STATEMENT OF WORK
FY24 – NAVY REGION SOUTHWEST (NRSW) FIRE AND EMERGENCY SERVICES
(F&ES) FIRE DEX TECGEN71 TURNOUT PROCUREMENT OF 90 SETS TURNOUTS
1.0 Scope of work:
1.1 The contractor shall supply 90 sets (90 coats & 90 pants) Fire Dex TecGen71 personal protective equipment for a FFP, non-personal services contract. NRSW F&ES shall use this procurement for the replenishment of firefighter turnout gear in support of NRSW F&ES mission.
1.2 PPE turnouts shall be customized to the specific Firefighter need (i.e. type – structural or proximity; tail or pants; size; and quantity).
1.2.1 The Contractor shall provide 90 coats & 90 pants of customized Fire Dex TecGen7 turnouts PPE
1.3 The cost of the turnout coats and the pants shall include Fire Fighter nameplates:
1.3.1 The coat/tails shall have a stitched 2 inch, 2 line FEDERAL FIRE name plate on the back of each coat/tails and a 2 inch Velcro nameplate on the bottom of the back of each coat/tails bearing the fire-fighters name.
1.3.2 The pants shall have the fire-fighters name stitched onto the inside label to identify to whom they belong.
1.3.3 Names and location of individual Fire Fighters to receive turnouts shall be supplied to the contractor after award.
1.4 Price/unit for each item (i.e. one coat / one pant) shall include shipping and handling charges
– FOB Destination – in the bid proposal
2.0 Background:
2.1 NRSW F&ES is in need of a continuous supply of customized Fire-fighter turnouts, Personal
Protective Equipment (PPE) for replenishing inventory as a result of retired unusable gear, and for provisioning newly hired firefighters. This requirement is to support of Federal Fire
Departments located in NRSW area of responsibility. Firefighter turnout gear must be issued to new fire-fighters, replaced every ten (10) years, or if the gear is damaged, and no longer meets the NFPA standards.
2.2 With this contract, CNRSW F&ES will begin phasing out Honeywell Morning Pride
Turnouts and begin utilizing Fire-Dex TecGen71 Turnouts. NRSW is moving away from
Honeywell PPE for the following reasons:
2.2.1 Fire Dex TecGen71 provides a higher level of thermal protective performance and is two and half times more breathable than the Honeywell Morning Pride significantly reducing firefighter heat-stress related injuries. (See comparison chart SEC 11.0, Table 1)
2.2.3 Honeywell Morning Pride garment costs are increasing and remain more costly to purchase and maintain over its life cycle than Fire Dex TecGen71. (Honeywell price increase, material did not meet the standards).
2.2.4 Honeywell has repeatedly delayed shipments for up to 365 days causing a serious gap in the ability to outfit firefighters creating a hazardous work environment and work stoppage
2.2.5 Honeywell Morning Pride offers no service to track garments for inventory accountability.
Fire Dex TecGen71 offers this service at no additional cost once garments are initially purchased.
2.2.6 As with Honeywell Morning Pride® brand for structural tails and pants, Fire Dex
TechGen71 turnout gear is interchangeable, this allows for immediate replacement of the damaged area vice a full replacement of the entire piece of gear.

TABLE 1: COMPARISON CHART:
Honeywell Morning Pride & FIRE-DEX TecGen71 Turnouts
Below is a comparison between the current Morning Pride specifications and the new proposed specification. To better understand the differences in performance values for both ensembles, here is a brief description of NFPA 1971 TPP and THL values.
TPP (Thermal Protective Performance)
Measure of Thermal Insulation of Protection
The TPP Test is a destructive composite test that is meant to simulate a flashover condition at 2000◦ F
- Outer Shell, Moisture Barrier & Thermal Liner are ALL tested together
NFPA 1971 Minimum Standard for TPP is 35 TPP
THL (Total Heat Loss)
Measures how well ALL 3-layers of composites allow the body heat to escape… “Hostile Microclimate”
It assesses the loss of heat, both by the evaporation of sweat and the conduction of heat, through the 3- layers of the ensemble
Higher Insulation (Thicker, Denser, Heavier) Equals Lower THL Values NFPA Minimum Standard is 205 W/m2
THL measures the breathability of the ensemble. In order to physiologically tell a difference in breathability you need to have a 30 Point difference in THL. This means an ensemble offering 347.7 THL will have 2.5x more breathable than ensemble offering 268.9 THL.
Current Spec- Morning Pride Advance/Glide Ice SL2/Crosstech Black = TPP 35.6 THL 268.9 Proposed Spec TechGen71 technology TecGen71/Core CXP 1layer/Sted4000 = TPP 37.5 THL 347.7
Composite Comparisons Outer Shells Advance Soft 7.2 osy. – 60% Kevlar/40% Nomex – Rip Stop Weave – Decomposition 1000 -1050◦ F
TecGen71 6.5 osy. – 60% Kevlar/22% Nomex/18% TecGen fabric – Rip-Stop Twill Weave, The TecGen fiber is a highly engineered fiber containing a high-density carbon shell surrounding a strong, flexible core, providing the thermal protection benefits of carbon fiber. It’s the ONLY outer shell that provides TPP. This allows the ensemble to have a thinner thermal liner to lessen heat stress by reducing weight and increasing flexibility. Decomposition 1050 -1100◦ F
Thermal Liners Glide Ice SL2 7.4 osy. – Consisting of 1 layer of 1.5 oz. and 1 layer of 2.3 oz. Nomex E89 spunlace, quilted to a 3.6 oz. Glide Ice facecloth consisting of 60% Nomex Filament and 40% Nomex/Lenzing FR spun yarns.
Core CXP 1-Layer 5.6 osy. – 1 layer of 2.3 oz. of E89 spunlace, quilted to a 3.3 oz. facecloth consisting of 93% Nomex/5% Kevlar/2% P-140, plain weave with pure softener finish.
Moisture Barriers Crosstech Black - Type 2-C which is comprised of a Crosstech membrane laminated to a 3.2 ounce/yard2 Nomex® IIIA woven pajama check substrate. The Crosstech membrane is an enhanced bicomponent membrane comprised of an expanded PTFE (Teflon) matrix having a continuous hydrophilic (i.e. water-loving) and oleophobic (i.e. oil hating) coating that is impregnated in the matrix
Stedair 4000 - A tri-component moisture barrier constructed using a 3.2 oz/yd2 woven Nomex pajama check substrate laminated to a membrane comprised of an expanded PTFE matrix combined to a continuous hydrophilic and oliophobic polymer coating that is impregnated into the matrix. The approximate weight shall be 5.0 osy.

If performance is within acceptable levels, it will be considered to be satisfactory. If not, overall performance may be considered unsatisfactory.
Incentives/Disincentives:
The COR makes an annual report on Contractor Performance (CPARS or other annual report). The contractor’s failure to achieve satisfactory performance under the contract/task order, reflected in the
COR’s annual report, may result in termination of the contract/task order and may also result in the loss of future Government contracts/task orders. The contractor’s failure to achieve satisfactory performance under the contract/task order may result in the non-exercise of available options
For each item that does not meet acceptable levels, the Government may issue a Contract
Discrepancy Report (CDR). CDRs will be forwarded to the Contracting Officer with a copy sent to the contractor. The contractor must reply in writing within 5 days of receipt identifying how future occurrences of the problem will be prevented. Based upon the contractor’s past performance and plan to solve the problem, the Contracting Officer will determine if any further action will be taken.
In accordance with the inspection of services provisions of the contract, the contractor will be incentivized to provide quality products in a timely manner since the Government can require the
Contractor, at no additional cost, to replace or correct work that fails to meet contract requirement
