Atlantic

9625 Moffett Ave

Norfolk, VA 23511-2784

Contracting Department, Code 200

1968 Gilbert Street, Suite 600

Norfolk, VA 23511-3392

Requisition Number: N7027218RC9C908

2. Description of Contract Action: This acquisition is conducted under the authority of 41 U.S.C.

1901. This is a sole source action to be awarded as a Firm Fixed Price (FFP) single-award Indefinite-

Delivery Indefinite Quantity (IDIQ) contract to Verizon Business Network Services, Inc. (Verizon) for communication support services as required by Naval Computer and Telecommunications Area

Master Station Atlantic (NCTAMS LANT). This requirement will be awarded subject Federal

Acquisition Regulation (FAR) 13.5 – "Simplified Procedures for Certain Commercial Items."

3. Description of Required Services: NCTAMS LANT and subordinate Base Communication

Offices (BCOs) provide base level communications support to all US Navy activities within the

Hampton Roads area. NCTAMS LANT requires communication support services to include:

commercial business lines, circuits, private line 1.544Mbps -T1, Fast Ethernet (METRO-E 10Mbps, 30Mbps), primary rate interface (PRI) Digital circuits with Direct-Inward-Dial (DID) number blocks for video teleconferencing (VTC).

This requirement, as illustrated below in the table is for a five (5) year ordering period. The solicitation and resultant contract will also contain FAR 52.217-8, Option to Extend Services, thereby allowing a six (6) month extension if circumstances necessitate this option. The contract is estimated to be awarded on 30 August 2018 with full performance commencing 01 October 2018 and the

Independent Government Estimate for the base period and all options including the -8 extension is

$XXXXXXXXXX.

Five Year Ordering Period

Year II 1 Sep 2019 – 31 Aug 2020

Year III 1 Sep 2020 – 31 Aug 2021

Year IV 1 Sep 2021 – 31 Aug 2022

Year V 1 Sep 2022 – 31 Aug 2023

-8 Option 1 Sep 2023 – 28 Feb 2024

4. Statutory Authority Permitting Other Than Full and Open Competition: The statutory authority permitting other than full and open competition is 41 U.S.C. 1901(e) (2), as implemented by

FAR 13.501.

5. Rationale Justifying Use of Cited Statutory Authority: The required services are currently contracted under FFP IDIQ contract N00189-16-D-0021 which was competitively solicited and awarded to Cavalier Telephone, L.L.C. d/b/a Windstream on 28 January 2016. Windstream has since acknowledged the lack of on premise infrastructure to transition services currently provided by

Verizon.

The required services are provided by a dedicated infrastructure beyond standard commercial demarcation points that was designed and installed by Verizon. As detailed in the paragraph above

Verizon continues to provide the required support services because the contractor awarded contract number N00189-16-D-0021 to provide the required services has acknowledged the lack of on premise infrastructure to transition these services. Additionally, a sources sought notice (SSN) was posted to identify vendors capable of providing the required services. The results of the SSN are detailed in paragraph six (6); however no additional capable sources were identified. Based on the procurement history and the results of the SSN the Contracting Officer has determined only one source, Verizon

Business Network Services, L.L.C., is reasonably available.

Operational Impact: These services have national strategic value. Loss or interruption of these services would prove detrimental to mission readiness for numerous combatant commands which are garrisoned at and deploy from Hampton Roads naval bases. Due to the nature of these services a lapse in the required services would result in a loss of numerous critical Command and Control (C2) and non-C2 telecommunication services to include: loss of unclassified and classified VTC services; loss of connectivity to critical radar feed from Norfolk International Airport (ORF) for Chambers Field, used for controlling aircraft – this feed is a safety of flight issue; loss of Fast Ethernet Metro-E service for Naval Special Warfare Development Group (NAVSPECWARDEVGRU) at Dam Neck, supporting critical C2 operations processes.

Non-approval of this requirement will have an adverse effect on various other Navy missions i.e., Navy Information Force Command (NAVIFOR), U.S. Fleet Forces Command (USFFC), Naval

Operational Medicine Institute (NOMI), Fleet Logistics Center (FLC) Norfolk, Naval Network

Warfare Command (NETWARCOM), Commander, Naval Surface Force Atlantic Fleet

(COMSURFLANT), Commander, Navy Region Mid-Atlantic (CNRMA), Naval Ocean Processing

Facility (NOPF), Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard and its tenant commands, Navy Expeditionary Intelligence Command (NEIC), Naval Weapons Station Yorktown-

Cheatham Annex, Tactical Training Group Atlantic (TTGL) and NCTAMS LANT.

Therefore, due to the reasons stated above it is imperative that Verizon Business Network Services, L.L.C., who designed and installed dedicated infrastructure beyond standard commercial demarcation points to customer premises, continue to provide the required support services until such time that additional capable sources have been identified.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:

A SSN was posted to the Navy Electronic Commerce Online (NECO) website on 26 April 2018 and closed on 30 April 2018. SSN requested interested companies provide capability statements detailing relevant past performance on same/similar work dating back 5 years, the company’s capacity to perform the type of work, and documentation of technical expertise in sufficient detail for the

Government to determine that the company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft Performance Work Statement.

Additionally, the SSN clearly stated Standard company brochures will not be reviewed.

Two (2) responses were received to the SSN. One (1) response was received from a small business, Granite Telecommunications, LLC, Cage Code 39NE4. Granite Telecommunications, LLC submitted a standard company brochure containing one paragraph describing the organization’s past performance. The submission did not detail past performance on same/similar work as requested in the

SSN. The second response was received from an 8(a) small business contractor, Global Solutions, Inc.

Cage Code 6TC84. Global Solutions, Inc. submitted a standard company brochure that did not detail past performance on same/similar work as requested in the SSN. Additionally, Global Solutions submitted a standard company brochure for their mentoring partner, Tec-Masters; however it too did not detail past performance on same/similar work as requested in the SSN.

The sources sought responses were sent to the technical expert at NCTAMS LANT for analysis. In addition to the technical evaluation, FLC Norfolk’s contracting department analyzed the responses.

Technical analysis of the information provided in the capability statements determined that the submissions did not provide enough information to demonstrate the vendor’s capability to support the requirement because they provided a standard company brochure without addressing the requested information in the SSN. The incumbent contractor, a large business, did not respond to the sources sought; however, the FLCN Contract Specialist contacted and confirmed their interest in the re-compete of the requirement.

The requirement will be synopsized and the solicitation will be posted on the Navy Electronic

Commerce Online (NECO) website.

7. Determination of Fair and Reasonable Price: The Procuring Contracting Officer will make a determination of fair and reasonableness of price based upon price analysis in accordance with FAR

13.106-3.

8. Actions to Remove Barriers to Future Competition: All future requirements will be handled on a case-by-case basis. All future requirements will be researched to determine industry capability and future solicitations will include clear and concise language for offerors to demonstrate their infrastructure capacity to deliver required services or have effective sub-contracting arrangements outlined in their technical proposals.

9. Contracting Point of Contact: The point of contact at the NAVSUP FLC Norfolk Contract Office is Dorothy Curling, Code 240, at (757) 443-1955 or by e-mail at dorothy.curling@navy.mil.
