Brand Name Justification for Open Market Purchase Order (<SAT)

1. The hardware listed on PR TBD is for a brand name source action to be awarded as a new purchase order to the manufacturer or one of their authorized small business dealers listed below.

The placement of a firm, fixed price order is anticipated.

2. Limited to the following source(s).

Manufacturer: CERTUS (Service from Iridium) Manufacturer POC & phone nr:

Dealer/Reseller: COMSAT, Dealer/Reseller: Gound Control Systems,

3. . Identification of the justification rationale. This acquisition is conducted under the authority of Title 10 U.S.C. 2304(c) (1) and Title 41 U.S.C. 253(c)(1). Authority to limit sources is found at FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency needs.

4. Description of the item or service required, statement that the requested material or service represents the minimum requirements of the government, the estimated cost, and required delivery date or performance period.

Description of item/service: CERTUS Satellite Data Terminals. The associated system will provide global data access for deployed personnel allowing network reachback capability regardless of deployed location. Based on Air Force Space Command (AFSC) direction, CERTUS access is currently obtained commercially and planned for AFSC contract during early FY20. The service offering will be the only provider that AFSC/DISA will have contracted for satellite data services. Connection for NAVSUP users involves Broadband unclassified Remote Access Services (BURAS) to their home network of either NMCI or ONENET.

The requested material represents the minimum requirements of the Government.

Estimated total cost:

Required delivery date: 15 Oct 2019

5. Specific characteristics of the material or service that limit the availability to this/these source(s) (unique features, function of the item, etc.). Describe in detail why only this/these suggested source(s) can furnish the requirements to the exclusion of other sources. Provide a description of the market research conducted among schedule holders and the results OR a statement of the reason market research was not conducted.

The AFSC provides DOD customers with Enhanced Mobile Satellite Services (EMSS). The approved service equipment for EMSS is the Iridium CERTUS satellite network data terminal.

This system is compatible with the currently used Iridium satellite phones already in use by DOD. It is essential that NAVSUP purchase equipment that will be compatible with AFSC EMSS for connectivity to home networks, either NMCI or ONENET, using equipment that has

7/29/2005 2 of 3 been evaluated to meet the cyber security requirements for the needed connection. NAVSUP requirements are based on NAVSUPINST Enterprise Logistics Response Team (ELRT), which defines the FLC communication needs for deployed operations. NAVSUPINST , dated 1 Feb 2019, section 4.g.4, states “Each NAVSUP FLC should procure and maintain sufficient satellite capable communications devices in the event that mobile or wireless technology infrastructure is degraded.” This system directly provides that capability.

All items must be Iridium CERTUS OEM and may be purchased from any of one certified re-sellers.

6. Other information to support a limited source buy:

Until the AFSC/DISA contract is in place, initial use of this system will use the Iridium CERTUS commercial gateway. Workstations connected via the commercial gateway will use secure VPN connections to NMCI or ONENET. This connection parallels that used for remote connections used for NMCI/ONENET now and meets cybersecurity requirements for remote access. Future use once CERTUS has a direct NIPRNET gateway will support direct system connections without the need for BuRAS. For example, direct access to Navy ERP cannot be made from the Internet, and requires users to first BuRAS to a NIPRNET-hosted network (i.e., NMCI or ONENET). Following the availability of the NIPRNET gateway, users will be able to directly access Navy ERP and other systems directly, which will improve accessibility speeds (reduces latency caused by multiple connections). Additionally, using a different satellite network system would require NAVSUP to fund security and functional testing of the alternate system, causing significant delay and expense to acquisition of this capability.
