About this file
This is a Questions and Answers document (Part 3) addressing technical requirements related to testing standards for tactical monitors. The Q&A clarifies requirements around MIL-STD-461, MIL-STD-464, and MIL-STD-810H testing protocols, specifically addressing confusion about which versions and procedures apply.
The document provides detailed testing parameters including temperature testing (both operational and storage required), humidity testing during high temperature procedures, shock testing (five separate tests that roll into one system profile), vibration testing (four separate tests that roll into one system profile), and EMI requirements. A comprehensive table is included specifying MIL-STD-810H CH1 (dated 18May2022) testing procedures for shock, vibration, temperature, and environmental conditions, with detailed procedure numbers and specific test methods for each requirement, such as handling shock, road vibration, thermal shock, and environmental testing for sand/dust/mud and salt fog.

1) When asked about MIL-STD-461, the Q&A response mentions MIL-STD-464, which was not included in the original requirements paper. We also seek particular MIL-STD-810 methods and procedures in order to claim compliance, rather than assuming a certain MIL-STD-810 or -461 version
MIL-STD-461 is a standardization source document for EMI requirements focused on component level emissions and verification. MIL- STD-464 is the E3 requirements / verification derived from the MIL-STD-461 focused on system, platform and environmental verification.
Both documents provide requirements and guidance for associated line items.
Please see table below for test methods sourced to MIL-STD-810H CH1 For each, please use the most recent version.
2) In order to put together pricing for qualification and certification, we need a lot better clarification on the testing parameters:
a. For temperature do both operating and storage need to be tested?
Both operational and storage require testing.
b. Dry/Humid is called out as part of high temperature, does humidity need to be tested? If so, is it operating, storage or both?
Relative humid is applied during High Temperature (Dry/Humid) procedures I, II, III. This is determined by the operating conditions of the unit under test and projected exposure environments.
c. Five different shocks are listed. Are these each separate tests and profiles, or do each of these roll up into one overall shock profile?
These are separate tests that roll into a common system shock profile for the hardware.
d. Four different vibrations are listed. Are these each separate tests and profiles, or do each of these roll up into one overall vibration profile?
These are separate tests that roll into a common system vibration profile for the hardware.
e. We never received what sections of MIL-STD-461 need to be tested. We need these since each section warrants its own independent test and will have a dramatic impact on the overall price of testing.
f. MIL-STD-464 appears to be, do we also need to test and qualify for MIL-STD-464?
MIL-STD-464 and MIL-STD-461 are related documents. MIL-STD-461 is a foundation standard that provides guidance on verification methods for system components. The MIL-STD-464 provides derived verification methodologies and direction to specific technical guidance for assessing RF hazards at a system level.
3) Question #1 and the response is a bit confusing. The MIL-STD-810 response leaves it to the supplier to assume which specific version of MIL-STD-810 of which the latest is H published January 2019. Your particular group may have an earlier version in mind so it’s not clear. Then, it’s left to the supplier to determine the procedure within the MIL-STD-810 framework for specific individual tests. For instance, In-Flight Vibration (Engine/Turbine Induced). We believe MIL-STD-1534 but how does a supplier know that’s the profile that the customer needs? To ensure compliance, the Navy should be specific in this area since the supplier is required to not only provide compliance but qualification. The question is asking for the sections and test methods so industry is asking for something like: MIL-STD-810F, Test Method 501.7 High Temperature Procedure II.
See table below.
4) Question #1 there is another question on MIL-STD-461F. The response however is MIL-STD-464 so this is confusing and requires clarification since this requirement was not in the spec and was only introduced in response to MIL-STD-461F question.
