QUESTION/ANSWER FROM INDUSTRY

Question #1: Due Date. On FBO is stated it is due at 10/15 at 3 and on the solicitation it states it is due 10/15/19 @ 12:00 p.m. Which is correct?

Answer #1: The due date is 10/15/2019 at 3PM.

Question #2: Delivery: How is the final proposal being submitted? Email, Hand Delivery, Commercial Carrier?

Answer #2: Email is the preferred method.

Question #3: What is the estimated price range for this project?

Answer #3: This is a commercial service contract and not a construction contract. Estimated price ranges are used in construction contracts and not commercial service contracts.

Question #4: If you already have access to the base, do you have to submit the site visit forms?

Answer #4: No.

Question 5: Please provide all available as-builts for the proposed work area for B1490. For bidding purposes and to clarify SOW, necessary as-builts (and their purpose) are as follows:

Structural - To show true floor to deck height throughout and to help identify areas where structural steel above walls will need to be built out to achieve STC 50.

Plumbing/Mechanical – To help quantify ductwork to receive man bars/to quantify the number of air/water lines being removed and identify their shut-off location

Electrical/Comm – To quantify the data ports/wire/electrical devices to be removed. Please mark these up to identify items requested to be removed.

Architectural – To identify areas where existing drywall/insulation are not up to STC 50 requirements/To possibly identify the maker of the existing raised floor system to avoid having to replace the support frame.

Answer 5: As-builts are not available.

Question 6: Please provide onsite supervision requirements for this project. Will dedicated SSHO/QC/Superintendent personnel be required to be onsite at all times and if so please quantify the number of individuals and minimum experience/training requirements?

Answer 6: No, the SSHO/QC/Superintendent personnel will not be required to be onsite at all times, but the Contractor shall provide supervision, safety, and quality control to ensure the project complies with building codes, safety codes, and inspection guidelines. The Government TPOC will inspect the work being performed throughout the project. This will be added to the PWS in the Solicitation amendment.

Question 7: Please confirm no hazardous materials have been identified nor should be accounted for as part of this proposal.

Answer 7: No hazardous materials have been identified, nor should be accounted for.

Question 8: The RFP states that the project will have a duration of 60 days. 60 days may be enough time for onsite construction (though it will still be tight) but will not be enough time to account for submittal period and long lead items such as the floor tile. 120 days is recommended. Please advise.

Answer 8: After calling industry, floor tile lead time is 6-8 weeks. The period of performance will be extended to 90 days. An amendment to the solicitation is forthcoming.

Question 9: Please confirm that the project must be phased so that all work within Rm 2037 is completed before beginning work in Rm 2043 in order to accommodate existing electrical equipment expected to be installed in Rm 2043.

Answer 9: Correct, complete room 2037 (computers will be stored in 2041 until 2037 is complete. Then the computers will be moved to the completed 2037 while the rest of the rooms are completed. An amendment to the solicitation is forthcoming.

Question 10: Will just the ceiling tile be replaced or should the grid be replaced as well?

Answer 10: Both ceiling and grid will be replaced. An amendment to the solicitation is forthcoming.

Question 11: Please provide specifications for man bars. In the past we have been required to install all-thread through the duct with exposed epoxy covered nuts on each. Is this acceptable?

a) All vents and ducts shall be protected to meet the acoustic requirements of the SCIF. (See Figure 4, Typical Air (Z) Duct Penetration, for example.)

b) Walls surrounding duct penetrations shall be finished to eliminate any opening between the duct and the wall.

c) All vents or duct openings that penetrate the perimeter walls of a SCIF and exceed 96 square inches shall be protected with permanently affixed bars or grills.

(1) If one dimension of the penetration measures less than six inches, bars or grills are not required.

(2) When metal sound baffles or wave forms are permanently installed and set no farther apart than six inches in one dimension, then bars or grills are not required.

(3) If bars are used, they shall be a minimum of ½ inch diameter steel, welded vertically and horizontally six inches on center; a deviation of ½ inch in vertical and/or horizontal spacing is permissible.

(4) If grilles are used they shall be of:

(a) ¾ inch-mesh, #9 (10 gauge), case-hardened, expanded metal; or

(b) expanded metal diamond mesh, 1-1/2” #10 (1-3/8” by 3” openings, 0.093” thickness, with at least 80% open design) tamperproof; or

(c) welded wire fabric (WWF) 4x4 W2.9xW2.9 (6 gauge smooth steel wire welded vertically and horizontally four inches o.c.).

(5) If bars, grilles, or metal baffles/wave forms are required, an access port shall be installed inside the secure perimeter of the SCIF to allow visual inspection of the bars, grilles, or metal baffles/wave forms. If the area outside the SCIF is controlled (SECRET or equivalent proprietary space), the inspection port may be installed outside the perimeter of the SCIF and be secured with an AO-approved high-security lock. This shall be noted in the FFC.

Question 12: Please quantify the man bars required to be installed as part of this project including total number and sizes of all duct penetrations.

Answer 12: 12 duct penetrations, 18”x18”. An amendment to the solicitation is forthcoming.

Question 13: Please confirm that the existing raised floor tile will be replaced throughout all spaces except for Rm 2043 and that the floor support framing will remain to be reused with new tile.

Answer 13: Confirm, however if there is a problem with the existing framing while installing the new tile, the existing framing will need to be replaced or fixed.

Question 14: Please provide specifications/requirements for the new floor tiles (i.e. hollow/solid filled, quality/thickness of vinyl etc.)

Answer 14: Per the solicitation, PWS Section 3.26, the specifications for the floor tiles are CCN1000.

Question 15: Please confirm that the raised floor tile in Rm 2043 will remain and have new carpet tile replaced/re-installed over it. Please provide specs/requirements for thickness/quality level of new carpet tile.

Answer 15: Per the solicitation , PWS Section 3.23, “The Contractor shall replace the carpet tile in room 2043 with Peto II 26 EW24 "Manhattan Blue" 2’x2’ carpet tiles.”

Question 16: Please confirm that STC 50 (min.) pathways will be required at 6 locations where new cable trays start and stop on opposite sides of STC 50 walls and provide the total number/sizes of pathways at each location.

Answer16: Confirm. The pathways are 3” PVC between 5 walls with 18” cable tray. An amendment to the solicitation is forthcoming.

Question 17: During the site visit it was noticed that some of the existing walls butt to the bottoms of existing structural steel beams which do not have any insulation or other means of preventing sound transmission. It is assumed that these areas must be addressed in order to meet STC 50 requirements, please provide design requirements/details for how these areas should be addressed and quantify the number/lengths of walls this must be addressed on.

Answer 17: Encapsulate (400 sq ft beams with insulation and 5/8” drywall The drywall shall be finished and painted per the specifications in the PWS 3.25. An amendment to the solicitation is forthcoming.

Question 18: Please provide details and direction for the airlines to be removed (i.e. 1) Do the get removed back to source or just above ceiling with cap? 2) Are there valves above ceiling? 3)Where are they fed from?

Answer 18: Per the solicitation , PWS Section 3.22, “The Contractor shall cap existing water and air lines so that they are not visible in the working area.”

Question 19: Please confirm that the gov’t will furnish all new doors and hardware required for this project including mounting hardware and jamb insulation.

Answer 19: Per the solicitation, PWS Section 3.14, “All new door units and hardware (quantity 11) are GFE.”
