Statement of Work Ground Replay System Engineering Tool Enhancements 9 July 2014

1. SCOPE

The Naval Air Warfare Center Aircraft Division (NAWCAD) Code 4.5.1.14 has a requirement for sustained development of software/hardware design and improvement of the Ground Replay System (GRS) engineering tool. Improvements include expanded requirements of High Duty Cycle (HDC) and concurrent processing of coherent active and passive signal data and Advanced Processing Build (APB) with new concept demonstration. These requirements are in support of Maritime Patrol and Reconnaissance Aircraft (MPRA) Post-Flight Analysis (PFA) research and engineering capability. Additionally, this requirement includes a software merge of the GRS capabilities, software, and Operator Machine Interface (OMI) into the Space and Naval Warfare Systems Command (SPAWAR) Tactical Mobile Acoustic Sensor System (TacMASS).

These efforts will include design, development, test, evaluation, installation, and integration of new GRS product releases, participation in MPRA scientific testing and development efforts, off-site Developmental Test (DT) and Operational Test (OT) and development, post-mission data analysis, and development of GRS Fleet training programs, documentation, and analysis.

1.1 Background

The Multi-static Active Coherent (MAC) system represents a new tactical phase in Anti-Submarine Warfare (ASW) supporting the MPRA community. Along with the current MAC system, the Naval Air Systems Command (NAVAIR) is introducing expanded MAC enhancements with new concurrent capabilities requiring extensive PFA functionality. The current TacMASS continues to fall short of supporting the current and foreseeable needs of the MPRA community, degrading the proficiency of the Tactical Mobile (TacMobile) system to process acoustic data for a timely PFA. MPRA ASW effectiveness relies on effective and timely post-mission analysis. These known paucities continue to challenge the MPRA community with a rapid post-assessment of the MAC ASW missions flown. The GRS engineering tool has effectively provided the sustained ability to replay MPRA mission data.
