About this file

This justification document supports a sole source procurement of FLIR T1020 Thermal Imagers from FLIR Systems, Inc. The Naval Supply Systems Command seeks to acquire an unspecified quantity of FLIR T1020 Thermal Imagers for the Joint Staff to maintain commonality with existing fielded systems and ensure compatibility with associated contractor logistics support. As the original equipment manufacturer, only FLIR Systems can provide the required brand name product, integration, repair services, and technical support. The solicitation number for this procurement is N0018922QZ106 and responses are due by the date specified in the attached Request For Quote.

JUSTIFICATION FOR BRAND NAME SOLE SOURCE

(Simplified Acquisitions <$250K)

The material listed on H9126925479 is brand name, sole source and competition is precluded for reasons indicated below. There are no substitutes available for this brand name material.

Restricted to the following source. Teledyne FLIR

Original Manufacturer Name: Teledyne FLIR LLC Manufacturer: Teledyne FLIR LLC Manufacturer POC: Blair Jennings Manufacturer Phone #: 410-798-4962 Manufacturer Address: 9 Townsend West, Nashua, NH 03063 USA Dealer/Rep: Zermatt LLC Dealer/Rep Address Phone No. 9 Townsend West, Nashua, NH 03063 USA Email: blair@zermattllc.com

XX Description of the brand name item required, the estimated cost, and required delivery date.

Five FLIR T1020 Thermal Imagers. The FLIR T1020 is a compact, handheld infrared camera with advanced capabilities used to detect the most miniscule shift in temperatures to locate potentially hostile technical listening devices that compromise national security information through audio, video, and/or data extraction. The FLIR T1020 kit costs $42,749.99 each and five would cost at total of $ 213,749.95. The required delivery date is 30 days from award.

XX Specific characteristics of the material or service that limit the availability to a sole source (unique features, function of the item, etc.). Describe in detail why only this suggested source can furnish the requirements to the exclusion of other sources.

The FLIR T1020 with the No Radio option is only manufactured and sold by Teledyne FLIR.

The FLIR T1020 is a lightweight (4.6lbs), handheld uncooled infrared camera. The FLIR T1020 is the only spectrum analyzer on the market with the compact form factor and capability to meet the needs of the Joint Staff. The FLIR T1020 uses a similar interface and operating principals as FLIR T620’s which the Joint Staff owns and is replacing with the updated and more robust T1020. The technicians are already intimately familiar with the hardware and software associated with the FLIR Tools + Recording and Analysis software which will shorten the adjustment period to the new equipment.

The Joint Staff Security Office's (JSSO) Technical Surveillance Counterintelligence Branch (TCIB) travels with the Chairman and needs to refresh its aging infrared cameras.

Technical surveillance is a constant threat to Joint Staff classified information and communications. Clandestine audio or video transmitters can be placed inside secure spaces allowing adversaries to gather intelligence on US forces. The data transmissions and command and control links for these devices can be detected with specialized equipment. Once detected, surveillance devices can be located and neutralized.

Clandestine audio or video transmitters equipment can also inadvertently emit a heat signature due to poor insulation, time to install a device, and/or how long a device is active. These heat signatures can be detected by specialized equipment such as the FLIR T1020. The FLIR T1020 is the most sensitive uncooled infrared camera on the market at this price. At normal frames rates, the system achieves <20 milliKelvin sensitivity. This allows us to see smaller temperature differences, which are critical for our thermal inspections. The TCIB's current system used for these function is ten years old.

The FLIR T1020 singlehandedly combines the sensitivity of the hardware of and the FLIR Tools + Recording and Analysis software to easily detect shifts in temperatures to their point of origin for further inspection. FLIR is the only source that makes the smallest and lightest product, while simultaneously still maintaining the sensitivity and advanced analysis features necessary to efficiently protect senior leaders from electronic surveillance. The small size allows TCIB to save money on travel by reducing excess baggage costs and equipment maintenance while increasing our overall effectiveness. Other manufacturer infrared cameras would require TCIB to compromise either the compact form factor or the sensitivity of the camera. Saving weight and volume is important as TCIB teams are required to travel via commercial airlines, which have strict policies about the size and weight of baggage. Furthermore, the FLIR T1020 must fit in form and function to the existing prefabricated TCIB team packs. Other similar infrared cameras would not be compatible nor interface with the existing peripherals and software currently utilized by TCIB. Only the FLIR T102 is compatible with and will integrate seamlessly with TCIB's existing framework.

Market research indicates other companies' similar products, or products lacking the particular features required, do not meet, or cannot be modified to meet, the agency's needs. The FLIR T1020 meets the minimum requirements of the government. Only Teledyne FLIR and its authorized resellers can provide the required brand name equipment without the radio function.

CHECK & FILL IN ALL APPLICABLE BLANKS BELOW

X The material/service must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

The FLIR T102 must fit in form and function to the existing peripherals and software currently utilized by the JSSO TCIB in their team packs. Other similar infrared cameras would not be compatible nor interface with the existing TCIB team pack structure. Only the FLIR T1020 is compatible with and will integrate seamlessly with TCIB's existing framework ensuring safe and secure communications for the CJCS and the JSSO TCIB team.

X A patent, copyright or proprietary data limits competition.

The proprietary data is Teledyne FLIR owns all patents and rights to the FLIR T1020.

These are "direct replacements" parts/components for existing equipment.

X Other information to support a sole source buy:

In accordance with FAR Part 6.302-1(c)(1), the brand name product described herein is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. The FLIR T1020 is the only brand name product that meets Joint Staff’s needs.
