The NAVAIR METCAL engineering program, which encompasses all areas of Naval and Marine Corps aviation units where Support Equipment (SE)/Test and Monitoring Systems (TAMS), including reference Calibration Standard (CALSTDS), are used for research, development, design, construction, inspection, test, acceptance, maintenance, production, or operation of prime systems and equipment, has sole authority to certify and approve parts for use in all NAVAIR calibration laboratories. The NAVAIR METCAL engineering program has approved only the above parts for use.

4. Identification of the Justification Rationale (see FAR 8.405-6(b)) and, if applicable, a Demonstration of the Proposed Contractor's Unique Qualifications to Provide the Required Supply or Service.

In accordance with FAR 13.501(a)(1)(ii), this acquisition is being conducted under the authority of 41 U.S.C. 1901(e), Simplified acquisition procedures, Special Documentation Requirements, for Commercial Items.

5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d).

IET Labs, Inc. is the equipment manufacturer and does not use distributors to sell their equipment. The item being requested is in the Navy inventory. All support for this model number has previously been established and paid for by the government. Procurement of a new model number will result in additional instrument calibration procedure costs not expected to be recouped by the government via a competitive procurement. A total of 11 instrument calibration workload procedures would have to be duplicated if a new model number was introduced. Each procedure includes a procedure re-write, bench-test, quality assurance check, calibration interval analysis/change as required, publication costs, and data element/database support/updates at a cost of $21,285 per procedure for a total cost of $234,135.00, resulting in a substantial duplication of cost to the Government that is not expected to be recovered through competition.

6. A Description of the Market Research Conducted among Schedule Holders and the Results or a Statement of the Reason Market Research was not Conducted.

The Program Office experts in the field who 4.1.12 support are current on the trade studies and the technology environment, they maintain constant surveillance of the marketplace for these items and to date no other sources are capable of satisfying the Government’s requirements. In addition, mutable web searches have been performed for the listed models and IET Labs, Inc. is the equipment manufacturer and does not use distributors to sell their equipment

7. Any other Facts Supporting the Justification.

None

8. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers that Preclude the Agency from Meeting the Requirements of FAR 8.405-1 and FAR 8.405-2 before any Subsequent Acquisition for the Supplies or Services is Made.

The NAVAIR METCAL engineering program experts in the field who support 4.1.12 are current on trade studies and technology environment, they maintain constant surveillance of the marketplace for these items and to date no other sources have been found capable of satisfying this requirement. If NAVAIR METCAL identifies a potential source in the future, then the government can evaluate those proposals. Additionally, any future requirements that are identified will be competed according to the FAR and all applicable guidance.
