Specific characteristics of the material or service that limit the availablity to a sole source (unique features, function of the item, etc). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources. (Explain)

Vectorcast software is a tool used to provide software test automation for high quality software development. The TAWS software requires both the code coverage/system automation (VectorCAST/QA) and the unit/integration test tool

(VectorCAST/ADA). The VectorCAST/QA was purchased last year for the

TAWS development effort on the V-22 program, and since the same development team will handle both V-22 and F-18, this QA will be leveraged to support both programs. Thus only the ADA piece must be purchased at this time. All licenses are perpetual single site licenses. Also, training is required in order to allow the

TAWS team to use this new software tool efficiently, since it is controlling the safety-critical aspect of the software and no mistakes can be tolerated.

Vector Software Inc. is the owner / developer of these proprietary tools. Their sales department also sells their own product. While soliciting additional sources is always a good idea for a COTS product, bear in mind that Vector does not provide discounts to third party vendors, so it is a lock that their bid will be the lowest and they will win the award.

When we bought other Vectorcast software last year (contract number N00421-

18-P-0840) I was able to obtain quotes from two other vendors, who took the same quote (the one provided by Vectorcast to me) and added their mark-up to it, so their cost was obviously more expensive. Thus the contract was awarded to

Vectorcast. This time I asked both of same those 2 companies for a quote again, and neither complied, presumably because they could not provide the training piece. I suggest contracts put this contract out for solicitation, but I expect no one to compete with the developer’s pricing yet again.

It is important to note that no other product besides Vectorcast will do because the software is safety critical.

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

The requested material or service represents the minimum requirements of the government.

The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed. Describe the equipment you have now and how the new item/service must coordinate, connect, or interface with the existing system. (Explain).

The TAWS II Software Support Activity (SSA) is expanding its role to take over the F-18 TAWS software. The original source code is written in the software language ADA. The software developers for F-18 TAWS used Vectorcast software in its development, and the SSA must utilize this same Vectorcast for

ADA in order for us to properly support this safety-critical mission software.

Additionally, the SSA team supporting this software is mostly all new and so in order to efficiently and safely use this critical piece, training is required. This training is only offered by the manufacturer Vector.

A patent, copyright or proprietary data limits competition. The proprietary data is: (Explain)

Although this is a COTS product, Vector Software Inc. is the owner / developer of these proprietary tools and training. Their sales department also sells their own product.

These are “direct replacements” parts/components for existing equipment.

Other information to support a sole-source buy: (Explain)

I CERTIFY THAT STATEMENTS CHECKED, AND INFORMATION PROVIDED ABOVE, ARE

COMPLETE AND CORRECT TO THE BEST OF MY KNOWLEDGE. I UNDERSTAND THAT THE

PROCESSING OF THIS SOLE-SOURCE JUSTIFICATION PRECLUDES THE USE OF FULL AND

OPEN COMPETITION.
