This table will not be charged against the total page count as discussed later in this solicitation. Each initial quotation should contain the Offeror's best terms from a Price and technical standpoint. It is the Offeror’s responsibility to ensure that there are no discrepancies presented within the information contained in its offer. Offerors are advised to submit quotations that are complete and clear in all respects without a need for additional explanation or information. Offerors are cautioned against general, vague, or insubstantial statements that prevent or render difficult the concise evaluation of the quotation. The quotation must be sufficient and complete to demonstrate how the Offeror proposes to comply with the contract requirements. Brochuremanship is not desired;

clarity and completeness are essential. Offerors are cautioned against restating the Performance Work Statement (PWS) requirements in their quotation, particularly with regard to technical requirements and must state how all Requests for Quotation (RFQ) and PWS requirements will be met. Statements such as “the Offeror understands” and “the Offeror shall/can comply,” along with responses that paraphrase the RFQ, are inadequate. The use of phrases such as “standard practices” (with a specific Government reference or industry reference) does not indicate that an Offeror understands the requirements and will likely result in a diminished evaluation rating. Data, even though previously submitted, or presumed to be known (i.e., previous projects performed for the Government), must be submitted with the Offeror’s quotation in order to ensure that it will be considered as part of the Offeror's quotation. Although the Government reserves the right to use data in its possession and from other sources, Offerors cannot assume other data will be considered. Offerors are hereby notified that the Government may contact references submitted by Offerors and may use information in Government files or from other sources to verify information provided in the Offeror's quotation.

The government shall evaluate the Offeror’s past performance performed within the past three years which is similar in scope, magnitude, and complexity to that detailed in the Performance Work Statement. Offerors who present “similar” contracts should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements of the solicitation. Section M - Evaluation Factors for Award

EVALUATION--COMMERCIAL ITEMS

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation:

i. TECHNICAL CAPABILITY

ii. PAST PERFORMANCE

iii. PRICE

Offerors' proposals will be evaluated first under Factor (i) above, which represents MINIMUM acceptable criteria.

Under this factor, products offered will be determined to be either technically acceptable or unacceptable. Failure to meet the minimum criteria for this factor will render the offer to be technically unacceptable and it may not be considered further for award. See paragraph (b) below.

Only those Quotation which meet the minimum requirements established by Factor (i) will be further evaluated under Factors (ii) and (iii). In the second step of evaluating those quotation determined under Factor (i) to be technically acceptable, Factor (ii), PAST PERFORMANCE, shall be evaluated and only those Quotation which meet the minimum requirements established by Factor (ii) to have acceptable or unknown past performance will be further evaluated under Factor (iii), PRICE.

At the discretion of the Contracting Officer, the Government intends to evaluate proposals and award a contract without discussions with offerors. Each initial quote should, therefore contain the Offeror's best terms from both a price and technical standpoint.

(b) TECHNICAL CAPABILITY OF PROPOSED ITEM TO MEET THE REQUIREMENT, Factor (i), will be assessed by evaluating technical information submitted in response to SECTION L Clause TECHNICAL PROPOSALS – VOLUME I in conjunction with the requirements stated in the PWS. Offerors' technical information will be used to determine whether the items or services proposed meet the specifications included in this solicitation.

Items or services offered, as provided in Offerors' technical information, will be evaluated and determined to be either technically acceptable or technically unacceptable. Quotation which are determined to be technically unacceptable may not be considered further for award.

Factor (i) - TECHNICAL CAPABILITY Offerors' technical information will be used to determine whether the items and/or services proposed meet the specifications included in this solicitation. Therefore, offeror shall provide information that clearly demonstrates experience in performance on similar requirements. Quotation which are determined to be technically unacceptable may not be considered further for award.

A list of technically acceptable/unacceptable rating is listed below:

Technically Acceptable/Unacceptable Ratings

Rating Description Acceptable Proposal meets requirements of the solicitation.

Unacceptable Proposal does not meet requirements of the solicitation.

Factor (ii) - PAST PERFORMANCE Information submitted as required by SECTION L, will be used to make a determination of whether the offeror has a satisfactory record of past performance. Offerors should, therefore, provide performance history and references to demonstrate satisfactory performance for up to three prior similar contracts performed within the past three years.

PAST PERFORMANCE information should be provided on the form provided as an attachment to this solicitation.

Information utilized will be obtained from these references as well as any other sources that may have relevant infrmation.

Evaluation of Offeror's PAST PERFORMANCE is as follows:

A list of the minimum past performance acceptability criteria is listed below:

Past Performance Evaluation Ratings

Rating Definition Acceptable Based on the Offeror’s performance record, the

Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown. (See note below including Neutral.)

Unacceptable Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will be able to successfully perform the required effort.

NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

Factor (iii) – Price The LPTA procedure is applied to known, firm requirements, usually readily available in the commercial marketplace where a fair and reasonable price determination is based on adequate price completion. Therefore, overall bottom line price analysis will be used to determine the total evaluated price to support the selection of the lowest priced, technically acceptable offeror. Although in exceptional cases when the determination of fair and reasonable price requires additional information, the PCO may conduct a cost analysis to support the determination of whether the proposed price is fair and reasonable. Regardless of the specific evaluation methodology, in order to enable offerors to make informed decisions on how best to propose, every solicitation will provide an adequate description of the cost or price evaluation.

All contractor furnished resources defined in Section 8 of the PWS shall be included in Section B CLIN Pricing.

A written notice of award or acceptance of an offer mailed or electronically furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
