PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

FOR AUTOMATED NETWORK CONTROL CENTER (ANCC) SYSTEM AND

AUTOMATED TECHNICAL CONTROL (ATC) SYSTEM TECHNICAL AND

OPERATIONS SUPPORT

1.0 INTRODUCTION

The Naval Computer and Telecommunications Area Master Station, Atlantic (NCTAMS LANT)

Norfolk, VA; Naval Computer and Telecommunications Station (NCTS) Naples, Italy; and

NCTS Bahrain provide classified and unclassified voice, messaging, data and video to ships, submarines, aircraft and ground forces operating worldwide in support of Naval and joint missions.

Each station/site or sub-organizational station operate either an Automated Network Control

Center (ANCC) or Automated Technical Control (ATC) system – these systems provide automated serial patching and testing capabilities in the Technical Control Facilities (TCF) at each of these stations/sites. The official nomenclature of the ANCC is AN/FSQ-220 and

AN/FSQ-222 for the ATC. The manufacturers of the ANCC and ATC systems are OnPath and

Datacomm Management Sciences Inc. (DMSI), respectively. Both manufacturers no longer support these systems; the systems are operated and maintained in an end-of-life status with Tier

2 support from SPAWARSYSCEN Atlantic PMW-790 through at least FY22. The ANCC system is operated at 3 sites: NCTAMS LANT Norfolk and NCTS Naples. ATC system is operated at NCTS Bahrain. Refer to Technical Exhibit 2 (at end of this document) for equipment list by location.

The ANCC/ATC is designed to facilitate connections between multiple systems including classified and unclassified voice, video, and data networks. All four stations have a requirement for contractor technical support to operate and maintain the ANCC and ATC systems. PMW-790

Tactical Switching (TSw) will remain the system owner and will provide Tier 2 support;

therefore, life-cycle sustainment and technical refresh requirements are not within the scope of this PWS.
