PERFORMANCE WORK STATEMENT
COMMANDER, SUBMARINE FORCE, U.S. PACIFIC FLEET (COMSUBPAC) PERSONNEL
TRANSPORT SUPPORT-CREW TRANSFER VESSEL
1.0 BACKGROUND
Commander, Submarine Force (COMSUBPAC), U.S. Pacific Fleet, is a command comprised of over 9,000 Navy and civilian contractor personnel, and a fleet of 38 submarines homeported at Pearl Harbor, HI, Bangor, WA, San Diego, CA, Guam, and smaller commands located within the naval region that comprises Commander, Pacific Fleet Headquarters. COMSUBPAC provides warfare and strategic deterrence capabilities in carrying out the mission and interests of the United States of America. COMSUBPAC requires support for its Midshipman training program at Point Loma, San Diego.
2.0 SCOPE/OBJECTIVE
2.1 COMSUBPAC seeks contractor support to transport Navy personnel with a crew transfer vessel between Point Loma, San
Diego, CA to a Brief Stop for Personnel (BSP) location as designated by the Technical Point-of-Contact (TPOC) near San Clemente Island (SCI); a distance of approximately 70 nautical miles. The passenger and baggage transfers will be conducted during the period of 25 May - 16 August 2018, respectively. Refer to section 3.0 for passenger counts and specific schedule requirements.
2.2 Additionally, the contractor shall provide daily transport during this period for personnel originating from the Point Loma, San
Diego, CA location to a BSP location as designated by the TPOC, whereupon transported personnel will board a US Navy vessel. The location of this BSP varies day to day based on the situation, but is generally within five nautical miles of SCI.
Departure times from originating point will be designated by the TPOC.
2.3 The contractor shall provide return transport for personnel from the BSP location back to Point Loma, San Diego.
2.4 The contractor shall moor at Point Loma, San Diego on 25th of May 2018 for military safety inspection of vehicle prior to commencing work, and shall remain moored there until the commencement of operations on the 29th of May 2018.
2.5 Unscheduled weekdays of each work week may be utilized for transport services in the unlikely event of a Submarine schedule change or foul weather. Transport services will not normally be required on these days unless otherwise instructed.
3.0 PERFORMANCE REQUIREMENTS
3.1 The contractor shall provide personnel transport services on a crew transfer vessel possessing current
U.S. Coast Guard inspection certification, with full compliance to applicable Federal, State of California and local government regulations and requirements for vessels of this type.
3.1.1 The vessel shall be in a clean and well maintained condition, with all equipment/machinery serviced and fully operational in accordance with Original Equipment Manufacturer (OEM) specifications.
3.1.2 The vessel shall be capable of sustaining a cruise speed of at least 17 knots with a minimum passenger capacity of 49.
Additionally, the vessel shall have the capability to accommodate up to one piece of carry-on baggage per person.
3.1.3 The vessel shall have full communication and navigational capability, including the ability to conduct two-way communication with US Navy vessels.
3.1.4 The contractor shall provide a minimum 24 foot personnel gangway with railings to enable passengers to transfer to/from the contractor’s vessel to pier side or US Navy vessel. The gangway will be able to maintain an incline of no greater than 20 degrees when mating up to a naval ship with a free board of approximately 15 feet, when measured from the ocean’s surface.
3.1.5 The contractor shall be capable of transporting a food and linens load on the first day of each week. The food and linens load will be no larger than 10 palettes, each 40 inches wide, 48 inches long, and 36 inches high using an onboard hydraulic crane.
3.1.6 The crew transfer vessel shall have a crane of sufficient reach and capacity to deliver the pallets mentioned in section
3.1.5 onto the deck of the U.S. Navy vessel.
3.2 The Government may postpone a personnel transfer to/from the BSP location due to situational factors or inclement weather preventing transfer of personnel to/from the crew transfer vessel and the Navy vessel; in this case the transfer is to occur on the last scheduled workday of the week. The utilization of the last workday for personnel transfers shall not result in additional charges to the Government.
3.3 The crew transfer vessel must report to Point Loma on the morning of 25 May 2018 in order to conduct a security screening initiated by Commander Submarine Squadron Eleven. All screenings are provided by the government at no cost to the transfer vessel’s organization. In the interest of security, the vessel is required to stay moored at Point Loma when not in use over the course of the designated time period, with the exception of brief stops for refueling or other necessary maintenance. The crew is not required during in-port periods.

4.0 QUALITY ASSURANCE
4.1 The Contractor is responsible for implementing and maintaining a Quality Control Program (QCP) to ensure that the work performed meets or exceeds contract requirements and results in the correction of potential and actual problems. The QCP shall be implemented on the first day of contract performance. The TPOC will monitor the deliverables in section 3.5 to ensure the performance elements are met by receiving feedback from government personnel.
5.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES
5.1 GENERAL: The Government will provide the following equipment, supplies, and services listed below:

6.0 CONTRACTOR REQUIREMENTS
6.1 Performance of all work is restricted to US citizens and US nationals only. All work performed shall be in accordance with applicable Federal, State of California, local laws and regulation.
7.0 OTHER REQUIREMENTS
7.1 The Contractor shall furnish sufficient personnel to perform all work specified within this contract. The effort under this contract is full-time, Monday through Friday, work schedule as agreed upon by the Contractor and the Government, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential.
7.2 Contractor personnel shall be clearly identified (i.e. company shirt, pin, visible company ID, etc.) in a visible location as to who their employer is.
7.3 Contractor personnel shall not establish an employee-employer relationship with COMSUBPAC or provide personal services under this PWS. If Contractor employees are directed by any Government employee at any time to perform services not covered under this contract, the Contractor shall immediately notify the TPOC:

8.0 Enterprise-wide Contractor Manpower Reporting Application (ECMRA)
8.1 “The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Crew Transportation Services in support of COMSUBPAC via a secure data collection site.
Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
(1) W, Lease/Rental of Equipment;
(2) X, Lease/Rental of Facilities;
(3) Y, Construction of Structures and Facilities;
(4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY;
(5) S, Utilities ONLY;
(6) V, Freight and Shipping ONLY.
The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 9.0 NON PERSONAL SERVICE STATEMENT
9.1 Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.
10.0 BASE ACCESS
10.1 Commander, Navy Installations Command (CNIC), has established the Navy Commercial Access Control System (NCACS), a standardized process for granting unescorted access privileges to vendors, contractors, suppliers and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/ background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment, registration, background vetting, screening, issuance of credentials, and electronic validation of credentials at its own cost through a designated independent contractor NCACS service provider. Credentials will be issued every five years and access privileges will be reviewed / renewed on an annual basis. The costs incurred to obtain Navy Installation access of any kind are not reimbursable, and the price(s) paid for obtaining long-term NCACS credentials will not be approved as a direct cost of this contract.
