Text version
NAVSUP FLC Norfolk Contracting Department, Philadelphia Office, on behalf of Department of the Navy (DON) Office of the Chief Management Officer (OCMO), intends to process a procurement on a sole source basis to USFalcon, Inc. for the procurement of professional services to develop and implement re-engineered business methodologies, investment strategies, and information technology (IT) systems rationalization in the DON.
The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. Currently, only ONE contractor can provide the phases II through IV of DON OCMO’s business transformation initiative. Acquiring services from the USFalcon Inc., a firm with extensive experience, is essential for the successful completion of Phases II through IV support activities and acceleration of Defense Business(DBS) financial certifications. The knowledge and experience that USFalcon Inc. has worked on in Phase I cannot be duplicated by another contractor in the time required to meet DON and Office of the Secretary of Defense (OSD) financial certification timelines, or establishing the DON BEA in the second quarter of FY20.
A solicitation is anticipated to be issued. The prospective award is planned to be a Firm-Fixed Price (FFP) type contract with a three year period of performance (one-year base and two one- year options).
The government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, any prospective offer may provide relevant information, by requested due date below, which the Government may consider in its continued review of the sole source nature to of this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. Responses are due by Thursday, 15 August 2019.
