N00421-16-R-0018 Industry Q & A 2nd iteration/Government Responses
Industry Question
Government Answer
1
The word doc titled “N00421-16-R-0018_Solicitation_Amendment_0001” appears to be an identical copy of the original RFP and does not list anywhere in it that it is “Amendment 0001” and thus no stated submission date extension.
The incorrect document was loaded to FBO. The updated solicitation has been loaded to FBO. The extension is clearly located on the main page of the solicitation as “Added: May 25, 2017 2:20 pm **Notice to offerors**
The Industry Q&A's are now posted and the proposal submission date has been moved to 22 June 2017, 4PM Eastern Standard Time. Attached also are an updated PBWS & Solicitation.”

The Answer to Question #2 states that a revised Attachment 5 would be issued with a forthcoming RFP amendment. It does not appear to be included in Amendment 0001 so when does the government anticipate that it will be provided?
The RFP has GFP as Attachment 4. FBO has GFP as attachment 5. The attachment name has been corrected to Attachment 4 and loaded to FBO.

The PBWS has not been amended to include NAS North Island as Government Provided Facilities. Suggest it be modified with language similar to that contained in the current contract’s PBWS para 3.8.2 (shown below) and include the referenced MOU Attachment:
3.8.2 West Coast
The Government has designated a base for the propeller aircraft on the West Coast at NAS North Island, CA. The Government will provide facilities at no cost to the Contractor at NAS North Island in accordance with the Memorandum of Agreement (MOA) attached at Section J of the contract. The Contractor shall maintain all assigned spaces in a clean and hazard-free condition, and keep base operations officer and public works officer advised, in a timely manner, of any and all discrepancies within the authorized areas of responsibility. Upon vacating the premises, the Contractor shall ensure that all assigned spaces or equipment are in the proper order and cleaned. The Contractor shall be liable for any damage or misuse of the facilities or equipment. The Contractor’s use of the base at NAS North Island is discretionary, however, the Government will not reimburse the Contractor for any additional costs as a result of using West Coast basing other than at North Island.
PBWS has been amended to include Basing verbiage for East Coast and West Coast.

Section L, 3.3 Use of Government Furnished Property.
“If the Offeror proposes/requires the use of Government Furnished Property (GFP) or Government Furnished Information (GFI), then the Offeror shall provide:
· A complete description of the required GFP/GFI including part number and serial number, if applicable.
· Where the GFP/GFI is to be located.
· The name, organization, completes address and telephone number of a cognizant Government point of contact.
· In the case of GFP/GFI accountable to other Government contracts, a copy of the correspondence authorizing use of such GFP/GFI on this contract.
· The monetary impact to the Offeror’s proposal if the proposed GFP/GFI is not provided as GFP/GFI.
Attachment 4, “Scheduled Government-Furnished Property (SGFP),” specifies the Government Property to be furnished.”
Questions.
a. Attachment 5- Scheduled Government Furnished Property does not list any of the above information. As only the incumbent currently has the aforementioned GFP in Attachment 5, can the Government provide the above information to all bidders for compliance with Section L, 3.3?
b. If unable to provide the information to all bidders, can the Government provide a rationale for withholding such information?
c. If unable, would the Government consider removing the requirements of Section L, 3.3 for evaluation?
A complete List of GFP is attached to the solicitation in Attachment 4. The GFP attachment was incorrectly named in the original solicitation.
a. The GFP list provided in this solicitation is not required to list such items. This Section L 3.3 requirement is asking if the Offeror proposes the use of GFP, the Offeror shall provide the requested information.
b. Attachment 4 is provided.
c. Government will not consider removing the requirements of Section L, 3.3. Please propose in accordance with the solicitation.

There appears to be inconsistency between Q&A 8a and Pg 13 5252.216-9506. Which is correct 6,000 or 98,400?
An incorrect version of the updated solicitation was loaded to FBO; the correct version is now loaded.

As referred to in paragraph (b) of FAR 52.216-22 “Indefinite Quantity" of this contract, the contract minimum quantity is 98,400 Flight Minutes and the maximum is the ceiling value of the contract.
