STATEMENT OF WORK

STATEMENT OF WORK

1. DESCRIPTION OF SERVICES:

The contractor shall provide all management, labor, tools, parts, supplies, equipment, lodging, transportation and other necessary items to perform full preventative maintenance (PM) service and/or repair of one (1) Tescan Vega-3 XMU Scanning Electron Microscope (SEM).

The Tescan SEM is equipped with a Thermo Scientific Energy Dispersive X-ray Spectroscopy (EDS) unit in one port of the vacuum chamber, which the vendor will not be responsible for servicing. The SEM and EDS system are located at NUWC Division, Keyport. The SEM was installed from August 13 to 16, 2018. The current annual maintenance service contract for the SEM expires on September 8, 2022 per contract N0025319P0239.

During the performance period, the contractor shall maintain all features and performance benchmarks in accordance with the manufacturer’s (Tescan) levels and to applicable standards for all systems. The period of performance for the base contract shall be for one calendar year.

The equipment covered by this statement of work consists of the following:

Tescan Vega-3 XMU Serial No. 118-0115 BSE (Back-scatter unit) detector-retractable motorized LVSTD detector (Low-vacuum unit) – up to 500 Pa Chamber View Camera Optical Stage Navigation (Positioner Extension) Silencer box for scroll pump Control Panel Scroll Pump Controller computer Turbomolecular Pump, Large

Subject: Service contract for Tescan Vega-3 XMU Scanning Electron Microscope system, S/N 118-0115.

Background: The single Tescan Vega-3 XMU Scanning Electron Microscope (SEM) is used to analyze the surface topography and elemental variations of conductive and non-conductive components in both secondary and backscatter electron imaging. The SEM can be used to examine a sample surface from 1.5X to 1,000,000X magnification. The SEM filament activation and magnification is controlled via the Tescan VegaTC software on a computer. The electron beam produced by the SEM excites the electrons on a sample surface to produce an image and releases X-rays that are used to produce an elemental spectrum detected by the Thermo Scientific Energy Dispersive X-ray Spectrometer (EDS), which is mounted through a port in the SEM chamber. The SEM filament operates in a high vacuum environment, which is created inside the column using a series of pumps (scroll and turbomolecular). The SEM is compliant with the requirements of NAVSEA S0420-AA-RAD-010, the Radiological Affairs Support Program Manual.

2. PLACE OF PERFORMANCE:

Maintenance and repair shall be accomplished onsite at NUWC Division, Keyport.

3. GENERAL INFORMATION:

The contractor shall provide trained personnel and furnish all labor, tools, parts, materials, equipment, lodging, transportation, and other necessary items to perform extended maintenance and repair of one Tescan Scanning Electron Microscope (SEM) system. All work shall be completed by the contracted vendor representatives. No subcontracts to another company or oversight by a prime contractor to another agency/vendor is authorized. All communication related to the service of the equipment shall be directly to the company who has the knowledge and skills to repair the system. This SEM/EDS system is used for testing metals, nonmetals, electronic components and other materials submitted to the Failure Analysis Laboratory.

4. REQUIREMENTS:

This document specifies the minimum and/or nominal requirements for the full service maintenance and repair of one Tescan Scanning Electron Microscope and the accessories listed in section 1 above. This service/maintenance contract includes unlimited emergency service visits for the SEM due to normal operations, two preventative maintenance (PM) visits per year, and unlimited telephone/internet applications support. All replacement parts and freight/insurance costs shall be covered under this proposal, as well as all engineer travel and labor. The contractor shall follow procedures outlined by the original manufacturer for these services of the above pieces of equipment. All contractor field maintenance technicians shall be trained by the manufacturer (Tescan) for the specific equipment (Tescan Vega-3 XMU SEM) to be maintained. The contractor shall use only new or refurbished like-new Original Equipment Manufacturer (OEM) parts, or other similarly certified parts in making sure that the instrument is fully functional.

Radiation safety: The SEM is a source of ionizing radiation. Following any SEM service, the SEM system shall meet all federal and Naval radiation safety requirements for SEM equipment, including the Department of the Navy’s Radiological Affairs Support Program Manual NAVSEA S0420-AA-RAD-010, to include that radiation levels shall not exceed 0.5 mrem/hr (5.0 microSv/hr) five centimeters from any external surface of the unit (measurements shall be made with the unit operating at a voltage and beam current that yields the highest output). The emitted radiation levels will be verified as needed by the NUWC Radiation Safety Officer following the service visit.

5. CONTRACTOR TASKS:

5.1 Preventative Maintenance, Service, Calibration, and Repair:

5.1.1 Each system or subsystem machine shall be tested to determine its functional performance and accuracy. All malfunctions shall be repaired to OEM specifications. The SEM system shall be fully operational and serviceable after completion of PM, calibration, service and repair. The contractor shall demonstrate to the lab personnel or designated alternate that the systems are fully functional/operational after completion of PM/service.

5.1.2 Two PM service visits shall be scheduled per contract year. These visits will occur at reasonably spaced intervals as specified by the contractor and in consultation with lab personnel. These calls shall be scheduled Monday through Friday, 0800 to 1700 hours PT. PM service visits shall be scheduled approximately every six months.

After every PM service, the SEM shall be operated and images captured to ensure that the SEM is functioning properly and accurately to OEM standards. During the course of the service visit, the contractor will undertake: i) ordinary repairs and adjustments arising from normal usage of the system; ii) a compliance review of the system; iii) regular repairs, adjustments, cleanings and/or alignments as the OEM deems reasonably necessary for the proper functioning, long-term performance and reliability of the system.

5.1.3 Subject to product availability, the contractor shall make commercially reasonable efforts to ship replacement parts within forty-eight (48) hours after identifying the need for a replacement part. The contractor shall use only OEM approved consumable parts in making sure that the equipment is fully functional. Off-brand parts not approved by OEM shall not be used as replacements on any of the SEM/EDS equipment. The contractor may, at its sole discretion, exchange and/or repair and modify existing component parts of the system, so long as it does not significantly diminish the functionality of the system.

5.1.4 The contractor shall provide all consumable parts and components for completion of the preventative maintenance, including all items for regular pump care. The contractor shall use only OEM approved consumable parts in making sure that the equipment is fully functional.

5.2 On-Call Service:

During periods when no contractor personnel are on site, the contractor shall provide timely technical support over the phone, e-mail, or internet for the duration of the contract for repair and maintenance of the system. The contractor shall provide lab personnel with a phone number and e-mail address for service calls and questions. This phone number should have a low frequency of use and should be monitored during normal business hours five days a week during normal business hours. Service/repairs may be needed on a single piece of equipment, or any combination of the equipment described in section 1. Support will include replies to questions about general operation, use, and service issues that can be diagnosed and/or resolved via remote support.

5.2 Emergency Service:

Customer may place corrective maintenance service calls, at no additional cost, in the event of system failures requiring immediate repair. The vendor will make commercially reasonable efforts to respond promptly to such requests. Should the SEM become inoperable or fail to perform to specifications due to a failure associated with the system and it is deemed that it is not the result of operator error, abuse, or misuse; the contractor shall make the appropriate repairs at no charge to the government. The contractor shall to the best of their ability provide any emergency repair visits, within four (4) business days, which could not be resolved over the phone with a reasonable amount of effort. Service/repairs may be needed on a single piece of equipment, or any combination of the equipment described in section 1. In the case of an emergency service request, except for components that must be returned to the factory for service, contractor will use its best efforts to complete repairs within six (6) working days at no cost to the government, after telephone notification to the contractor that emergency service is needed. The contractor shall continue to follow all repair procedures recommended by the manufacturer and shall execute a complete service call. After every emergency service, the SEM shall be operated and images captured to ensure that the SEM is functioning properly and accurately to OEM standards.
