PERFORMANCE WORK STATEMENT
NSWCDD FACILITY UPGRADES
1.0 BACKGROUND
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires facility maintenance and upgrades be performed within the existing structures of Building 1490, located at 19008 Wayside Dr., 1480, located at 4045 Higley Rd., Building 337, located at 6256 Tisdale Rd., and Building 110B, located at 5506 Marple Rd, and Building
125. All renovations will fall under the NAVFAC Capital Improvements Categories of Work Classification (CIBL) Category II, III and Category IV guidelines.

3.0 REQUIREMENTS
3.1 The Contractor shall be responsible for all labor required to accomplish the work identified in this PWS.
3.1.1 All work shall be completed in accordance with UFC 3-101-01 Architecture, with Change 3, and UFC 3-120-10 Interior Design, with Change 1, UFC 3-430-01FA Heating and Cooling Distribution Systems, UFC 3-501-01 Electrical Engineering, UFC 3-520-01 Interior Electrical Systems, UFC 3-580-01 Telecommunications Interior Infrastructure Planning and Design, with Change 1 and IC Tech Spec – For
ICD/ICS 705.
In addition, all work shall comply with all applicable building codes including but not necessarily limited to the following: International Building Code, International Plumbing Code, National Electric Code, NFPA 101 Life Safety Code, Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines and ASHRAE standards, current editions.
3.1.2 All work shall be done in accordance with the US Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1 dated November 2014 and all applicable building and life safety codes.
Demolish and dispose of all materials identified in accordance with all applicable Local, State and Federal/Navy regulations.
3.2 The Contractor shall provide capable personnel with qualifications, experience levels, certifications, and training required by Federal, State, and Local laws and regulations. Training necessary to ensure that personnel performing under this contract maintain the knowledge and skills to successfully perform the required functions is the responsibility of the Contractor. Training necessary to maintain professional certification is the responsibility of the Contractor.
3.3 The Contractor personnel shall wear personal protective equipment in accordance with (IAW) OSHA regulations throughout the project.
3.4 The Contractor shall provide all applicable permits required to complete this work.
3.5 The Contractor shall protect Government property from damage or disfigurement.
3.6 The Contractor shall keep all supplies, equipment, and tools out of traffic lanes or other areas where they might create a hazard. At the end of each work period, the Contractor shall secure all supplies, equipment and tools.
3.7 For all of the projects, the Contractor shall purchase ceiling tile grid per Attachment 11, lighting 2vtl 2x2 per Attachment 12, and ceiling tile per Attachment 13.
3.8 The Contractor shall coordinate the renovation effort with the Technical Point of Contact (TPOC) identified in G-242-H001.
3.9 Building 1480, Security upgrades
Building 1480 will remain occupied and fully operational throughout the duration of the project. Work performed shall be completed in a manner so as to avoid disrupting daily operations in the building.
3.9.1 The Contractor shall provide and install HVAC burglar bars (man-bars) in ductwork located above the acoustical ceiling tile at various locations identified on the attached Floor Plan. (Attachment 1) Utility openings such as ducts and vents shall be kept at less than man-passable (96 square inches) opening.
Openings larger than 96 square inches shall be hardened per SECNAV M-5510.36, Exhibit 10A.2. e and the Military Handbook 1013/1A. Hardening against low and medium-level threats shall be accomplished via installation of single (or multiple) fixed grills No. 4 (12.7 mm) or smaller bars and with spacing’s of 3 inches (75 mm) or more. See floor plans attached and photos below for locations where man-bars/security grills are to be installed.
3.9.2 The Contractor shall provide and install two (2) two-point deadbolts at the base of five (5) existing roll-up exterior doors. Total deadbolts to be installed = (10) ten (2 at each roll-up door).
3.9.3 The Contractor shall provide and install two (2) solid core painted metal doors, each with a minimum STC 50 rating (doors shall be substantially constructed per SECNAV M-5510.36, Exhibit 10A.2.c). The Contractor shall provide and install emergency egress door hardware on the interior face of each door. See 1490 Rm 1004 Modification Diagram (2) for location of doors to be installed.
3.9.4 The Contractor shall provide and install one (1) layer of painted gypsum wallboard over 2x4 metal studs spaced 16” OC at the 2nd floor lobby where the balcony handrail is to be removed. Walls shall extend from the finished floor to the underside of the gypsum soffit above in order to separate the 2nd floor from the adjacent double-height entry lobby.
3.9.5 The Contractor shall apply new paint coating over all new and existing gypsum wallboard surfaces throughout.
3.9.5.1 Paint shall be suitable in accordance with the Master Painter Institute (MPI) standards for the interior architectural surfaces being finished. All paint coats shall be from a single manufacture and shall be finished to GA 214 Level 5. The Government shall select the paint colors from the paint manufacturer’s full range of standard color options. Provide interior flat intermediate and topcoats of a maximum of 50 g/L VOC and interior non-flat intermediate and topcoats of a maximum 150 g/L VOC.
3.9.6 The Contractor shall provide and install (1) layer of painted gypsum wallboard over 2x4 metal studs spaced 16” OC at the 2nd floor lobby where the balcony handrail is to be removed. Walls shall extend from the finished floor to the underside of the gypsum soffit above in order to separate the 2nd floor from the adjacent double-height entry lobby. New wall partitions shall be constructed of non-load bearing, 20 gauge, 3-5/8” galvanized metal studs spaced 16” o/c with one (1) layer of 5/8” standard gypsum wall board on each side. Provide sound attenuation batt insulation throughout the entirety of all new wall partitions.
All walls are to be taped and finished to a Level 4 finish. (1-blocking coat, 2 finish coats).
3.9.7 All paint coats shall be from a single manufacture and shall be finished to GA 214 Level 5. The paint color shall match the existing adjacent painted wall surfaces. Provide interior flat intermediate and topcoats of a maximum of 50 g/L VOC and interior non-flat intermediate and topcoats of a maximum 150 g/L VOC.
3.9.8 Contractor shall provide and install 4” vinyl wall base to match the existing adjacent wall base where new gypsum wallboard partitions are installed.
3.9.9 The Contractor shall submit (4) four copies of the following for Government review and approval prior to proceeding with work:
Submittals/Samples:
1.) Deadbolt door hardware for (5) five existing roll-up doors.
2.) Door and door hardware product data for (2) STC 50 doors.
3.) Burglar/man-bars.
3.10 Building 337 renovation
3.10.1 The Contractor shall adhere to the demolition plan set forth in Attachment 2.
3.10.1.1 Contractor shall prepare remaining floor surfaces to receive new flooring finish in accordance with the new flooring material’s specifications and requirements where existing flooring materials are called to be removed/disposed. At a minimum, the prep should include grinding and scraping high spots, sweeping and shop-vac clean, filling in the voids and gouges with a cement-based floor patch such as Ardex SD-F Feather-Finish (or equal), allow patch to dry completely, sanding and scraping until smooth and flat, sweeping and shop-vac clean again, and repeating this process as necessary so the entire area is smooth and flat with nothing that will telegraph through over time. If remaining flooring is not level, provide floor leveling material compatible with the new carpet tile in order to level the floor.
3.10.2 The Contractor shall provide and install new 24”x24” carpet tiles throughout the new spaces (Conference Room, Hallway, Office 1, 2, 3, and 4 (Carpet #00500 Pebble Sky - Pattern: Rendered Lines Brick Installation). Install 12”x12” vinyl composition tile in the Restroom in accordance with the manufacturer’s specifications and requirements. In accordance with manufacturer’s requirements, install new vinyl wall base in the following spaces: Conference Room, Restroom, Hallway, Office 1,2,3, & 4.
Wall base shall be 4 inches high and 1/8-inch thick and shall include inside/outside corners. The wall base shall confirm to ASTM F1861-98, Type TS. Provide wall base in rolls and not 4 foot lengths. Government shall select the vinyl base color from manufacturer’s full range of standard color options.
3.10.3 The Contractor shall provide and install 2’x4’ LED light fixtures (VT Series Volumetric LED
Troffer – 2VTL by Lithonia Lighting, or equal) at the locations indicated on the attached “Reflected Ceiling Plan”. See lighting features and specifications attached for reference. Provide and install 24”x24” acoustical ceiling tile (Item No. BET-154 by CertainTeed, or equal) and ceiling grid/hangers (Chicago Metallic 200 Snap Grid 15/16” Exposed by Rockfon, or equal). Install new ceiling tiles and grid at 8’-0” above the finished floor throughout all spaces. See ceiling tile and grid specifications attached for reference. Furnish and install new light switches at locations indicated on the attached Reflected Ceiling Plan. (Attachment 3)
3.10.4 The Contractor shall provide and install wall framing/partitions at the locations indicated on the attached floor plan. New wall partitions shall extend from the finished floor deck to 4” above the newly installed ceiling grid/tile. New wall partitions shall be constructed of non-load bearing, 20 gauge, 3-5/8” galvanized metal studs spaced 16” o/c with one (1) layer of 5/8” standard gypsum wall board on each side.
Provide sound attenuation batt insulation throughout the entirety of all new wall partitions. All walls are to be taped and finished to a Level 4 finish. (1-blocking coat, 2 finish coats).
3.10.5 The Contractor shall provide and install the following network drops and phone lines at the locations noted on the attached floor plans; A) (6) six uNMCI drops total (1 drop each in the four offices. 1 drop in the Conference Room & 1 drop in the Alcove). B) (6) telephone lines total (1 drop each in the four offices. 1 drop in the Conference Room & 1 drop in the Alcove). (Attachment 3).
3.10.6 The Contractor shall apply paint coatings over all new and all existing gypsum wallboard surfaces in all spaces with the exception of the existing mechanical room.
3.10.6.1 The Contractor shall only use paint that is suitable in accordance with the Master Painter Institute (MPI) standards for the interior architectural surfaces being finished. All paint coats shall be from a single manufacture and shall be finished to GA 214 Level 5. The Government shall select the paint color from the paint manufacturer’s full range of standard color options. Provide interior flat intermediate and topcoats of a maximum of 50 g/L VOC and interior non-flat intermediate and topcoats of a maximum 150 g/L VOC.
3.10.7 The Contractor shall provide framing for six (6) new interior wood doors and metal door frames at the locations indicated on the attached Floor Plan. At door locations install framing to provide finished return openings at heads and jambs.
3.10.8 The Contractor shall provide labor and material for the installation of door, door frames, and hardware detailed below:
Door and Door Hardware:
a.) Six (6) openings total. Opening to include:
i. Five (5) 3’-0”x6’-8”, 16 gauge, steel knock down frame (Four offices and Conference Room). One (1) 3’- 0”x6’-8”, 16 gauge, steel knock down frame (Restroom)
ii. Five (5) 3’-0”x6’-8”, Painted flush wood door. One (1) 2’-8”x6’-8”, Painted flush wood door.
iii. Six (6) aluminum wall bumpers.
iv. Nine (9) pairs of 4-1/2” x 4-1/2” hinges.
v. Six (6) privacy, lever handle (ADA compliant) lockset (‘Best’ core). Finish material to match existing adjacent door hardware/handle finish.
vi. Provide and install new room signage onto the new door frame head. Room number signage shall match the existing adjacent room signage (font, color style etc.).
3.10.9 The Contractor shall provide and install three (3) coats of alkyd based paint (1 primer and 2 finish) to each of the existing and all new interior metal door frames and interior flush wood doors.
3.10.10 The Contractor shall provide and install new matching wall outlet faceplates for all existing wall outlets and new outlets throughout all spaces.
3.10.11 The Contractor shall provide and install toilet fixtures and accessories in the restrooms below:
a.) One (1) ADA compliant water closet b.) One (1) wall-mounted porcelain sink with stainless still faucet and wrist-blade handles.
c.) One (1) surface-mounted paper towel dispensers by “Bobrick”, B-262, or equal.
d.) One (1) surface-mounted channel-frame mirrors (24”x36”) by “Bobrick”, B-165, or equal.
e.) One (1) surface-mounted toilet tissue dispensers for two rolls by “Bobrick”, B-274, or equal.
f.) One (1) surface-mounted 48” long grab bar by “Bobrick”, B-5806 x 48, or equal.
g.) One (1) surface-mounted 36” long grab bar by “Bobrick, B-5806 x 36, or equal.
3.10.12 The Contractor shall infill exterior opening with new exterior siding, sheathing, thermal batt insulation and painted drywall to match existing adjacent construction materials where existing through-wall air conditioning units are to be removed.
3.10.13 The Contractor shall provide and install emergency lighting/exit lights throughout the spaces in accordance with code requirements.
3.10.14 The Contractor shall submit (4) four copies of the following for Government review and approval
1.) Paint color samples for metal door and frame.
2.) Vinyl wall base and vinyl threshold color samples.
3.) Carpet tile samples and product data.
4.) Vinyl Composition Tile product data and samples.
5.) Ceiling tile/grid product data.
6.) Light fixtures and lighting controls.
7.) Door manufacturer product data and door hardware
3.10.15 HVAC REQUIREMENTS
The Contractor shall follow all requirements listed for demolition, rough-in, installation, and finishes in accordance with the HVAC project requirements documents, Attachment 4, and Attachment 5.
FINAL HVAC DESIGN MUST BE SUBMITTED TO THE GOVERNMENT FOR REVIEW AND
APPROVAL PRIOR TO ORDERING OF ANY HVAC EQUIPMENT.
3.10.15.1 The Contractor shall perform the following demolition:
1.) SECURE POWER; LOCKOUT/TAGOUT, Boiler and Makeup water.
2.) Demo Old Cased Iron Heaters and dispose 3.) Demo All Hot water pipping above the ceiling and Demo piping to below finished floor, Cap all remaining pipes below the floor that will remain in place 4.) Demo All Hot water boiler piping in the Mechanical room that will no longer be used, secure water-up water line to Boiler 5.) Demo Existing window AC units and dispose 6.) Demo Boiler in Mechanical room and Circulator pump and Dispose 7.) Demo Oil line back to the tank and cap lines/ Tank 8.) Demo All Line voltage and controls to Boiler 9.) Demo Flue pipe back to the chimney and cap off chimney opening
3.10.15.2 The Contractor shall perform the following rough-in:
1.) Install new duct work sleeves through the wall for new duct work penetrations for supply duct work.
Main Supply Duct size will be 22 X 10 going through wall of the Mechanical room 2.) Install new return duct work sleeves through the wall for new duct work penetrations for return duct work. Return Duct Size will be Approximately 20 X 20 going through the wall of the Mechanical room to the flush mount Return Air Filter Grill 3.) New Return air duct work will have filter 1-inch filter grill on the wall 4.) Install new sleeve for new Refrigerant line set and condensation drain line 5.) Power breaker and wiring for the indoor and outdoor unit.
6.) Thermostat wiring for new room 7 Day Programmable thermostat with Outdoor Air Sensor 7.) New hangers to support new duct work in overhead ceiling 8.) The New AHU will be placed on a Return Air plenum box; The Return Air Plenum Box shall be Built strong enough to support the new AHU
3.10.15.3 The Contractor shall perform these specialty items:
1.) All new supply duct work will be designed to maintain .06-inch Friction loss per 100 feet of duct and will be insulated with a R-8 value 2.) All new return duct work will be designed to maintain .05-inch Friction loss per 100 feet of duct and will be insulated with a R-8 value and be insulated with ½ sound liner to reduce air noises 3.) All main supply duct connection will have Flexible connection to the indoor unit 4.) All Return duct work and Plenum will have ½ inch sound liner installed 5.) All supply and return Grills should be adequate in size for the amount of CFMs required for outlet to prevent any air noise
3.10.15.4 The Contractor shall submit (4) four copies of the following for Government review and approval
1.) Provide for Emergency 10 KW Electrical Heater 2.) Provide for 7 Day Programmable Thermostat and remote Outside Air sensors 3.) Duct insulation 4.) Bathroom Exhaust Fan 5.) Ceiling Supply and Return Air Diffusers
3.10.15.5 The Contractor shall follow the HVAC unit specifications described below:
1.) Unit shall be fully charged from the factory. Unit shall be designed to operate at outdoor ambient temperatures as high as 115°F. The unit is certified to UL 1995. Exterior is designed for outdoor application.
2.) Casing of unit shall be constructed of heavy gauge, G60 galvanized steel and painted with weather-resistant powder paint on all louvers, panels, preprint on all other panels. Corrosion and weatherproof base.
3.) Refrigerant Controls include condenser fan, compressor contactor and high pressure switch. High and low pressure controls are inherent to the compressor. A factory or field installed liquid line drier is standard.
4.) Compressor shall have 1-stage compressor features internal over temperature and pressure protection and total dipped hermetic motor. Other features include: ROTO lock suction and discharge refrigerant connections, centrifugal oil pump and low vibration and noise.
5.) Condenser Coil The outdoor coil provides low airflow resistance and efficient heat transfer. The coil is protected on all four sides by louvered panels.
6.) System shall be capable of cooling in low ambient conditions 7.) Unit shall have All Aluminum Spine Fin coils on outdoor section 8.) Corrosion resistant finish and fasteners Full coil protection and seacoast shield 9.) Unit will come with a full 10-year factory warranty from the manufacturer
3.10.15.6 The Contractor shall provide installation:
1.) Provide and install one new High Efficiency (GT 14 SEER) Heat Pump System with a Variable Speed Up Flow AHU. The Ahu shall have a 10KW Electrical Backup Heater with Breaker
2.) Provide and install all necessary adequate size Copper pipping to and from the new Indoor and Outdoor Units. The Suction Line will be insulated with ½ closed cell type insulation and all joints glued 3.) Provide and install new rigid conduit from the new disconnect switch and changeover to a 24-inch flexible liquid tight connection to the new Heat Pump System units 4.) Install New breaker in Main electrical panel to match the manufacture recommendations size for the new Heat Pump System and AHU 5.) Install one new 7 day programmable thermostat with compressor lockout at 35 Deg F by outdoor air sensor and remote outside air sensor. Thermostat should have 2 Stages of heating and 1 stage of cooling.
All controls shall be integrated to the New Heat Pump System 6.) Install new return air plenum duct with ½ inch sound liner; from the new AHU to set on in Mechanical room 7.) Install new supply Rectangle Metal duct work (size 20 X 10) for the new Heat Pump System. All Metal Duct work shall be insulated 8.) Install new supply and return duct work with insulation of R-8 value.
9.) Provide and install a 1-inch Return Air Filter Grill (20 X 20) in the wall Next to floor. The Filter grill will have a 1-inch Pleated Merv-11 installed.
10.) Provide and install Flexible Duct work from the New Metal Duct to the Ceiling Mounted/ Lay-in Ceiling Diffusers. All Diffusers will be White and have a collar that will connect the Flexible duct too. All flexible duct will be secured by Black Zip Ties and be properly supported in the ceiling. All Flexible Duct work will be install in the shortest run possible (6 Feet) 11.) Provide and install all supply registers with dampers at the Main supply air ducts 12.) Provide and install hanger bands to the ceiling to hang the new duct work from 13.) Install new ¾ inch Schedule 40 Condensation drain line and routed away from the building 14.) Install ¾ inch PVC condensation trap with clean-out tee and High water Cut out safety Switch to shut off the Outdoor Unit Compressor 15.) Provide and install new Non-fused outdoor disconnect switch NEMA-3 and sized for new outdoor unit 16.) Make all necessary line voltage wiring connections from unit to the main electrical panel 17.) Make all necessary low voltage wiring for Thermostat and associated outdoor 18.) Provide and install on Level Ground a New 3-inch Plastic 36 X 36 Condenser pad located behind the Building next to the Mechanical room door steps 19.) Install new 3-inch snow legs for outdoor unit 20.) Provide and install appropriate size (75 CFM) Exhaust Fan ceiling mount for the bathroom, Exhaust duct to be run outside of building. Exhaust Fan will be controlled by locate switch on wall and Exhaust Fan Shall have a Built-in Back Draft Damper 21.) Start and check system operation, Startup shall be done in accordance with the Manufacturer recommendations
3.10.15.7 The Contractor shall perform the following:
1.) Restore all power, Remove Lockout/Tag out to each unit, main breaker panel 2.) All holes and openings should be patched and matched back to the existing conditions 3.) There shall be no trash or debris left on jobsite and room will be swiped clean daily basis 4.) Area shall be free from dust and dirt cause by the installation 5.) The new supply diffusers will all match the same color – White 6.) The return will have a 1-inch filter grill installed 6-inch off the finish floor and will match the supply diffusers color 7.) All duct work will have R-8 insulation 8.) Thermostat will be mounted at 60 inches AFF 9.) All Training and demonstration will be done on site with the HVAC shop technician present, a sign in sheet will be turned into NSWCDD (10) 10.) All O&M manuals will be turned over to the Government 11.) Submit all startup paper work for the equipment per the manufacturer and provide to Government 12.) Contractor is responsible for all commissioning of the new Heat Pump system with the Electrical Backup Heater to ensure proper operation of system. The new system shall be complete and useable. New system shall be commissioned with NSCWDD John Lee (4-1194) or Merrell Trossbach (3-3202)
13.) Contractor shall fill out Inventory Adjustment Form (IAF) for the removed equipment and for the new equipment and provided to the Government
3.11 Building 1490, Room 1004 renovation
3.11.1 The Contractor shall perform demolition work in accordance with Attachment 6 and Attachment
7.
3.11.1.1 Contractor shall prepare remaining floor surfaces to receive new flooring finish in accordance with the new flooring material’s specifications and requirements where existing flooring materials are called to be removed/disposed. At a minimum, the prep should include grinding and scraping high spots, sweeping and shop-vac clean, filling in the voids and gouges with a cement-based floor patch such as Ardex SD-F Feather-Finish (or equal), allow patch to dry completely, sanding and scraping until smooth and flat, sweeping and shop-vac clean again, and repeating this process as necessary so the entire area is smooth and flat with nothing that will telegraph through over time. If remaining flooring is not level, provide floor leveling material compatible with the new carpet tile in order to level the floor.
3.11.1.2 The Contractor shall, prepare remaining gypsum wallboard surfaces to receive new finish materials by patching/repairing any/all cuts, scrapes dents etc. in existing gypsum wallboard after existing wall covering is removed/disposed.
3.11.1.3 Contractor shall remove, salvage and reinstall existing wireless connectivity in the existing Conference Room to accommodate the new Conference Room layout.
3.11.1.4 The Contractor shall remove, salvage and reinstall existing wireless connectivity in the existing conference room to accommodate the new conference room layout, see Attachment 9.
3.11.1.5 The Contractor shall leave mechanical ductwork, sprinkler piping and sprinkler heads in the areas of work. Provide and install new supply and return mechanical diffusers at all locations within the area of work (color = white trim). New diffusers shall be compatible with the existing ductwork to remain. Relocate ductwork and sprinkler heads in the areas of work only if/where necessary to accommodate the new floor plan layout.
3.11.2 The Contractor shall provide and install wall framing and gypsum wallboard partitions at the locations indicated on the attached floor plan. New wall partitions shall be constructed of non-load bearing, 20 gauge, 3-5/8” galvanized metal studs spaced 16” o/c with one (1) layer of 5/8” standard gypsum wall board on each side. Provide sound attenuation batt insulation throughout the entirety of all new wall partitions. All walls are to be taped and finished to a Level 4 finish. (1-blocking coat, 2 finish coats).
3.11.3 The Contractor shall install new flooring in accordance with manufacturer’s specifications.
Prepare existing concrete flooring to receive new flooring finishes by removing all dust, debris, glue etc.
Vinyl wall base to be installed shall be 4 inches high and 1/8-inch thick and shall include inside/outside corners. The wall base shall confirm to ASTM F1861-98, Type TS. Provide wall base in rolls and not 4 foot lengths. Government shall select the vinyl base color from manufacturer’s full range of standard color options.
3.11.4 The Contractor shall provide and install 2’x2’ LED light fixtures (VT Series Volumetric LED
Troffer – 2VTL by Lithonia Lighting, or equal) at the locations indicated on the attached “Reflected Ceiling Plan”. (Attachment 7). Provide and install 6” diameter recessed LED downlights with white trim at locations indicated on the attached Reflected Ceiling Plan. Provide and install 6” diameter recessed wall washers as locations indicated on the attached Reflected Ceiling Plan. See lighting features and specifications attached for reference. (Attachment 12). Provide and install 24”x24” acoustical ceiling tile (Item No. BET-154 by CertainTeed, or equal), (Attachment 13) and ceiling grid/hangers (Chicago Metallic 200 Snap Grid 15/16” Exposed by Rockfon, or equal). (Attachment 11) Install new acoustical ceiling tiles, grid and hangers throughout the spaces at locations indicated on the attached Reflected Ceiling Plan.
Relocate existing light switches for new LED and can downlights to location(s) indicated on the attached Power & Communications Plan.
3.11.5 The Contractor shall provide and install the following network drops and phone lines at the locations noted on the attached floor plans. (Attachment 9)
3.11.5.1 Quantity (2) two uNMCI drops and (2) uRDTE total (see New Work Plan for location of drops in the new Conference Room.
3.11.5.2 Re-route existing telephone cabling/services in the new Conference Room to accommodate new floor plan layout.
3.11.5.3 Relocate the existing telephone line(s)/outlet at the existing Receptionist space to the new
Receptionist area per Attachment 9.
3.11.6 The Contractor shall apply paint coatings over all new and all existing gypsum wallboard surfaces in the following spaces: Conference Room, Lobby, Receptionist and Stairwell Corridor.
3.11.6.1 The Contractor shall only use paint that is suitable in accordance with the Master Painter
Institute (MPI) standards for the interior architectural surfaces being finished. All paint coats shall be from a single manufacture and shall be finished to GA 214 Level 5. The Government shall select the paint color from the paint manufacturer’s full range of standard color options. Provide interior flat intermediate and topcoats of a maximum of 50 g/L VOC and interior non-flat intermediate and topcoats of a maximum 150 g/L VOC.
3.11.7 The Contractor shall provide wall framing for the following locations. At door locations, install framing to provide finished return openings at heads and jambs.
3.11.7.1 Quantity one (1) new opening and interior metal door and metal door frame at the Conference Room. One (1) new opening and interior metal door frame at the Receptionist (below the existing stair).
3.11.7.2 Quantity one (1) new opening and salvaged wood door (to be re-installed) with new metal door frame at the Receptionist.
3.11.7.3 Quantity one (1) new opening and salvaged wood door (to be reinstalled) with new metal door frame at the Lobby.
3.11.8 The Contractor shall provide duplex electrical outlets at locations indicated on Attachment 9.
Outlets to be mounted at 18” above the finished floor unless noted otherwise.
3.11.9 The Contractor shall provide the following samples for the Government’s review and approval prior to proceeding with work: Paint samples, luxury vinyl tile samples, vinyl wall base samples, ceiling tile samples, and wood stain samples. The Government shall select finishes from the manufacturer’s full range of standard color/style/pattern samples.
3.11.9.1 Conference room requirements: Flooring: Luxury Vinyl Plank with 4” high vinyl wall base. Walls: Painted gypsum wall board (2 colors: wall below wood chair rail, one color, wall above chair rail, 2nd color). Ceiling: 24”x24” acoustical ceiling tile. Attachment 7 shows the layout and location of light fixtures. Stained Wood Chair rail: 3”x3/4” (Profile MB 209 by Bosley Moldings, or equal). Opaque film: install on all glass windows throughout the space (SXWF-SSO Satin Silver Opaque by “decorative films, or equal).
3.11.9.2 Receptionist area requirements: Flooring: Luxury Vinyl Plank with 4” high vinyl wall base. Walls: Painted gypsum wall board. Ceiling: 24”x24” acoustical ceiling tile. Attachment 7 shows the layout and location of light fixtures).
3.11.9.3 Lobby requirements: Flooring: Luxury Vinyl Plank with 4” high vinyl wall base. Walls:
Painted gypsum wall board. Ceiling: 24”x24” acoustical ceiling tile. Attachment 7 shows the layout and location of light fixtures.
3.11.9.4 Stairwell Corridor requirements: Flooring: Luxury Vinyl Plank with 4” high vinyl wall base. Walls: Painted gypsum wall board. Ceiling: 24”x24” acoustical ceiling tile. Attachment 7 shows the layout and location of light fixtures.
3.11.9.5 Bid Option: The Contractor shall provide and install solid hardwood (stained) raised panel wainscot (profile indicated below) all walls throughout the Conference Room. Where required, re-adjust wall outlets to align with the face/surface of the newly installed wood wainscot and provide new cover plates to compliment the color of the wood wainscot. The Government shall select the color for the cover plates and stain for the wood wainscot. See Attachment 8 for trim diagram.
3.11.10 The Contractor shall install the following new door and door hardware, quantity two (2) openings total.
3.11.10.1 One (1) 3’-0”x6’-8”, 16 gauge, steel knock down frame at the Conference Room. One
(1) 2’-8”x6’-8”, 16 gauge, steel knock down frame at the Receptionist (below the existing stair).
3.11.10.2 One (1) 3’-0”x6’-8”, Painted flush wood door. One (1) 2’-8”x6’-8”, Painted flush wood door.
3.11.10.3 One (1) aluminum wall bumpers (at Conference Room).
3.11.10.4 Three (3) pairs of 4-1/2” x 4-1/2” hinges.
3.11.10.5 Two (2) privacy, lever handles (ADA compliant) lockset (‘Best’ core) with brushed aluminum finish.
3.11.10.6 Provide and install new room signage onto the new door frame heads. Room number signage shall match the existing adjacent room signage (font, color style etc.).
3.11.11 The Contractor shall provide and install three (3) coats of alkyd based paint (1 primer and 2 finish) to each of the existing and all new interior metal door frames and interior flush wood doors.
3.11.12 The Contractor shall provide and install new matching wall outlet faceplates for all existing wall outlets and new outlets throughout all spaces in the work area.
3.11.13 The Contractor shall provide and install architectural woodwork (base cabinets, wall cabinets, solid surface countertops etc.) at the locations indicated on Attachment 9 (Conference Room and Receptionist).
All wall/base cabinets shall be provided with locks and adjustable shelving as indicated on the attached interior elevations.
3.11.14 The Contractor shall provide and install (1) one stainless steel sink, (1) stainless steel faucet & stainless steel wrist blade handles at the Conference Room per the location indicated on Attachment 9.
3.11.15 The Contractor shall perform the following, see Attachment 9:
1.) Relocate water lines and install salvaged water coolers at location indicated on plan.
2.) Reinstall salvaged door and door hardware at locations indicated on plan.
3.) Provide and install new ADA compliant stair handrail at location indicated on plan.
4.) Provide and install new drywall furring tight around existing structural column.
5.) Provide and install 2”x2” x 4’-0” high corner guards at locations indicated on plan.
6.) Extend New wall partition tight to underside of existing stairwell.
7.) Provide and install painted metal door frame, painted metal door and door hardware.
8.) Provide and install opaque film on existing windows. Provide and install custom (cut to fit) window blinds at all existing windows.
9.) New wall partitions: Extend wall from the finished floor deck to 4” above the newly installed ceiling grid/tile.
10.) New wall partitions: Extend wall from the finished floor deck to tight to underside of floor deck above.
11.) Solid surface (“Corian”, or equal) counter-top and architectural woodwork base/wall cabinets. See “Interior Elev. @ Rec. Counter” for more detail.
12.) Solid surface (“Corian”, or equal) counter-top, stainless steel sink/faucet with wrist blade handles and architectural woodwork base/wall cabinets. See “Interior Elev. @ Conference Rm.” For more detail.
13.) Solid surface Receptionist Counter. See “Section @ Rec. Counter” for more detail.
3.11.16 The Contractor shall perform the following, see Attachment 7:
1.) Existing gypsum wallboard bulkhead to remain.
2.) Utilizing existing salvaged ceiling tile, grid, hangers and lights, reinstall salvaged ceiling tile, grid, hangers and lights to accommodate new layout. Ceiling grid to be installed at 8’-5” above finished floor.
3.) New painted gypsum wallboard bulkhead above new wall cabinets.
4.) New painted gypsum wallboard bulkhead (at 8’-6” above finished floor) above Receptionist counter.
5.) Provide and install 2’x’2 acoustical ceiling tile, grid, hangers, 2’x2’ LED light fixtures, and 6” diameter can downlights at 9’-0” above finished floor. Adjust location of HVAC supply/return diffusers and fire sprinkler heads as required to accommodate new ceiling layout. Provide and install new supply/return diffusers with white trim throughout the space. Provide and install recessed ceiling mounted wall washers at location indicated in the Lobby only.
6.) Government furnished, contractor installed wall mounted flat screen. Per flat screen manufacturer’s specifications, provide blocking in wall to support flat screen.
7.) Government furnished, contractor installed ceiling mounted flat screen in bulkhead. Per flat screen manufacturer’s specifications, provide blocking above to support flat screen.
3.11.17 The Contractor shall perform the following:
1.) Mount duplex power outlet at 84” above finished floor.
2.) Mount a total of (8) eight duplex outlets on column enclosure. Four (4) outlets to be mounted at 84” above finished floor; Four (4) outlets at 18” above finished floor.
3.) Mount GFCI duplex power outlet above solid surface countertop and below wall cabinets.
4.) Mount duplex power outlet long underside of gypsum wallboard bulkhead.
5.) Mount duplex power outlets at Receptionist desk in wall between upper counter and lower counter.
6.) Mount uNMCI and uRDTE network outlet at 18” above finished floor.
7.) Provide/install telephone jack, faceplate and wiring at location shown.
8.) Mount duplex power outlet at 18” above finished floor.
9.) Relocate existing light switches for 2’x2’ LED’s and can downlights to location shown on plan.
3.11.18 The Contractor shall submit (4) four copies of the following for Government review and approval
1.) Paint color samples for metal door and frame.
2.) Vinyl wall base and vinyl threshold color samples.
3.) Carpet tile samples and product data.
4.) Luxury vinyl tile product data and samples.
5.) Ceiling tile/grid product data.
6.) Architectural Woodwork Shop Drawings.
7.) Light fixtures and lighting controls product data.
8.) Door manufacturer product data and door hardware
3.12 Building 110B renovation
3.12.1 The Contractor shall remove and dispose of all ceiling tile and grid at the locations noted on the attached floor plan with the exception of Room 101 (Hero Test Chamber) and Room 103A (Control Room). All HVAC devices/diffusers, lighting fixtures, sprinkler heads and fire/smoke alarm devices shall remain. (Attachment 10)
3.12.2 The Contractor shall provide and install spray polyurethane foam (SPF) insulation along inside face of exterior walls. Spray foam insulation shall extend from the top of the ceiling grid and extend to the top of each roof eave/ridge. Spray foam insulation shall match existing adjacent spray foam insulation applied to other areas of the building. Insulation shall provide a minimum (30) R-Value.
3.12.3 The Contractor shall provide and install 24”x24” acoustical ceiling tile (Item No. BET-154 by
CertainTeed, or equal) and ceiling grid/hangers (Chicago Metallic 200 Snap Grid 15/16” Exposed by Rockfon, or equal). Install new ceiling tiles and grid at the same height as the existing tiles/grid being removed throughout all spaces. See ceiling tile and grid specifications attached for reference. (Attachment 13 and Attachment 11)
3.12.4 The Contractor shall provide and install R-11 bat type insulation on top of each drop ceiling tiles.
Each tile shall have an independent bat of insulation installed directly on top of the unconditioned side of the ceiling.
3.12.5 The Contractor shall adhere to 110B floor plan requirements for information on HVAC work.
3.12.5.1 The Contractor shall Insulate and seal all existing duct work using a bubble wrap type insulation. The duct wrap shall have an insulation value of not less than R-8. All duct connections shall be sealed using HVAC grade duct sealant. The duct shall not be insulated with a fiberglass type insulation. The size of the duct varies depending on system and location. For the purpose of the requirement, consider all duct 18”x18” the height of the duct is approximately 18 feet AFF.
The approximate total length of the duct work is 290 feet total for all systems. The air handler located in the attic of the building (AHU1) is currently insulated with 1.5” of fiberglass insulation.
The contactor shall remove the existing insulation and install new bubble wrap type insulation on all the supply duct work as well as the return duct work for AHU1, 2 and AHU3. Unit locations are; AHU1 located in the attic space of the building, AHU2 and AHU3 are located in a ground level mechanical room. All duct work in the outdoor mechanical room shall also be wrapped in Bubble wrap type insulation. The approximate duct length of 290 feet includes the duct work in the mechanical room.
3.12.5.2 The Contractor shall remove all existing flexible supply lines and replace with like and kind size using a flexible supply line that provides at least an R-8 value insulation. The flexible supply lines must be suited for high temperatures. The flexible duct shall be installed per the manufacture and without unnecessary excess being attached. The flexible lines shall be installed on 2’X2’ drop in flush mounted insulated diffusers. There are currently 12 supply diffusers in the space. The flexible line sizes vary from six inch to 8 inch. All supply line sizing and supply register counts shall be confirmed by the Contractor and accepted by the Government prior to installation. The Contractor shall seal all duct connection to include duct to duct, duct to unit(s) and supply air takeoffs.
3.12.5.3 The Contractor shall add return duct from control chamber 101 wall to AHU1. Currently the building has a high return in control room 101 that is not connected to AHU1. The Contractor shall supply and install new duct work from the return opening to chamber 101 to AHU1 return.
The new duct shall be sized to maintain the square inches of the side wall chamber return opening.
The duct work shall be all insulated sheet metal or flexible duct with an insulating value of not less than R-8. The Contractor shall use hard round duct or square sheet metal duct. The use of flexible duct shall be kept to a length of 6 foot or less. The estimated total length from opening to unit is 20 feet. The existing side wall return opening at Chamber 101 is 12”x12”.
3.12.5.4 The Contractor shall install new attic exhaust fan and exhaust fan thermostat. The exhaust fan shall be capable of removing 1960 CFM. The exhaust fan thermostat shall be located near and accessible from the AHU1 platform. The louvers shall be sized according to the attic fan maximum exhaust rate. There shall be a minimum of 4 louvered openings installed on the side(s) of the building. The louvers shall be equally spaced and equally distributed on the north and south side of the building. The attic exhaust fan shall be located in the same area as the existing exhaust fan is located. If the existing exhaust fan opening is not large enough to accommodate the new exhaust fan, the Contractor shall enlarge the opening to accommodate the new fan. The Contractor shall seal around all side wall penetrations using an outdoor paintable type sealant. The louvers shall be constructed with screening protection to prevent unwanted insects and birds from entering the attic space.
3.12.5.5 The Contractor shall Install a new bathroom exhaust fan and venting. Install new 50 CFM exhaust fan for the bathroom. The bathroom exhaust fan shall be routed to the closes exterior wall and terminate at a flush mounted louvered exhaust vent.
