Question: Item 4002 identifies ADC MK2 MOD 5. Should this be ADC MK 2 MOD 7?
Answer: This has been corrected to MOD 7.

Answer: This has been corrected to Origin.
Question: Items 4007 and 4008 are missing from the list of Firm Fixed Priced line items under clause HQ B-2-0023.
Is this correct?
Answer: CLINs 4007 and 4008 have been added to the FFP line items under clause HQ-B-2-0023.

Answer: CLIN 1012 has been removed from clause HQ-B-2-0023.
Question: Item 0003, 1006, 2006, 3006 and 4006 CDRLs - all state the “Data items are not separately priced”. Item 0008 does not include this statement and identifies this Item as FFP when all other CDRL Items are COST. Is this correct?
Answer: This has been corrected.
Question: Items 0005, 1002, 2002, 3002 and 4002: the stepladder quantities of 1–50 puts the contractor in a very difficult risk position as it is possible for the government in any given year to place an order for only one device. It is requested that the government change the minimum quantity in these Items from 1 to 35 units.
Answer: The stepladder quantities have been revised to reflect only one tier for each of these CLINs. CLIN 0005 is now from 51-100 units, CLIN 1002 is now from 51-92 units, CLIN 2002 is now from 51-89 units, CLIN 3002 is now from 51-87 units, and CLIN 4002 is from 51-84 units. Answer: This has been corrected.
Question: For Items 0003, 0008, 1006, 2006, 3006, 4006, each Item has a “Data items are not separately priced” clause but does not have a NSP for the Item amount. Will each of these Items have a value or will it be included in other Items?
Answer: These CLINs are Not Separately Priced and should not have a value.
Question: Items 4007 and 4008 are not listed and no delivery information is provided. Will delivery point information be provided to Offerers for cost estimating purposes?
Answer: This has been corrected.
Question: Item 14 of PROPOSAL ADEQUACY CHECKLIST: Does this requirement apply to FFP line items?
Answer: Yes.
Question: Item 24 of PROPOSAL ADEQUACY CHECKLIST: Does this requirement apply to FFP line items?
Answer: Yes.

Answer: This has been removed.
Question: Paragraph 4 VOLUME III – FACTOR 4 SMALL BUSINESS SUBCONTRACTING PLAN states “that no cost/price information is included in this volume”. However, as stated in paragraph 1.2.3 PROPOSAL SUBMISSION on page 122; “No cost or pricing information shall be included in the Offeror's forwarding letter or in any part of its submitted volumes, except for Volume III - Small Business Subcontracting Plan and Small Business Utilization Past Performance and Volume IV – Cost Proposal.” Could you provide guidance to resolve this conflict?
Answer: This has been corrected.
Question: HQ M-2-0008 F.O.B. OFFER-RFP (NAVSEA) states “OFFERS SUBMITTED ON A BASIS OTHER THAN F.O.B. DESTINATION SHALL BE REJECTED AS UNACCEPTABLE.” With the exception of Items 4007 and 4008, all other Items in Section B are FOB Origin. Is this correct?
Answer: This has been corrected.
Question: HQ M-2-0011 WAIVER OF FIRST ARTICLE REQUIREMENTS (CONTRACTOR TESTING), paragraph (b) states “This solicitation contains separate delivery schedules for OFFER A and OFFER B”. We could not find the delivery schedule for OFFER B. Could you provide delivery schedule for OFFER B?
Answer: This has been added.
Question: 2.2 FACTOR 5 COST/PRICE: Identifies the Firm-Fixed-Price Items included as part of the Total Evaluated Price. Items 4007 and 4008 are not included in this list. Is this correct?
Answer: This has been corrected.
Question: 2.2 FACTOR 5 COST/PRICE (top line on page): Identifies Item 1012 as a FFP Item included in the Total Evaluated Cost/Price. Item 1012 does not exist in Section B List of Supplies or Services. Could you define Item 1012?
Answer: This has been corrected.
Question: The SOW sections identified in this block do not align with the SOW. Will Block 5 by updated with correct SOW references?
Answer: The SOW has been corrected.
Question: Distribution Statement Required has Distribution Statement D, which is inconsistent with Section 10D of OPNAVINST 05-111.3 guidance on documentation marking of Distribution Statement C. Which one is correct?
Answer: The correct distribution statement is Distribution Statement D.
Question: In the PIPS sections listed, the section and figure titles are marked as classified along with the sections, which is inconsistent with prior issued versions of the ADC MK2 PIPS. Are these PIPS section and figure titles marked correctly?
Answer: The labels noted in the Question, (C) vs (U), are incorrect. The subsequent paragraphs under these headings are labeled correctly.
Question: Document: OPNAV Instruction 05-111.3, Section: 06 Design Performance and Technical Characteristics, Page: 2, Paragraph: 6E(c)3 indicates the setting is C-2017. Is the actual name of the setting classified, or is it only classified when including such settings greater than a certain value. If the former is the case, then clearly the OPNAVINST itself should be classified. Please refer to similar guidance provided for the ADC
MK5 OPNAVINST.
Answer: The setting is UNCLASS.

OFFEROR'S PROPOSED DELIVERY SCHEDULE
Within Days
After Date
Item No. Quantity of Contract
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The
Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(End of clause)
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
INSTRUCTIONS TO OFFERORS
1. GENERAL
The Government intends to award a contract that results from this solicitation to the responsible Offeror whose proposal is the most advantageous to the Government under the selection criteria set forth in Section M of the solicitation. The Government may reject any or all proposals if such action is in the Government’s interest.
Exchanges with Offerors after receipt of a proposal do not constitute a rejection or counteroffer by the Government.
The Offeror shall submit all information required by this RFP. Proposals that do not comply may be considered nonresponsive and may render the Offeror ineligible for award. The Offeror’s proposal shall be based on the requirements contained in this RFP (including those documents, exhibits, and other attachments to the RFP identified in Section J).
The Government intends to evaluate proposals and award a contract upon initial proposals. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms in relation to the evaluation criteria. However, in accordance with the clause FAR 52.215-1, Instructions to Offerors - Competitive Acquisition, the Government may contact all or a limited number of Offerors with questions concerning their responses.
Offerors are hereby notified that a competitive range of the most highly rated Offerors may be established for the purposes of efficiency.
No award will be made to any Offeror that does not possess a facility security clearance issued by the Defense Investigative Service at the SECRET level. The Government is not obligated to delay award pending the attainment of a security clearance by any Offeror. The security classification of this procurement is specified in Section J, Attachment 3, Contract Security Classification Specification - DD Form 254.
The solicitation will be announced on FEDBIZOPPS and will be made available only through the internet at:
https://www.fbo.gov
Offerors are hereby notified that from time to time, the Government may post additional information to the web site relating to this solicitation (e.g. responses to questions, amendments, etc.). It is the Offeror’s responsibility to check the web site for any such information.
It is the Offeror's responsibility to bring to the attention of the Contracting Officer at the earliest possible time, but prior to the closing date, any ambiguities, discrepancies, inconsistencies, or conflicts between the Statement of Work
(SOW) and other solicitation documents attached hereto or incorporated by reference. All questions shall be submitted via email to Jamie.Yourkoski@navy.mil. Only questions transmitted electronically will receive a response. Offerors are requested to submit written questions within fifteen (15) days after release of the RFP in order to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. While questions may be submitted up to the time of solicitation closing, the Contracting Officer cannot guarantee those late-submitted questions will be thoroughly answered in advance of closing. It is the Government's intention that questions and responses will be provided via an amendment to the solicitation.
Information provided with each question shall include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification.

Each volume shall be bound separately and shall not exceed the page limitation cited in section 1.1. Each volume of the proposal shall be bound in a three ring binder to permit removal of sections, with each major part tabbed. The Offeror’s company name shall appear at the top of each page in the header section. Legibility, clarity, and compliance with the requirements of the solicitation are essential. The page count shall include all material with printed matter and figures unless otherwise noted herein.
The material in the Technical / Management, Past Performance, Small Business Subcontracting Plan and Small Business Utilization Past Performance, and Cost Proposal Volumes of the Offerors proposal shall be typed or printed in a font with the type no smaller than size 12 Times New Roman font on standard 8-1/2 by 11 inch paper.

The page count shall include all material with printed matter and figures except (i) title pages, (ii) table of contents,
(iii) lists of figures, (iv) list of tables, (v) list of appendices, (vi) glossary of abbreviations and acronyms, , (vii) Offeror’s cross-referenced matrix to Annex I, (viii) FACTOR 5: COST/PRICE)
The information presented in the Cost Proposal shall be evaluated by the Government to determine (i) the extent to which the Offeror understands the Government’s requirements and (ii) a Government estimate of the likely costs of performance should the Offeror receive the award. The Government will consider both cost reasonableness and cost realism of the Offeror’s proposal. The quality of the evaluation may be affected by the quality of the Offeror’s submission and supporting cost data. Poor or inadequate supporting cost data may negatively impact the Government’s evaluation of the Offeror.
The Cost Proposal evaluation will be based on compliance with the RFP, an analysis of realism, completeness of the cost data, traceability of the cost to the Offeror’s capability data, and the proposed allocation of man-hours, materials and labor mix. Pertinent cost information including, but not limited to, DCAA recommended rates for such costs as direct labor, overhead, G&A, etc., as necessary and appropriate, will be considered in arriving at the Government determination of the most probable estimated cost to be incurred in the performance of the contract.
Offerors are advised that an offer that includes unbalanced pricing between the basic requirement and any options may be rejected. As defined in FAR 15.404, unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of cost or price analysis techniques.
Stepladder pricing shall be evaluated by computing a weighted average unit price for each line item. The weighted average unit price will be computed based upon the price offered for each stepladder quantity times the upper quantity in that particular stepladder, divided by the sum of the “upper quantity” units. The weighted average unit price computed for that line item will then be multiplied by the “evaluated quantity” (EQ) identified for that line item to derive a total evaluated line item price. Please note that regardless of the stepladder price under which the EQ falls, the EQ will be multiplied only by the weighted average unit price derived for that particular CLIN and not by the actual price that corresponds to that quantity within Section B/Schedule of Supplies/Services.
Example: Evaluated Quantity (EQ): 53 Stepladder Qty Price x Upper Qty = Total 25-44 $120 x 44 = $ 5,280 45-60 $100 x 60 = $ 6,000
Total 104 = $11,280
Weighted Average Unit Price = $11,280/104 = $108.46 Total Evaluated Line Item Price = $108.46 x 53 = $5,748.46
The “Total Evaluated Line Item Price” for each CLIN/SUBCLIN will be added together to arrive at the “Total Evaluated Stepladder Price”.
The EQ to be used for CLINs with Stepladder Pricing under this solicitation shall be as follows:
CLIN EQ
0004 400 1001/2001/3001/4001 590 0005/1002/2002/3002/4002 80 1005/2005/3005/4005 330
Offerors are hereby advised that the “EQ” in no way restricts the Government as to the number of units it may order under each line item. It is used solely for evaluation purposes. The Government reserves the right to order ANY quantity within a stepladder subject to the availability of funding at time of initial award or option exercise.
Offerors should note that price breaks given for each stepladder within a CLIN are to apply to all units within that and lower stepladders. The following example illustrates the correct procedure for calculating the overall price for specific quantities ordered:
Stepladder Qty Price 100 – 200 $150 201 – 300 $120 301 – 400 $100
Examples of quantities ordered and pricing:
Qty Ordered Price Total Price 130 $150 $19,500 200 $150 $30,000 201 $120 $24,120 280 $120 $33,600 301 $100 $30,100 320 $100 $32,000
As shown above in this example, due to the large quantity price breaks, it costs more to buy a quantity of 280 than it does to buy 320. This is for example purposes only to illustrate how the stepladder quantity price breaks work.
The Total Evaluated Cost/Price will be the sum of all the Cost-Plus-Fixed-Fee Contract Line Item Number
(0001, 0002, 0006, 1003, 2003, 3003, 4003) the Firm-Fixed-Price Contract Line Item Numbers (0004, 0005, 1001, 1002, 1005, 2001, 2002, 2005, 3001, 3002, 3005, 4001, 4002, 4005, 4007, 4008), the Cost-Only Contract Line Item Numbers (0007, 1004, 2004, 3004, 4004) (as calculated using cost realism analysis).
A cost-realism evaluation will be performed by the Government on the cost reimbursement items to calculate the probable costs that would be incurred in the course of performance. The total evaluated cost/price will include options; however, the evaluation of options does not in any way obligate the Government to exercise any option. If the costs are not realistic, then costs will be adjusted upward. Cost reasonableness will be verified using, amongst other things, the cost elements of the Offeror’s response, including the proposed labor hours and mix, material, data, management, and subcontractor information.
The evaluation will be based on an analysis of the realism and completeness of the cost proposal, the traceability of the cost to the Offeror's technical proposal, and the proposed allocation of man-hours and labor mix. If proposed direct labor and indirect rates are considered to be unrealistic, the Offeror’s proposed costs will be adjusted upward or downward to reflect more realistic costs. Based on such analysis, an adjusted cost for the Offeror will be calculated to reflect the Government’s estimate of the Offeror’s most probable costs.
