1 INTRODUCTION
The Naval Air Systems Command (NAVAIR) Ranges Sustainability Office (SO) supports the fleet’s sustainable readiness by ensuring the NAVAIR Team has access to ranges, facilities, resources and public support for its test, training, evaluation, and experimentation mission. The SO is responsible for maintaining the National Environmental Policy Act documentation for NAVAIR Ranges and reviewing operations for consistency with these documents. The SO addresses encroachment issues facing the ranges and provides environmental management services for range owned assets. The SO also provides Environmental, Safety, and Health (ESH) planning support to the NAVAIR Program Manager Air (PMA) offices.
The SO at the Naval Air Warfare Center, Aircraft Division (NAWCAD) is responsible for implementing the NAWCAD Final Environmental Impact Statement (EIS) for Increased Flight and Related Operations in the Patuxent River Complex, Maryland. The EIS includes all flight and ground test facilities at Naval Air Station (NAS) Patuxent River and Webster Field Annex, as well as the restricted airspaces, aerial and surface firing ranges and targets (Hooper, Hannibal, and Bloodsworth Island, located in the Chesapeake Bay) that comprise the Inner Range (formerly the Chesapeake Test Range). The EIS is a proactive planning tool for environmental compliance that ensures NAWCAD continues a positive relationship with the community, while simultaneously accomplishing its naval aviation test and training mission.
