2.0 Scope:
2.1 Technical Assistance Services (TAS)
Contractor shall provide full-time On-Site Technical Assistance (OSTA) support by one (1) manufacturer certified technician in Yokosuka and one (1) Manufacturer technician in Sasebo who are OEM-trained/certified (Avaya, Nortel, or GenBand) to support digital switching systems requirements. The manufacturer certified technician in Yokosuka will also function as the Site Lead for this effort. Technicians will be responsible for initial troubleshooting support, emergency response, on-site training (hands-on support instruction to government O&M providers), peripheral equipment support, and project/engineering support as required. The technician will be on site Monday through Friday between 0800 - 1645 Japan Standard Time and will receive day to day direction from the Site Lead or the Contracting Officer’s Representative at the respective location. The contractor shall ensure that remote engineers are available to help diagnosis and solve any switch issues that the onsite tech requires assistance on. The Technical Assistance Center is available 24 x 7 x 365. This service is for all Nortel\Avaya\GenBand equipment and voicemail outlined in Appendix A.
2.1.1. OSTA personnel shall have a minimum of fifteen (15) years of experience providing technical support and service on the Nortel\Avaya\GenBand family of telephone switches. OSTA personnel shall be equipped with the necessary technical documentation, tools and test equipment needed to accomplish the OSTA service required. Upon contract award, the contractor will have six (6) months to train and provide certification on the GenBand, Nortel, and/or Avaya communications manager (CM) families.
2.1.2. OSTA personnel may be required to travel occasionally to other areas in the region in support of “emergency demand maintenance” on failed telephone switching equipment as a term and condition of this contract. Travel, to the sites listed in paragraph 3.0 while infrequent, will be the responsibility of the contractor. Extended travel beyond 7 days is not anticipated as OSTA technicians should be able to mitigate outages in a timely manner. All contractor personnel required by the contract to provide OSTA overseas shall possess all required passports and visas and shall have obtained all required immunizations prior to such employment. In addition, the contractor shall obtain for those personnel departing from CONUS all necessary clearances and identification. All OSTA personnel shall have and maintain at least a SECRET security clearance for access in secure governmental facilities. Inability by the contractor to obtain, or delay in obtaining, required passports, visas or other requirements for overseas support, shall not be construed as a cause for an excusable delay in performance of the contract. Expenses of passports, visas, security clearance, and immunizations are solely those of the contractor, and are not direct reimbursable expenses.
2.1.3. Contractor shall provide remote maintenance, diagnostics, routine technical assistance, and emergency technical assistance services (ETAS) (emergency status determination resides with the Government). In addition to technical assistance, contractor shall perform testing, diagnostic fault isolation, problem resolution, and system restoration from the contractor’s facilities for all systems/subsystems identified below for NAVCOMTELSTA FAR EAST voice switching systems. Remote support includes both telephonic assistance and direct remote access to this switch, via available means.

CLARIFICATIONS:
- How will work be received? Trouble tickets? Is there an estimate on the number of trouble tickets? KTR need a system for receiving trouble tickets?
(A) BCO has a system for trouble tickets that currently exists and is used to transfer workload to the KTR and government staff. If needed the contractor escalates the troubles to the DISN Customer Call Center (DCCC). The contractor is required to have knowledge of the escalation process but the DCCC is a government entity. Local troubles that do not require escalation are estimated to be 7 a week.
- What type of project engineering is anticipated?
(A) Telephone switch and peripherals. Also, may need to assist with Customer Premise Equipment (CPE).
- Are there any applicable maintenance standards that should be included as references? It would also be helpful to know the advance replacement schedule, condition of existing equipment, etc
(A) Helmsman and Nortel/Avaya telecom practices.
- How often will testing, diagnostic fault isolation, etc... be required?
Just as necessary to resolve outages?
Automated test logs are reviewed/corrected daily. Manual testing is done on an as needed basis.
- It's probably not realistic that emergency calls on Diego Garcia will be responded to in one hour. (Here I'm guessing this refers to remote accessing in within 1 hour to start troubleshooting)
(A) Definitely remote access.
- Will the contractor maintain the government furnished parts? Or will the BCO? (Based on previous email, I believe the BCO keeps all the spare parts themselves and are only provided to the contractors on an as needed basis)
(A) Government (BCO) is responsible for maintain all government furnished parts.
- What if repair is not possible? Will the contractor be required to procure new parts on behalf of the Government?
(A) If a repair is not possible and the parts are under the $10,000 threshold, the contractor can then do the procurement.
If this is a catastrophic failure, the government will be responsible to do a contract modification or do a separate contract for procurement.
- Copies of all warranties should be provided to the contractor.
- 2.1.3 what means of remote access are anticipated? Does NCTAMS have a preference?
(A) Remote access will be performed by a 56K modem that is not continually connected. Once this remote connection is required, this connection is established.
- 2.2.3 How often are these emergencies anticipated? Where will the parts come from? Will Government furnish or is the CTR required to maintain a stock for emergencies? (Again based on previous email I believe this is all government furnished and if the government does not have the part in stock a separate purchase request would be submitted to have a new contract done to purchase the needed part)
(A) The BCO anticipates one emergency year for contract purposes. Parts will be provided by the contractor up to $10,000 per year if the parts are not in the government stock. Any additional parts required are the government’s responsibility to procure/provide.
- How will the monthly status report differ from the trouble ticket report?
Includes open and closed trouble tickets?
(A) Specific details including switch status are included in the monthly report plus all open/closed tickets. Additionally there is an automated report generated from the telephone switch that is added. This gives the COR an overview of the switch performance.
(A) Trouble ticket reports are specific to the trouble tickets generated.
- 4.2 how will defects in repairs be handled?
(A) Any part provided that the government identifies as defective will be returned to the contractor for a like part replacement.
What about trouble tickets that have been open for an unacceptable period of time?
(A) As previously stated, all trouble tickets that cannot be done locally are referred to the DCCC. Any items that are local that are beyond the knowledge of the on-site technician are given to the contractor’s higher level technical support (Tier 3).
- 6.3 will the Government be furnishing tools? Space for replacement parts?
(A) All tools will be government provided. Replacement parts will be government provided except as specified in para 2.2.
