About this file
This is a Questions and Answers document for solicitation N0017825Q6660 from Naval Surface Warfare Center, Dahlgren Division (NSWCDD) regarding the procurement of tactical monitors. The document clarifies requirements around military standards MIL-STD-461F and MIL-STD-810G, listing specific sections that need to be met including road/off-road vibration, handling shock, electromagnetic interference, temperature requirements, and IP66 rating. It also addresses MIL-STD-464 requirements covering electrical bonding, radiation hazards, and emissions control.
The document provides technical clarifications about connector and power specifications, stating that the D-3899 connector is for power, video input should use Amphenol with either Mini DisplayPort or HDMI, and the display must handle either 12VDC or 24VDC power. For mounting, the unit can be either rack mounted or standalone with VESA mount pattern. The document confirms no specific manufacturer is called out as this is a specs-based procurement, though vendors must be authorized resellers for whatever equipment they quote.

1) For both of the MIL-STD-461F and MIL-STD-810G requirements, sections of each standard that the system needs to meet, and also what each of the sections need to be tested to? We need to know what requirements need to be met for each section that is needed.
MIL-STD-810
Road / Off-Road Vibration (Surface Irregularities / Tread Laying) Handling Shock (Including Bench) Road / Off-Road Shock (Large Bumps / Holes) Electromagnetic Interference High Temperature (Dry / Humid) Low Temperature / Freezing Thermal Shock (Storage to Use) Sand / Dust / Mud Road Shock (Large Bumps / Potholes) Road Vibration (Random) Rail Shock (Humping) Rail Vibration In-Flight Vibration (Engine / Turbine Induced) Landing Shock IP66 rating or higher
MIL-STD-464
A.4.1 General.
A.5.8.4 Electrical and electronic subsystems A.5.9 Radiation hazards (RADHAZ).
A.5.9.1 Hazards of electromagnetic radiation to personnel (HERP) A.5.11 Electrical bonding.
A.5.11.1 Power current return path.
A.5.11.2 Antenna installations A.5.14 System radiated emissions.
A.5.14.1 Emission control (EMCON).
A.5.14.2 Platform radiated emissions.
A.5.15 EM spectrum compatibility.
2) For the D-38999 connector, what kind of video input is needed? A pinout would help but is not necessary, but we do need the input type.
The D-3899 connector is for power.
Video is recommended to be Amphenol with either Mini DisplayPort or HDMI
3) We need clarification regarding the power. We need to know if the display needs to be able to handle whether either +12 VDC or +24 VDC is connected to it, or if it’s acceptable that the display handles only 1 of the 2.
EITHER 12VDC or 24VDC
4) We need clarification regarding the enclosure or mounting required. Is this panel, rackmount, or standalone?
Rack mounted or standalone with suitable VESA mount pattern
5) Is there a manufacturer called out as we noted the request for an authorized reseller. Since this does not appear to be a sole source RFQ, we will offer a comparable unit to any referenced display. – No manufactured is called out as this is specs based. You will need to be an authorized reseller for the manufacturer of the equipment you quote.
