U.S. Navy Explosive Ordnance Disposal
Solicitation N0018923R0024
Questions and Responses
1. Question: Will Period FAR 52.217-8, 15 June 2025 - 14 December 2025, consist of three (3) Class dates?
Response: That period of performance has a not to exceed (NTE) course quantity of three (3).
2. Question: PWS Paragraph 4, 4.1.1.: Does CPS assume the government will work with CPS in developing courseware that relies on our USSOCOM-validated courseware as a large part of the COI? For example, our model of a single instructor-to-student ratio for the initial jumps and graded exercises.
Response: CPS COI is validated by USSOCOM and meets our standards for instruction. No changes necessary but will need review by government before first COI.
3. Question: PWS Paragraph 5, 5.6.1.1.: Is there consideration for a 120-day phase-in or mobilization period?
If so, is there an established amount by the government, or can CPS provide an estimate?
NOTE: The NSW Basic MFF PWS has a 120-day phase-in or mobilization period and requires a unit per day cost to help offset administrative and government-requested items not currently on hand.
Response: We would consider a 60 day phase-in or mobilization period (as per the support services response during sources sought) for an initial COI to start in SEP 2023 (before the end of the FY).
4. Question: PWS Paragraph 5, 5.6.7.: CPS intends on a 3:1 Instructor to Student ratio based upon our USSOCOM validated COI methodology of 1:1 Instructor to student from jump 1 through all thee graded exercises. Please clarify if this is not the intent.
Response: CPS COI is validated by USSOCOM and meets our standards for instruction. No changes necessary but will need review by government before first COI.
5. Question: PWS Paragraph 5, 5.6.11: Is it the expectation that the FAA-certified Special Operations Parachute Rigger (SOPR) and QAIs are packing the student parachutes daily between airlifts?
CPS intends to use the FAA-certified Special Operations Parachute Rigger (SOPR) and QAIs in that role.
CPS normally has the packers pack the systems between lifts. Then, under their supervision, the student packs the day's last jump system for the following training day.
Response: CPS’s intent for packing systems above meets the intent of the contract. Students can pack systems in between lifts under the supervision SOPR/QAI if time permits between jumps.
6. Question: PWS Paragraph 7, 7.3.7. (also 7.1.1): Using seventy (70) MT-3 Military Javelin (MJ) parachute systems for a course would cost $202,895. This is not in the government’s best interest and would substantially add to course costs by an additional 25%. CPS will quote the cost for thirty (30) systems at
$86,955 per course and out of our loft, can draw from the remainder as replacements or back-ups are needed at no additional cost to the government.
Response: This is acceptable and we appreciate the clarification and cost savings.
7. Question: PWS Paragraph 7, 7.3.7.: Contractor will provide a covered footprint at the training site large enough to accommodate a 20’oxygen filling trailer to include access to electrical power.
There is no need for this requirement as CPS has an on-site dedicated O2 maintenance and charging room for all CPS bailout systems and O2 consoles used during a course.
Response: We concur with the above.
8. Question: PWS Paragraph 7.4.2.: Student Gear Storage. CPS has a secured storage room that can be used for 30 Pelican 1660 cases. However, CPS is furnishing every necessary equipment item for training (7.2.
MFF Auxiliary equipment). Is this requirement still necessary?
Response: This requirement was specifically meant for an area for students to store their personal items while in the COI. With CPS providing
9. Question: PWS Paragraph 7.6.1.: CPS will order sufficient sizes and quantities of the requested jumpsuit.
Due to Berry Amendment material shortages, CPS may not have sufficient quantities of jumpsuits by this fall's anticipated pilot course date.
Response: The Government expects the contractor to be capable to perform all aspects of the performance work statement at the start of the period of performance. Government does not have equipment on hand to provide. CPS would need to communicate how many students they would be able to outfit for the first COI and pro-rate the cost of the first course (and follow on courses if they do not receive appropriate sizes).
10. Question: PWS Paragraph 7.5.3.: Based on the details provided in paragraph 7.5.3, this is clearly the VWT located in Scottsdale, AZ. Is this correct?
If so, CPS will have to secure pricing from that facility, as we had submitted the details for the VWT at
Eloy on previous RFIs.
Response: VWT at Eloy is sufficient for use during the COI as it is the same VWT used during
EODGRU TWO PPT COI.
11. Question: PWS Paragraph 5, 5.5.4.2.: The contractor will be notified a minimum of 60 days prior to additional government instructors being added to the course so that employees and price can be adjusted.
CPS’s success in training has been because our staff is comprised of full-time employees with 401Ks, life insurance, uniforms, and equipment. CPS welcomes additional government instructors but must keep our
FTEs current in air skills and gainfully employed. CPS has tried in the past to afford price adjustments.
Still, the uncertainty of the availability of government instructors or losing them during a course due to operational needs creates more staffing issues and invoicing problems than CPS wants to accept.
Response: We will adjust this statement to read: The contractor will be notified a minimum of 60 days prior to course start date if any government instructors plan on attending COI. No cost adjustments will be necessary when AD or GS instructors are present.
