1.0 INTRODUCTION

The mission of the Airborne Maritime Surveillance (AMS) is to provide surveillance to support a wide variety of testing. The primary AMS mission is to ensure DoD Ranges are clear to support missile testing and fleet training exercises. This testing consists of sub-surface, surface, and air testing with a number of multi-service projects for the Research, Development, Test and Evaluation (RDT&E) community at Pacific Missile Range Facility (PMRF), Hawaii as well as other DoD Ranges. This contract will provide range clearing support for missile testing performed by the Theatre Missile Defense Systems and Naval Base Ventura County Ranges. Additionally, this contract will provide range clearing in support of fleet training exercises. During the testing/training, missiles may cover a distance of several thousand miles, whereby ships and private surface vessels need to be notified of the operation.

2.0 SCOPE

2.1 The contractor shall provide AMS range clearing for DoD ranges. Tasking is extremely high priority as it involves the safety of military, commercial, and private surface ships/vessels.

2.2 The contractor shall provide range clearing support for DoD ranges with two (2) aircraft equipped with radar and communications systems. The contractor shall provide two (2) aircraft, equipment, personnel, materials, travel, per diem, and other ground and flight costs except as provided herein. The contractor will be provided an in-depth briefing upon arrival at the tasked agencies site. Along with the briefing, the aircrew will be provided a schedule for the tasking period.

2.3 Ferry (CLIN 0001) The range clearing aircraft will be based at the contractor’s facility. The contractor will ferry the aircraft to and from mission location.

2.4 Mission (CLIN 0002) During the missions, when making contact with a surface vessel, the range clearing aircraft will attempt voice communication with the vessel. If voice communication is unsuccessful, the range clearing aircraft will descend to make a visual identification and transmit the identification information back to the Range Control Officer. The Range Control Officer will provide guidance to the contractor for any additional actions.

2.5 Mission Backup (CLIN 0003) This CLIN will be utilized when additional hours are needed to complete the mission and all mission hours from CLIN 0001 have been exhausted.
