OFFEROR QUESTIONS AND ANSWERS
YTT-11 ROH Offeror Questions and Answers – N0025319Q0259 Question 1: Will the government be providing a Price Sheet or should the contractor provide their own?
Answer 1: No, offerors are to provide a price for each CLIN with exception to CLIN 0001 – CDRLs which is Not Separately Priced.
Question 2:
1)YTT-11 item 7.6.8, calls for 10 pieces of Galley/Mess equipment to be replaced.
7.6.8 Galley/Mess Upgrade REV 01
This SHIPALT replaces existing Galley and Mess Deck equipment, to reduce maintenance requirements and to update grease interceptor hood fire extinguishing system. Specific items to be replaced include the under counter refrigerator, coffee maker, ice/water dispenser, cold food counter, under counter icemaker, electric range/oven, grease interceptor hood, dishwasher, and food warming table. The existing trash compactor is to be removed and replaced with a storage cabinet having the same size.
2)Paragraphs 7.6.8.1.1 thru 7.6.8.1.1.4 says to replace only 4 items. Which is correct?
7.6.8.1 Accomplish the requirements of SHIPALT YTT/0039D REV 01 in accordance with 8565704, 8773992, 8773993, 8774003, 8774004, 8774005, and 8797585. Repair damage to preservation and decking systems in way of this work. All material shall be procured by the Contractor.
7.6.8.1.1 Replace ONLY the following new equipment:
7.6.8.1.1.1 Under counter refrigerator.
7.6.8.1.1.2 Ice/Water Dispenser
7.6.8.1.1.3 Electric Range/Oven
7.6.8.1.1.4 Grease Interceptor Hood
7.6.8.1.2 Accomplish removal of trash compactor and replace with cabinet per SHIPALT
YTT/0039D REV 01.
The drawing does not match the items called for to be replace in paragraph 7.6.8. (A) The cold food counter, Undercounter icemaker and the food warming table are not (hashed out) indicated to be removed on the drawing. (B) On the drawing the coffee maker is listed as to be retained for reuse. (C) The Freezer and refrigerator is listed on the drawing as being replace, but is not listed in paragraph 7.6.8. The specification says two different things in paragraphs 7.6.8 and
7.6.8.1.1 and the Galley Equipment upgrade drawing 8774004 sheet 2 “hashed marked equipment” for removal does not match the specification paragraph 7.6.8.
Answer 2: Replace only the following equipment:
1. Under counter refrigerator
2. Ice/Water Dispenser
3. Electric Range/Oven
4. Grease Interceptor Hood
5. Remove trash compactor and replace with cabinet per SHIPALT YTT/0039D REV01
Question 3: What type of hangers are required? Item 7.7.11 drawings state “adequality support for vibration and expansion”, the only information I can find is in the reference DWG 6500847, Item #1 is drawing 505-6348482 Piping Standard Detail, which was not provided.
Can you provide this drawing?
Answer 3: 6501097 STANDARD PIPING DETAILS and 860283 PIPE HANGERS will be provided via CD-ROM.

Answer 8:
Estimated to be 10,500 square feet.
Question 9:
Paragraph 7.4.3 Freeboard does not mention preservation square footage.
Please provide the square footage of the Freeboard Six Inches Above Upper Boot Top Limit to Upper Limit of Side Shell and Transom Plating.
Answer 9:
Estimated to be 5,000 square feet.
Question 10:
Contractor does not have adequate time to complete an accurate proposal by the current bid due date because of slow responses from Vendors and Subcontractors solicited for this proposal due to the upcoming holiday schedules. Additionally we are still missing drawings that have not been received and require time to perform the upcoming ship check, submit any new questions that arise from the ship check, allow the Government time to answer those questions and for us to incorporate into our proposal.
Contractor respectfully requests a bid extension from 09 Jan 2020 to 28 Jan 2020. Additionally, please extend due date for offers’ questions.
All of the above requested change is necessary to allow contractor time to review entire specification, references and drawings, submit requests to subcontractors, assemble and submit a proposal that will be clear, unambiguous and the best value to Government.
Answer 10:
The government will extend the offer period until 16 JAN 2020.
Question 11:
Section 7.6.9 Engineers Control Booth Door Replace The right hand side of the door, if viewing from the engineer room, presents significant problems for the removal and installation of a new door. The interior of the space houses the switch board. The switch board covers a portion of the door frame. During the ship check, the Chief Engineer advised that the switch board could not be removed. The exterior right hand side has a large automation electronics control cabinet that sits approximately 3” away from the door frame and the bulkhead. We were told this also could not be removed. Without suitable access to these areas, removal and reinstallation of the door frame will not be possible. Please advise how to achieve suitable access to this area?
Answer: 11:
No answer provided. Offerors must bid using available information.
Question 12:
7.4.6 Main and Knuckle Crane Preservation
Section 7.4.62 states “with the COR prior to start of preservation to designate all areas and markings to be painted and restored”. The Navy will need to advise what areas and markings are to be restored on these cranes at this time. Without knowing what the Navy wants painted, there is no way to provide an accurate price quote for this work.”
Answer 12:
For the main crane and the remotely operated vehicle crane, 100 sq feet on each crane are to be preserved, and on the knuckle crane a full preservation is called out. It is expected that a platform will be required to accomplish the work on any of the cranes. It is expected that some areas will need to be masked off on the knuckle crane. See PDF 191212-N-MV201-85 provided separately as an example of a label plate. This and other pictures show the amount of markings on each crane.
Question 13:
7.7.19 Procure New Propeller
Section 7.7.19.5 calls for the contractor to provide a “Qualified Inspector at the mfg facility as well as the installing activity to provide a signature that indicate a satisfactory inspection was completed.” Please advise what inspection criteria are required for the inspection?
Please advise what qualifications the inspector needs to have in order to sign off on this requirement?
Answer 13:
A cognizant material person is to conduct a visual inspection of the propeller to make sure that there are no defects at the time of inspection and compared to how it was received.
Question 14:
Section 7.7.19.5 requires a Propeller Certification form NAVSEA 9245/1 be completed. This form is required when a full NAVSEA level inspection is needed which utilizes cylindrical gages, edge gages, tip gages, fillet gages and involves preservation packaging. Please advise if the NAVSEA 9245/1 form and associated inspection is required for the purchase of this propeller?
Answer 14:
No, the 9245/1 form and inspection are not required for purchase.
Question 15:

Answer 16:
Eagles Hydraulics of Auburn, WA has support traction winch overhauls in the past. Fitz-Culver, the traction winch manufacturer may be able to direct the bidder to technical representatives in the area.
Question 17:
While on the ship check last week there was some confusion in regards to the actual scope for
CLIN 003-
ꞏ Please confirm that the expected work scope for CLIN 003 is only the difference in work scope between Rev 0 and Rev 1 of the SHIPALT specified
ꞏ Please confirm that YTT-11 has already had Rev 0 performed as stated in para 7.6.1
Answer 17:
YTT-11 has not had Rev 0 performed. REV 1 includes REV 0 work, but this SHIPALT has not been accomplished at all on the YTT-11, so the work is in its entirety. The work in REV 1 of the SHIPALT includes everything from REV 0 as well.
Question 18:
Please provide clarification in regards to the rating and part number of the A/C unit to be installed as part of the SHIPALT. There was a question during the ship check in regards to unit listed in the SHIPALT being a higher rated tonnage than the existing unit on the YTT-11 or the installed unit on the YTT-10 that has had the ALT completed.
