CONTRACT AWARD.
THE CONTRACT SCHEDULE SET FORTH IN SECTIONS B THROUGH H, HEREIN, CONTAINS CONTRACTUAL INFORMATION PERTINENT TO THIS SOLICITATION. IT IS NOT AN EXACT REPRESENTATION OF THE CONTRACT DOCUMENT THAT WILL BE AWARDED AS A RESULT OF THIS SOLICITATION. THE CONTRACT COST OR PRICE AND OTHER CONTRACTUAL PROVISIONS PERTINENT TO THE OFFEROR (i.e., those relating to the organizational structure [e.g., Non-Profit, Commercial] and specific cost authorizations unique to the Offeror's proposal and requiring Contracting Officer Prior Approval) WILL BE DISCUSSED IN THE NEGOTIATION PROCESS AND WILL BE INCLUDED IN THE RESULTANT CONTRACT. THE ENCLOSED CONTRACT SCHEDULE IS
INTENDED TO PROVIDE THE OFFEROR WITH THE NECESSARY INFORMATION TO UNDERSTAND THE
TERMS AND CONDITIONS OF THE RESULTANT CONTRACT.
SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS
ARTICLE B.1. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES
The Inherited Bone Marrow Failure Syndromes (IBMFS) include seven major syndromes (FA, dyskeratosis congenita [DC], Diamond-Blackfan anemia [DBA], Shwachman-Diamond Syndrome [SDS], severe congenital neutropenia [SCN], amegakaryocytic thrombocytopenia [Amega], and thrombocytopenia absent radii [TAR]), all of which have high risks of acute myeloid leukemia (AML); the first 3 also manifest high risks of solid tumors.
This study embodies the CGB research mission: Saving lives and improving quality of life in individuals predisposed to cancer. CGB defines the role of cancer susceptibility genes in cancer etiology, and translates this knowledge into evidence-based management strategies for persons at increased genetic risk of cancer, including counseling and clinical interventions. Cancer-prone families with IBMFS provide a unique opportunity to systematically study individuals with extremely high risks of specific cancers, and to offer targeted cancer screening and prevention strategies, genetic and cancer risk counseling, and evaluate germline and somatic genetic factors that may ultimately prove relevant to cancer etiology in the general population.
Participants start enrollment by speaking with the Family Studies Referral Nurse (a support services contract employee). If study team review confirms eligibility; family history and individual information questionnaire data are obtained, as well as medical records. These individuals and their family members become members of the IBMFS Field Cohort (FC), a subset of which comes to the NIH Clinical Center (CC) for detailed clinical evaluations. All first-degree family members are evaluated to quantify cancer risks for carriers of IBMFS genes, and to determine which features are syndrome-specific, and which are family-specific.
Data on cancer types and risks in the IBMFS are now understood by both the medical and patient communities in large part as a direct result of CGB IBMFS research. This has been accomplished through analyses of a growing cohort, an increasing number of reviews of the literature, and a collaborative analyses of data from other cohorts that expand or validate the findings.
In general, the contractor's tasks are similar for all of the syndromes, but it must be stressed that the IBMFS Program includes more than seven discrete cancer-prone disorders, which vary considerably in their presentation, phenotype and clinical needs.
This is a renewal procurement. The IBMFS Program was initially supported within the existing CGB Support Services Contract, but it grew to a size that made independent funding more appropriate. A separate IBMFS Contract was established in Jan 2006 and was funded continuously through 2011 and again from 2012-2016. The existing contract is HHSN261201100018C with Westat. This procurement is for the Support Services Contract for the subsequent 5 years, from December 1, 2016 through November 30, 2016
