About this file

The purpose of this modification is to revise SOW to more generic specification and for the additional scope of work. This solicitation will remain open until 3/29/2018, 5:00 PM EST. BE ADVISED: Your quote must contain enough technical information i.e. data sheet, drawing, specification, etc. for evaluation. The award will be made on the basis of lowest evaluated price of proposals meeting or exceeding the minimum requirement listed in the SOW under 3.0. Lastly, the offer must be TAA Compliant.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 16-Mar-2018 05:00 PM to 29-Mar-2018 05:00 PM.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

STATEMENT OF WORK

1.0 SCOPE

The Naval Air Warfare Center Aircraft Division (NAWCAD) is building an in-door lab that will allow autonomous coordination and navigation of multiple small UAVs and requires a motion capture system which can record multiple UAVs simultaneously while maintaining sub-mm positional accuracy.

2.0 BACKGROUND

NAWCAD is establishing an Autonomy Lab which will provide an indoor flight space that can simultaneously support a small number of small (under 6 lbs.) UAVs. In order to test the control and autonomy algorithms, an optical motion capture system is required that can track multiple UAVs simultaneously while in flight and provide real-time position and orientation information to the computer algorithms that are flying the UAVs.

3.0 REQUIREMENTS

The optical motion capture system shall meet the following requirements:

· Provide full coverage of the 32 ft. x 25 ft. x 14.5 ft. (L x W x H) flight space

· Provide and install a method or system for rigidly mounting the cameras

· Can be either free standing and bolted to the concrete floor or mount to the cinder block walls

· The cameras must allow for permanent installation or mounting on a tripod

· Track up to twelve (12) small UAVs with 4 markers on each UAV with an accuracy of < 1 mm

· The cameras must be capable of operating indoors or outdoors

· The imaging sensor must possess an electronic freeze frame shutter / global shutter that records the entire sensor image at the same exact point in time

· Cameras must be connected via 1 Gigabit Ethernet and powered via PoE+

· The camera must transmit additional 2D tracking information to the host PC

· End to end latency from observation to availability of the 6DOF data in the client application not to exceed 7ms

· Uninterrupted 6DoF positional data when object visibility is reduced to a single camera.

· Demonstrated ability to track up to forty-eight (48) markers

· Software that fuses the data from cameras and provides data on the position and orientation of up to twelve (12) UAVs with four (4) markers on each quadcopter

· Installation and calibration of the entire system to include:

· Peripheral hardware required to connect cables from individual cameras to a computer

· Cable suitable for carrying data from each camera to a computer

· Hardware for mounting all cameras

· Accessories required for calibrating the system

· On-site training

· Warranty for a minimum of twenty-four (24) months from the date of installation and calibration

4.0 DELIVERABLES

Contractor shall deliver and install the following items to the following address:

Department of the NAVY

ATTN: ***************

Building 2187 48110 Shaw Road, Patuxent River MD, 20670
