1. Can the unit be designed to meet the MIL-STD 461 and 810?

Expansion on question:

The question is whether the Gov’t requires the product to have already been fully tested and qualified to those standards prior to award or can it be designed to meet the standards and testing done post award. If the latter, would the gov’t be conducting the testing or would the contractor be required to take it through testing?
