week extension from April 9, 2018 to April 23, 2018. It is respectfully believed that this additional time will enable all bidders to negotiate lower prices, and hence be in a position to offer a lower, more competitively priced offer. Your consideration in this regard is greatly appreciated.
Amendment #3, Response to #2: After re-evaluating the project schedule for this procurement, it can accommodate an extension from April 9, 2018; 12:00pm ET to April 18, 2018; 3:00pm ET. Proposals are now due April 18, 2018; 3:00pm ET.

GENERAL INSTRUCTIONS:
A. The Offeror’s Technical Proposal encompasses technical discussion of Base and Sample Task Order #1 will be scored in accordance with Section M of the Solicitation. Scored Technical Evaluation Factors include: Technical Approach, Personnel, Facilities, and Organizational Experience, and Transition Plan.
B. Non-scored proposal factors are important to the overall contract award decision. All non-scored proposal attributes must be determined to be minimally acceptable. These must be addressed in the Base and Sample Task Order #1Technical Proposals. Discussion should be specific to address the respective Statements of Work.
C. All proposal information and documentation required as specified in the Solicitation should be included and listed in the Table of Contents with a page reference.
D. Offerors who propose subcontracts to perform portions of the Base +/or Sample Task Order #1 Statement of Work (SOWs) should clearly identify the specific task areas for which they plan to utilize subcontractors, as well as the method and level of integration between the prime and subcontractor(s), and the expected advantages of such an approach. If the proposed approach will involve a subcontracting arrangement, similar technical information must be provided in the Technical Proposal as that required for the Offeror, i.e., technical approach, methods, experience, personnel qualifications, facilities, resources, etc. The relationship between the proposed subcontractor and the Offeror must be clearly delineated.
E. The Government shall use the Offeror’s Technical Proposal to assess the Technical Approach, Personnel, Organizational Experience and Capabilities and Resources and Facilities. Offerors are apprised that for the evaluation under each technical evaluation factor, the Government shall confine its consideration to the section of an Offeror’s proposal that corresponds to that technical evaluation factor. Therefore, in the technical proposal, the Offeror should clearly mark each section to correspond with each technical evaluation factor, and ensure that all information which the Offeror wants the Government to consider for that technical evaluation factor is within the designated section, or, in the case of any attachments, is clearly referenced as incorporated into the correct section. Failure to do so means that the inappropriately placed information may not be considered under the technical evaluation factor.
F. No hardcopies are due. The proposal shall be submitted electronically using the Electronic Contract Proposal System (eCPS). Refer to Attachment 1 Packaging and Delivery of the Proposal for Use with eCPS for instructions.
