NOTE 2: Offers shall be FOB Destination pricing to the following:

Pick-up and delivery will be from either the KB Docks or Building 7717, aboard Naval Submarine Base Bangor, Silverdale, WA, 98315, inside the Operational Area.

NOTE 3: All questions regarding this solicitation should be submitted in writing as soon as practicable after receipt of solicitation. Email questions to robert.watson1@navy.mil. Questions received after a reasonable time may not be entertained.

NOTE 7: Drawings referenced in this solicitation (which are for information purposes only) are restricted by the Arms Export Control Act and are only available to vendor’s/contractor’s appointed Data Custodian that is registered with DLIS Defense Logistics Info Svc (DLIS) Joint Certification Program (JCP). NOTE 8: Failure to provide all required information from this solicitation and any subsequent amendment(s) may deem your company to be considered non-responsive.

NOTE 9: The contract minimum guarantee is referenced in paragraph (b) of the "Indefinite Quantity" clause of this contract, 52.216-22. The maximum quantity is the total 'not to exceed' quantity for each item as set forth in the schedule. The maximum quantity is not to be exceeded without prior approval of the Administrative Contracting Officer.

NOTE 10: The wage determination provided in the solicitaion is for the following Washington State Counties:

Clallam, Grays Harbor, Jefferson, Kitsap, and Mason. If this specific wage determination does not apply to an Offeror that receives the award, the contract award documentation will be updated to incorporate the applicable wage determination location for that Offeror.

NOTE 11: Work cannot commence until the issuance of an individual delivery/task order. Work must be completed and delivered with thirty (30) days of issuance of individual delivery/task orders.

NOTE 12: A site visit to gain amplifying information will be scheduled onboard NBK Bangor at 8:00am on Tuesday, 14 July, 2015. Interested Offerors must fill in and submit FORM SECNAV 5512/1 (APR 2014), which is posted to the FedBizOpps website under solicitation number N00253-15-T-0349, via facsimile to (360) 396-7036 or email robert.sergeson@navy.mil no later than 1 July 2015 to ensure badging is completed. List Robert Sergeson as the sponsor in Block 25 of the form, telephone (360) 315-6788. Badging will be accomplished at the NUWC Keyport Pass & ID office and interested offerors will be escorted to the site from this location.

STATEMENT OF WORK

This Statement of Work (SOW) describes the sandblasting and painting of Rigid/Rigid and Semi/Rigid 3-D Underwater Array Towers, Universal Towers, underwater cable anchors, and 2.5’, 5’, and 6’diameter range buoys for Naval Undersea Warfare Center (NUWC), Keyport.

Rigid/Rigid and Semi/Rigid Array Towers will generally be processed as a complete assembly, but shall be bid at the component level, in accordance with the CLIN structure provided in the solicitation.

The Rigid/Rigid towers, Semi/Rigid towers, Universal towers, and cable anchors shall be sandblasted and painted in accordance with NUWC Division Keyport Procedure 39549. Procedure instructions, along with drawings for all applicable array and buoy components (which are provided for informational purposes only) must be downloaded in accordance with Note 7, under INSTRUCTIONS TO OFFERORS.

All range buoys shall be painted in accordance with NUWC Division Keyport Procedure 39549, WITH THE

FOLLOWING EXCEPTIONS:

All range buoys SHALL have a final top coat color of yellow (formula 158).

6’ diameter range buoys SHALL be marked with identification letters in alphanumerical order (A-Z), one letter per buoy. The letters shall be sized without distortion, to fit an area approx. 36 inches wide and 36 inches high, on each of the three sides above the water line.

5’ diameter buoys SHALL be marked with identification numbers in numerical order (1-10), one number per buoy. The numbers shall be painted in black (formula 160), sized without distortion, to fit an area approx. 24 inches wide and 24 inches high, on each of three sides above the water line.

2.5’ diameter buoys SHALL have no alphanumeric or numeric markings.

6 Foot Diameter- Buoys Weight: 2000 Lbs.

Paint surface area- Approx. 113.09 Sq. feet each

5 Foot Diameter- Buoys Weight: 850 Lbs.

Paint surface area- Approx. 78.5 Sq. feet each

2.5 Foot Diameter Buoys

Weight- 150 Lbs.

Paint surface area- approx. 19.7 Sq. ft.

Some Array towers, Universal towers, or buoys may have an anti-fouling type paint that is known to the EPA to be hazardous and must be disposed of accordingly.

A site visit will be available for potential Offerors to gain amplifying information. See Note 12 under

INSTRUCTIONS TO OFFERORS.

Transportation of array tower components and buoys SHALL be provided and coordinated by the contract awardee and may be subcontracted out as necessary. Arrays will be disassembled for transportation by the Government. The Government will load and unload all components onto/off Contractor provided conveyance. Pick-up and delivery will be from either the KB Docks or Building 7717, aboard Naval Submarine Base Bangor, inside the Operational Area. The awardee shall ensure delivery drivers are in compliance with Federal and Local Base instructions for access inside the Operational Area, to include but not limited to, Proof of United States citizenship (either current Passport or Enhanced Driver’s License) and a clean criminal background. Specific pick-up and delivery POC information will be provided upon award.

(a) Definitions. As used in this provision--

Commercial and Government Entity (CAGE) code means—

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Contractor and Government Entity (CAGE) Branch to identify a commercial or government entity, or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Contractor and Government Entity (CAGE) Branch records and maintains in the CAGE master file. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

Offers will be evaluated on the basis of the lowest price, technically acceptable, past performance acceptable offer.

In order to be considered awardable, an offer must be rated “acceptable” in every non-price factor. Offers must meet the specifications in the solicitation and any subsequent amendments.

PROPOSAL SUBMITTAL REQUIREMENTS:

Technical Acceptability:

The offer must be determined to be technically acceptable before further consideration will be given.

Service Information: To determine technical acceptability the offeror must provide all necessary information for a comprehensive technical evaluation. The service information shall be submitted as commercial literature which must provide enough information to demonstrate that the proposed service meets the statement of work requirements for sandblasting and painting services. If literature includes more than one service product, offeror must clearly identify within the literature which service is being proposed. A determination will be made through technical evaluation whether the service fails to meet or meets the Government’s performance requirements as set forth in the specifications.

Compliance/Exceptions: If service literature does not clearly demonstrate compliance with the requirements of the PWS, the offeror must submit a Compliance/Exception document that clearly explains how the proposed service meets the PWS requirements. On a separate sheet of paper state: whether the offer complies or does not comply with the statement of work; identify any “exceptions” to the statement of work; and how the offered services differ from the applicable statement of work paragraph. Failure to comply with this requirement may result in rejection of the offer.

Past Performance Acceptability:

The offer must be determined to have acceptable technical and past performance before further consideration will be given.

Offerors shall demonstrate past performance by completing the Past Performance Worksheet (See attachment 1) for three (3) of your most recently completed Federal Government contracts (not to exceed three years since completion) for like or similar items under this solicitation. If you do not have any Federal Government contracts, then list state, local, or commercial contracts, in that order, to complete your Past Performance Worksheet. Offerors are encouraged to submit brief and concise responses. Failure to submit the Past Performance Worksheet may be considered certification that the contractor has no past performance for like or similar items for the Government to evaluate.

Price - Offerors are required to submit prices for all line items.

EVALUATION INFORMATION:

1. Technical Acceptability:

Offers must meet or exceed the specifications in the solicitation and any subsequent amendments. The offer must be determined to be technically acceptable before further consideration will be given. The product information as specified in the proposal submittal requirements will be evaluated to determine if the proposed product(s) meets or exceeds the technical requirements as specified in the solicitation document. Should the product information be insufficient to determine technical acceptability, the Government reserves the right to use other options such as internet research on company’s/companies’ website of products offered/proposed.

2. Past Performance Acceptability:

The offeror’s past performance must be determined to be acceptable before further consideration will be given.

Based on an analysis of the past performance record of the offeror, the Government must have a reasonable expectation that the offeror will successfully perform the required effort. If the offeror’s past performance record is unknown, the offeror may not be evaluated favorably or unfavorably, and will therefore be rated as acceptable. The past performance information will be evaluated as acceptable or unacceptable based on the degree to which the offeror satisfied its customers in the past and complied with applicable Federal, State, and local laws and regulations. Past performance references for efforts providing applicable experience relative to the solicitation requirements will be given greater consideration. The offeror shall provide a maximum of three (3) references. The Past Performance Worksheet, attachment 1, included in the solicitation may be used for providing information.

Offerors shall include an accessible point of contact, including name and telephone number, for each reference provided.

The Government may contact some of each offeror’s customers to ask whether or not they believe: (1) that the offeror is capable, efficient and effective; (2) that the offeror’s performance conformed to the terms and conditions of its contract; (3) that the offeror was reasonable and cooperative during performance; (4) that the offeror was committed to customer satisfaction; and (5) that the offeror was able to hire and retain qualified personnel necessary for successful completion of customer requirements. Additionally they may ask if given a chance would they select the same or a different Contractor and/or other questions related to the offeror’s ability in the areas outlined in this Factor.

The Government may consider past performance information obtained from sources other than those identified by the offeror, such as published media and electronic databases. Only past performance that is relative to the specified item will be evaluated. It is the responsibility of the offeror to relate past performance to the specifications.

Government evaluators may utilize federal, state, and local past performance databases including, but not limited to, Past Performance Information Retrieval System (PPIRS), Contractor Performance Assessment Reporting System (CPARS), and DLA’s Mechanization of Contract Administration Services (MOCAS) system. The Government may research offeror performance on any federal, state, local, and commercial contract performance of the offeror that is known to the Government, but not included on the submitted Past Performance Worksheet, attachment 1; additionally, the personal experience and evaluator knowledge of offeror performance may be utilized.

The Government will consider the relevance of past performance information obtained in relation to the scope of this procurement. Past performance, either positive or negative, which is considered by the Government to be more closely related to the scope of this effort, will be given greater weight in the evaluation process.
