Defense Biometric Identification System (DBIDS):
Commander, Navy Installations Command (CNIC), has established the Defense Biometric Identification System
(DBIDS) to improve management and force protection at Navy installations. The Navy has transitioned from using the Navy Commercial Access Control System (NCACS) to the DBIDS for contractors and vendors requiring access to an installation. DBIDS is a standardized process for granting unescorted access privileges to vendors, contractors, suppliers, and service providers not otherwise entitled to the issuance of a Common Access Card (CAC) who seek access to and can provide justification to enter Navy installations and facilities. Visiting vendors may obtain daily passes directly from the individual Navy Installations by submitting identification credentials for verification and undergoing a criminal screening/background check. Alternatively, if the vendor so chooses, it may voluntarily elect to obtain long-term credentials through enrollment registration, backing vetting, screening, issuance of credentials through a designated independent contractor DBIDS service provider.
Enterprise-wide Contractor Manpower Reporting Application (ECMRA)

3. EXISTING CONDITIONS:
3.1 B2222 SEWAGE PUMP STATION EXISTING CONDITION:
3.1.1 Pump Number 2 (P-B21), as are the GFE pumps to be refurbished, are Wemco-Hydrostal Screw
Centrifugal Pump Model F4K-S-F2S, Arrgt F Vertical Dry Pit Water Lubricated Packing.
CW Rotation viewed from pump shaft extension. Material: cast iron w/316 Stainless Steel impeller and suction liner
Pump is rated at 720 GPM, 118 feet head and equipped with 50 HP-1750 RPM vertical motors and each has dedicated VFD installed for speed control.
Serial Numbers: TBD
3.1.2 Existing pump displays excessive leaks and performance is reduced to 400 GPM. The packing surface has become thin and highly oxidized and no longer provides good shaft seal and due to this failure there is a possibility that the shaft has been misaligned and consequently damage seals and bearings. The impeller is likely ground down which has reduced the discharge rate.
3.1.3 Two similar GFE pumps were previously removed in similar condition to Pump Number 2.
3.2 LIFT STATION D5 EXISTING CONDITION:
3.2.1 The dry well discharge manifold has settled causing a five to ten-degree vertical misalignment in the pipe.

Jack-stands shall be affixed to the floor and be located on the discharge end and between each pump connection without preventing access to other equipment.
4.3.2 Install new flexible expansion/contraction concentric rubber reducer for the 3 pump connections to the discharge manifold. Remove existing expansion joints, Metraflex or PROCO Style RC-221, 8-inch to 6-inch concentric reducer. Provide cut sheets to Public Works for approval / concurrence prior to installation. Replace to match existing or approved equal. Where flanges are disconnected, remove gaskets and clean flanges to a smooth finish. Field verify flange sizes and replace gaskets with like in kind. Material shall be suited for sewage service.
